IIE NEW MAYOR Was inducted intooffice yesterday. His speech was a neat one, and snob as would please his friends. In the langnaminf a legal friend, who appears on the stage occasionally, "we hava no hesitation In saying," that he to a whig Mayor, elepted under many dielcultide, and worthy of the-office, considering the party from which ho COMO. His nominAion Was opposed by the editors of Vie American and the Gazette. He had to go it atone, and he beat both of Hiem. After the nomination, he had not only to encounter the op position of these Insidious friends, but the well organized opposition of hie 'democratic competi tor for -the office. We admit that We labored hard to defeat htm, but, so far as we are con cerned, we are nnoonsolons of having said any thing that Could be considered _personally offen sive. We treated him as a politician and a poll tioacrindidate, and in this character we referred to hint throughout the contest. Bat, he was elected, and we mast be satisfied with "Hobiam's °beide." We cannot do anything better, and we wilt bear the ills we have for oneshort year. As the . Whig Mayor, we have no objection to Mr. Riddle. We believe him to be as good man as his party could have brought out for the office; the objections of the American and the Gazette to the contrary, notwithstanding. We hope, and we believe, that he will discharge his trust with impartial justice, and that the bright example of his predecessor, will be a guiding itar . for him while in office. We have reason to hope that by means of the. more extended circulation' of our books, - ;tor ink creased facilities and supplies of information - att• forded visitors and members,' and by reason of instructive and interesting lectures which have assembled and gratified large• numbers of our eitiseas, that walleye much enlarged the sphere of our usefulness, have deepened and widened` the conaideration for as as a highly rueful and neoesseryAstmelatfori, : and have received from all classes of our community a larger - measure of confidence than ever - before. The last an nual report showed -a• balance of' old debt of $289, over 200 lof .which has been, and there 7 minder shortly will be, pall off. This debt ori gladly ainonating .to $9OO, was Incurred some years ago, by anticipating our revenues, and by purchasing larger numbers of books than feuds on blind would justify It has somewhat ember reused and retarded our progress, and has pre vented ns showing snob large results, and malt ing such flattering appearance as would be gra tifying to you and to ourselves. The experience and history of such institutions as ours clearly evidence that a baoldebt created by giving to .ono year "what more rightfully belongs to another, and, by credit, using in advance what has not yet been received, is the moat unwise, dangerous . and harmful policy that could be adopted, a bar deasome incubus weighing down the energies, ' and cramping and cribbing all efforts at rapid advancement - - The last two boards of directors bore dew", devoted their funds, with the exception of one appropriation for books, to the liquidation of this debt, preferring to leave a fair and open field of operation for a new administration, ra ther than ahoy results which have not solid basis; it gives us much pleasure, therefore, as we know it will you, to announce an almost en tire freedom from debt. For the above reason we have been unable to comply with the frequent argent requests of the Library Committee for an additional appropriation far books. We could not, without doing the very thing we were most anxious to avoid, greet them any consider able eam. Wo have, however, agreed to hand over the whole proceeds of lectures for this win ter to be applied in that way. The Income hitherto derived from that source has been, from various influencing causes, small, but by Is.ptil, should the new board adopt - our action in the premises, we hope they will be able to appropriate quite a Loadeome sum. What could be, however, has been done ; 19 necessary and valuable works have been added by par - ;ham, 47 by binding of magazine., sod periodi cals, and 16 by donation. It is, too, a highly gratifying fact by which we can clearly perceive, and in a nienner, measure the augmenting use fulness of oar library, the weTghty Influence we are beginning to exert, the tastes we are font-- ing, supplying sod giving a healthful direction to, to know that although the het librarian's re port recorded a very remarkable Increase of the number of books taker' out over all presiding jeers. the books show thlayear an increase over last of nearly 60 per cent.; this proves, were proof needed, how much and bow diffused an amount of reading our present small and tem:Wets H- I brary has afforded, and how rut an influence for good could be brought to bear, and how rich and profuse the products were our library, as it should be, this moment, .tea times as large as It at present Is. We are happy to say that oar rooms also are much more numerously attended than formerly, and the readers of current audmesiodiesl litera ture uniformly ioereissiog. fopumbasing books the Committee have been careful to select oely such as would prove valuable additiorls, and none that would either poison the mind. or debauch the heart. lied the means warranted the meas lier°, they had In contemplation keeping an open account with en Eastern house, and ordering out from time to time such valuable and interesting works ea are either originally pithlistted in 4 .4 1 11 country, or Importations and republications from other countries. — Th'efe - are many, very :ashy books, papers and periodicals necessary to make oar lists more complete, and our rooms. more attractive which will doubtless be added gradually 43 the depletioa in cqr treasury grows less. Oar present report proves them to have been vain and nuga tory. The publication of names of those who join our association has, we fear, given rise to a belief among our citizens, of success and pros perity which facts and figures do not warrant.— A counter publication of those who, for various reasons, have resigned, would move them to mach wonder, and if in addition the multiform, and shifting reasons assigned far resigning were also put down as addenda," wonder would grow into marked astonishment, and astonish ment would finally resolve Itself into. sheer skep ticism that our tenure on the affections, pride, and even self-interest of oar citizens should be slender and precarious. Although our success from lectures last year was but moderate, and our results somewhat disheartening, we have felt at liberty so to disregard the wishes of many of our members, and of the community at large as to discontinue them. We are gradually over coming ohstacles, indifference, and even 'oppo sition from both members and citizens, and are doing much good both directly and indirectly to ourselves, as well as the community for whom we operate. Crowded lecture-rooms in this city must be an effect of time, and of united, con. sistent and continued exertions, and we hope much - for the future. it is 41 cause of regret that those celebrated in the sclentiflo world who were applied to to give lectures accompanied by illustrations and experiments were unable to se mept our invitations. Other lecturers are en-, gaged who will lecture until March or April, and knowing the purpose to which all Ditiproceeda are to be applied, we trust all , the members of Institute at least will be in attendance. Oar thanks and acknowledgments are due Rev. Mr. Quick for his very able and eloquent lecture, as also to Messrs. Daniel and Gregory for their kind offers to lecture for us free of expense. A- few reflections and suggestions by the re tiring board of directors, will, we hope, be con sidered proper and becoming. By means of railroads, and multiplied connections with both East and West, either in contemplation, in pro cess making, or already made,—by the creation of new branches of business and industry, and , the increase of old,—by our city becoming more and more a market for western producers and consumers, Pittsburgh is rapidly becoming more and more populous, wealthy and attractive. She. is in the midst of a moat wonderful change, and a glorious future is before her. Ia a year or twolt is confidently expected that we will baid ten times the number of interested visitors, or transient.sojourners here that we ever had —, Our merchants and manufacturers, by means of increased facilities, have established new and more distatit relations with the West and North-- West, their market has been enlarged, and the necessity of having information from divers points, on dew and on vaned subjects is impera tive. Oar city, too, is in the midst of watchful and active rivals, surrounded by adverse and conflicting interests, liable to be seriously, if not vitally Injured by movements which we have taken no measures to inform ourselves of, and no precautions to guard against, and' unless we . ,employ the same-means and aids that other cities do,' we mutt suffer correspondingly. In Cincinnati donations varied, valuable, and munificient are made daily; life members are almost as frequent as our regular members, lecture rooms are crowd eitthroughout the season by interested, inquir ing and intelligent auditors. • In *St. Louts, city of about I our age, but rapidly approximat. leg our population, $lOO,OOO was raised In six months by man engaged in business to build up an institution worthy of the city, the people and the times, one man. alma gi4lng $20,000. In Boston, we are credibly informed, that when ad ditione to building; library, or to anything that makes a community wise, Virtuous and powerful, la required, it can be had at all times for the mere call. In New York city and State, all is enterprise, and activity in institutions of simi lar aims, and objects as ours: over • thousand members were added to the various aseeelations, lately by employers giving those under them a years subscription to a library as a New Year's gift Sachet state of feeling does not yet Ulla here, but the question is as to time, we mast sooner, or later be liberally and generally supported, when depends upon .us for the effort, and upon oar ci. We are still, put on as good a face as we may, but in a feeble infancy, when all the tendencies of the time, and the demand of the city requires a strong, and vigorous manhood, fixed in a po sition beyond.per admeture, doubt, or fluctus don. That we are as we are, is not wholly our fault, we hays never been entrusted with the means to make ourselves otherwise We have been • cable'd, cribbed, confined" for want of "material aid." We never had the oppertuities of making ourselves useful to merchants, and bu.sinessanen. In the absence of • board of trade had we encouragement, hearty, and gen erous ca-operstion.and support, we could multi ply their sources of information four fold, we could give them useful sad highly important sta tistics, and reports, we could reader them aid end assistance in manifold ways. The causes of oar present condition are simply and plainly these; The interest In and efforts to better our affairs seem to be monopellied by fey Individu als, and they generally of email means, and un able to give other than their time, their labor and their personal exertions. 'lt should be uni versal. Such officers should be chosen who will bestow time, care, exertion and influence upon the institute. Again our men of business, of in §nence, and of Teeth are represented neither on our balks as life, or year members, in our List of donors, or in our lecture and library room; they seem to keep studiously aloof as if our ball was • gambling saloon. We have In our city, It . Es computed, about 60 who are worth over • $lOO,OOO, and at lowest estimate 60 more who are worth over $50,000, but one or two of these are life membere, very few members at all, mid fewer still who habitually visit cur rooms. Our donations_ hive been In money nothing, in boakir, trifling, and those °cringed to few persons.— That part of this deficiency and want of inter est which la inherent In the place and in certain individuals cannot probably be remedied, but that part which depends on ourselves, and on those who are willing to nld In piecing the Insti tute on a aura and arm foundation where it , can, as It should, time a regular membership of over a thematic, ' and where it can enjoy Lied, and certain revenue ought to beremoved.
