Our citizens h — ave by this time become pretty well acquainted with the German gymnastic( so. _cloaca, or clubs, known as. Turners. Their pe culiar costume, and the feats of agility and strength whioh they perforin on holidays, end festal days, at Union Hill, and elsewhere, have distinguished them as a peculiar feature in our American German society. It eeems, however, that these are marathon mere gymnastio clubs, and although originally established in Germany, for purposes of physical education, they became eventually nurseries, of democratic sentiments, and were consequently suppressed in Europe. The unfortunate termination of democratic, rev elations, and the exile and emigration of so many - thousands of European democrats, bast brought most of these Turners to the 11. States. Accordingly no dad their societies organized all Over the country, and they have become extreme ly popular among our Germrns in our cities and • towns. They have just been holding a great festival at New. York City, nt which the Turner Societies of Philadhlphia, Baltimore. and other cities were present, and took part. They bad a grand dramatic, performanoo, by their own ama teur actors, at the Bowery theatre, a splendid ball,,a gymnastic display, etc., lasting through several days, and attracting much attention. This is an annual public festival for the East era ,States, taking place at any of our principal cities which niay bo agreed upon. Dot, alas, to times of relaxation various inequalities have been introduced into the Legislation, divid ing society Into two classes, viz : the privileged and the subordinate, thoso enjoying . fall rights and those enjoying but one half. Among those nets, destructive of the harmony of society. the Anzelger des Watons,' enumerates. in discus sion of the all absorbing Koszta nittie, the nat uralization lowa, and based upon them the prac tice of' granting passports and the protection of the American flag. At the same time that pa per advocates from tho premises of dezuocracy and eternal justice, an alteration of the practice hitherto used in that respect, and we do heartily agree with him, as well as the resolutions of the great citizens' meeting at Milwaukle. Yet we must also acknowledge, that if ever any practice was conforming to the letter and spirit of the law. it was in this very case. The naturalization is net necessary by a pre liminary condition for the exercise of the - high est political right, the right of erultrage—and it is neither by law, nor by nature required to se cure a claim to jodiehl protection. If it (the naturalization) therefore is to have any meaning, it must be the protection against foreign power. Lint in this respect wo bring the naturalization laws in conflict, not only with the doctrines of humanity and democracy, but with the first principles of the Declaration of fedependence it self. In that instrument, it is not only declared as a self-evident truth, that all men are free - and equal. but the pursuit of happiness' is abode clued as an inalienable right. Accordingly each immigrant is absolutely free end independ cot hi selecting and occupation ; and several States, which make an ezception with regard to the acquisition of real estate, permit rind even guaranty the sumo, upon the declaration of in tention to become a citizen of the United States- Bat if I am permitted to hold land, to carry on any business or trade, I must also be enabled to follow the consequences thereof, that is, I must. be enabled. for the purpose of my business, un der the protection of the deg of this country, to lead my steps to any place, where I am not held lawfully responsible for a crime. If this was not the case, we would here also necessarily ar rive at the conclusione of Lord Palmerston, who answered to Mr. Oallowin, a native of Russia, and a.natoralised citizen of England : "England cannot force foreign powers to respect its pass ports. the fact of his naturalization would not set aside the former animosity of RC13.31M against him, and it makes it obligatory on him (Gallo win) to reside in England." And, os a further consequence, it would here as in England, after the net of Parliament of 1850, be left at the op. lion of Oovernmentto grant or rebut: a passport to a naturalised citizen. .
