We are pleased -fidit'Selictor BRODHEAD has moved in the matter, aciaire hope be will not rest until he accomplish es his object. It will be seen by on advertisement In to-day's paper, that proposaLs will be received at the En glneer's office of the Cleveland ,and Pittsburgh ,Railratid COmpany, in Wellsville, from. the let until, the 10th of May, for the gradation and Intionry -of thirty-nine miles of the Wheeling - - asiension of the Cleveland and Pittsburgh Rail - real, from the mouth of Yellow Creek, beloiv Wellsville, to the town of Bridgeport, Reims:int .• county, Ohio, opposite Wheeling. It: thus appears that the River Railroad, or "Circtmdiendibus," is going ahead in earnest. Money sufficient has been subscribed to insure' the construction of the road between Wellsville . and Bridgeport, and it will certainly be par un '- der coSiiiet as soon as possible after the 10th of May. - It it estimated that • the cost of the road between the above named places will be $750,000. 'There will be no grade over lb feet, and no cur vature of lees radius than 2865 feet. The entire road has been eligibly located. The gap , of the River Railroad, twenty-two miles in length , between Beaver and WelLaille, is yet to be provid!d for. The citizens of the cities of Pittsburgh and Allegheny are deeply interested in this work, and we hope they will adopt measures as soon as possible to insure its construction. The county of Beaver is ready to subscribe $lOO,OOO towards it, the moment All egheny will take the lead; and, we presume $200,000 can hi readily secured in this county. -• These branch . The editor says: A route from Chambereburg to Pittsburgh, has been formed and clearly pointed out by nature, by way of Bedford, Berlin and Somerset. The Allegheny can be crossed by the well known Deeter's Gap, at a grade not exceeding 30 feet to the mile; from Somerset, the Laurel Hill la easily overcome, by passing ; through Zimmer- . man's Gap, ate grade much below what is now ascertained to be necessary for safety and profit The road would have an immense trade from the fact that it would pass through the finest agri cultural and mineral regions of the State, and Its chances for through travel, areas good as any other route from East to West. Agisrpri i t Phillip*: . • Gitniumnsi;Yoti are doubtless aware that the process ofichopying off Whig heads—l mean in and oonneoted with the several Departments here,—goes on 'slowly. I hear several reasons are assigned for this. It is said that the admin- Lstratiou are aazious ,to make all the appoint- meats that are to be made, with reference to the beat intereate of the Democratic party ; (which involves the beet interests of the country, of course;) and that; therefore, ample time will bo taken, with, a view to do entire justice to the claims of all applicants, and the character of those who have recommended them. This being the case, there is no doubt the work will be done well ; and that the rakes of the Democratic party will be satisfied. It is generally understood here now, that the principal appointments in our State, and most of those in other States, which hare not yet been' announced, will not be made until after the Senate shall have adjourned. This event is confidently calculated upon at the °lose of this week. While the London Times grew most ferocious at the !idea of any. demand .being made upon' !Want for the delixery of Kossuth and Martini, to thysti in Europe who claim the right to die fait ' s tif them—soul as well as body—the. same paper, of the date of 17th and 18th March, falls upon oar new . President inn very severe manner, because he dared to tell " a popular assembly of the Aieerican People," in the presence of the representatives 'of European royalty, that any efforts which the Governments of Europe might make, to encroach Rion American soil, wouid be most strenuously resisted .; and that, while we shordd make no effort td'gain by conquest any portion of the soil now dallied by another Teilier on this continent, yet it might be necessary for us, (if the rights of American citizens were not henceforth more attentively regarded,) even to put territory not now our own under the juris diction of the government of the United States, in order to show to those who seem to have other ideas upon the subject., that this government is not only entitled to respect, but is able also to enforce its observance. The Times also finds great cause. of complaint with the Inaugural Addree. of President Pierce, because of his plain and unequivocal support of what are known as the Compromise measures, and the not inglorious boast of the influences that are constantly exertekover the whole earth, by our free institutions. Its readers are gravely, warned of the bad effects - which are yet sure to follow from the annexation of Texas, the con quest of Mexico, and the extension of our tend.; tory generally. The writer of these articles, (like the " old Fogy" iVblgs of our own coup- try, who still hare the words " Protection to American industry," "B.! Influence of Foreig ners," and, at the bottom of all, the incapacity of the masses for self-government,) would seem really to think that the veteran supporters of a rotten monarchy are the only people in the world : that England is the only country of the world and that there can be no ideas, no words, no political institutions beyond the confines of " Old England." But herein lies a great mis take I " Young America" has been compelled twice in lees than half a century, most summa rily to chastise " Old England." This was done simply because " Young America" must do this, or submit, not merely to a flagellation, but also to dishonor, and even degradation. Bat nom the case is different " Young America" is not in danger of any correction or chastisement from " Old Englani," and the experience of the put world warn the power that there is a wave in the affairs of nations, oven as there is a down hill in human life. Old monarchies are stand ing in their last shoes ; and there is no son of Bt. Crispin left to make new ones for them : they will soon be compelled to commence war ring with each other, in order to secure all the old •shpes-for a single house. When that time shall come ;—and it is likely to.ionli, even, in the reign of Victoria,—of what aooount would those tiny shoes be, in guarding the solo of des potism against the popular bastinado„or in protecting them from the seers, and' blisters, and braises, that will inevitably be inflicted up on them, in fleeing before the justly excited vengeance 0 the People? Let England then bewaie of etch - hdvisers as this writer for the Timis. Mr. Brodhead called up for consideration tie following resolution, spffered by him on Tuesday last : Retained, That the Secretary of. the Tresitery be r!quired to procure, so fat- as praclicable, and furnish the saute to the Senate at the commence= ment of the next- session of Congrers, the follow, ing information, viz : The aggregate amount of federal, state, city; county, railroad, canal, and other.norporation bonds, stooks, or other eviden, ces of debt held in ; Europe and other foreign countries on the 30th June, li3sB,specifying sep arately, so far as the same can be ascertained, the amount of each Of the above descriptions of bonds and stocks. Mr. Brodhead said: The information sought to be obtidned.hrtifie . resolution, Is important, and will be useful not only to the country, but to the Senate, in considering measures • which may and probably will be brought forward at the next session proposing a revision of our revenue laws. It can be obtained with some degree - of accuracy by circulars addressed by the Secretit ry of the Treasury 10 the Governors of States, presidents of railroad and canal companies, ex ecutive officers, of.cities,, and other municipal corporations, /to. The Federal and State 3n debtednerts abroad can bo ascertained with abso lute certainty. Notwithstanding the large importation of Cal ifornia gold, which I fear bas done considerable to increase avarice mod banialtindustry, we contracted a large foreign debt, Which. is increas ing With a fearful ratio .of rapidity. The Legis latnres of nearly all the States in the Union seem to be devising ways and means to get in debt.— Many people and legislators seem to think the world can be legislated into the millennium, and wealth aequirred by going in debt. I know thia is a fast age, but I regret to see an many people endeavoring to get rich without industry, econo my, or frugality—the life-giving principles of a republic.; 4. , .1tt view of the speculating spirit of thellountiy and the number of State and corpo ratton bonds sold in Europe, it seems impossible to have anything like stability in our revenue Isles. It seems to be impossible to make tariff lawirwhich will stand against the ways of Provi dence, the coarse of commerce and trade, and the influence of a spectdatinfmania. What is protection one year is none the next. I hope, therefore, in view of these and other considera tions, that all will hereafrer agree to take_ the subject out of the arena of party politics. Mr. President, Lhave collected 801110 statis tics, and made some estimates, which I will pro ceed briefly to exhibit to the Senate, for the pur pose of, showing . our commercial and monetary relations with foreign eounties,,and the proprie ty p r f h ttdopting theresolutipa tinder con sideration. ; ' Mat of imports into the '' States during the fiscal year ending the Seth - June, 1852 was. $207,109,738 ' The value of exports .. .
