The meeting was organized, by calling Mango LTrze to the chair, and appointing Rens Fixes, JourclA. Tan" and J. A. Ainanswas, Vice Presidents. M. C. Mtrasoaar and C. Dr =lna, were chosen Secretaries. Jams H. Ltradaw was called on, and ad dressed the meeting. Mr. Riddle's feelings to wards working men, and his conduct taiards his own employees, formed one of the subjects of the gentleman's address; his conduct on the passage of the ten hour law likewise was dwelt upon, with great effect. Mr. Oman= being present, was loudly called on. His presence was greeted with loud cheers. Mr. G., after a few preparatory remarks, defend ed his conduct while managing the affairs of the city during the past two years ; particularly his action in regard to the election frauds. The address of his Honor, though brief, was characterized with great sound sense, a freedom from demagogueism;—in fact it was a plain straight forward address—just such a one as would come from John B. Guthrie. Mr. P. Sawrza was called on to address the meeting next. He "pitched" into Biddle in fine style. He (Riddle) was the man, when contests arose between workingams and capitalists, that always was found on the side where there was the most gold; he winked at election frauds and perjuries, and advocated the escape of criminals _through hie paper. His bond speculatingPro penalties, his conduct to his workingmen, and his other questionable qualifications, were spo ken of in quite a tint and truthful muuser. T. J. Kezese, Esq., of the Union, followed Mr. Sawyer. lie spoke of the manner In which Mr. Guthrie administered the laws, in a just and truthful style. The gratifying feet, nevertheless, is presented, that the resources of the Treasury are no longer insufficient to sustain the plighted faith of the Commonwealth, but that, with prop er economy and prudent legieletion, a few years only will have elapsed till our public debt will be, if not numbered among the things that were, greatly reduced, and our people relieved from the burtheu of taxation. Although an apparent mil' sble balance of $l,- 882,611 was in the Treasury at the close of the fiscal year, yet the same is not all applicable to the payment of the interest on the funded debt, falling due on the let day of February next.— The sum of $711,578 28 being part of the loan authorised by the not of 4th May, 185 2 , for the redemption of the over due loans of the Com monwealth, there remained en available balance , for interest proposes of but $671,087 72. The bonds issued in pursuance of the act creating the aforesaid loan, have attached to them coupons, or certificates for interest, and whilst the market price of the ordinary bonds does not exceed their par value, the farmer commands a handsome premium. This is, in-a great measure, there can be no doubt, owing to the facility with which they can be disposed of, requiring no power of attorney or other author ity to transfer them, but trising readily from hand to hand. The question may-therefore be asked, would it not be wise policy in the govern ment to change the character of the other pub lic loans to that of coupon bonds ? Ido most cordially recommend this question to the consid eration of the Legislature, and were the proper provisions made for this change, andthe coupons made receivable at the State Treasury In pay ment of all public) dims, it admits of hot little doubt that the value of the bonds wouldbe great ly enhanced. I cannot see that any disadvan tage-in consequence of such change could possi bly result to the Commonwealth. The fivo mil lions loan already negotiated shows to the con trary. By a resolution of the last Legislature passed 4th May, 1862, the Governor was authorised "to appoint three Commissioners to digest and sim plify the general tax laws of the State, and to report the same to the next (present) Legisla ture." As the Commissioners thus appointed, will, in the discharge of their duties, submit the result of their deliberations to your consideration, I do not deem itpropor, under the circumstances, to suggest any amendments to the revenue laws, as they now exist, trusting that matter entirely ' to them. The tolls from the nubile works during the past year have largely exceeded those of any preview! year. The ex perms now attendant upon the operation of these planes are much more than commensurate with the interests on the (mat cif avoiding them. The same reasons that operated to the avoidance of the SchtlyikM inclined plane, may be applied, with equal, if not greater force, to, the case in question. Experience has already : attested the wisdom of the former 'measure, and time will show the wise policy of the latter. For more specific information in regard to these improvements, reference is made to the an nual report of the Canal Commissioners, Which will be laid before you. Our public debt on the list of Dec., 1852, al though stated in the table at $41,624,876 87, was in reality $711,578 25 less ; this cam being in the Treasury at that time and constituting part of the loan of 4th of May, 1862, was s ing part to the redemption of any of the 8 per cent. certificates of loan then due. Had these certi ficates been presented for payment before the close of the year, the amount of them outstand ing would have been reduced equal to the amount of the new loan received. It may be well to re mark that this loan does in no wise increase the State debt, salt but takes the place of those,oaas that have fallen due. On the contrary, it &red ly reduce it in amount equal to the premiums re calved, these being vested in the Commissioners of the Sinking Fund for the purchase of State Stocks. The only item of increase in the debt since the let of Dee., 1851, is the North Branch Canal loan, and this was dictated by the soundest principles of policy. By referince to the table of estimates for the current year, it will be seen that the revenue is calculated to exceed the expenditures by the sum of nearly six hundred thousand dollars, irrespec tive of the balance, now in the Treasury. Bat while this favorable aspect of our affairs is pre ended to our view, we should not tee soon lose sight of the unfavorable position in which we stood some few years ago, when Pennsylvania for the first time in her history, failed to meet punctually her honest enpgements. Although we have now fairly attained our former high po sition, prudence and the exercise of sound judg ment are necessary tx, retain it. It was by these as manifested in our hails-of legislation that we retained it, and it is caffi in thei r ame way by these that we must expect to retn it. Of the coastwise, 1888 were from Philadelphia, 500 from New York, 298, from Bangor, 288 from Bal timore, 277 from 'Portland, 156 from New Or leans, and ininailer numbers from other ports. Both branches of the Florida Legislature have passed an act to incorporate the Pensacola and Georgia Railroad Company, which provides for connecting Pensacola with any point on the "Western or Southern bocmdary line of the State of Georgia." Among the resolutions adopted by the Confer ence of the Methodist Church South, was one, that preachers should, once a month, preach to the colored people on the plantations of their masters. The total amount of mackerel inspected in the year 1852, was 197,768 barrels, showing a de crease of 181,509 barrels as compared with 1851, when the inspections reached 829,288 bar rels. The Charleston Standard lays that Captain Steller, of the aohr. Aid, of that port, from Car denas, states that the Aid was entered and thor oughly searched, and his papers overhauled by officers of a British sloop-of-tar, while on his passage from Matsumoto Cardenas. No partic ulars are given. The Cumberland (Ind.) Telegraplurtates that the Mount Savage Iron Company are making the moat extensive preparations to put their iron works in full operation at an early day. The papers have discovered some grass from the " path of rectitude." We fear that path most be sadly overgrown with grass, it is so sel dom traveled in. Hawthorne. the romance writer of New Eng land. we see it stated, received from the London booksellers, Chapman & Ball, a thousand dollars for his "Mithesdale Romance," which was pub lished in London before its appearance in Amer ica. Some narrow escapes were made by those who were In the building at the time. We have heard with sentiments of the moss profound regret, the details ot the late afflicting accident which hie brought so much sorrow into the house of our new Executive. Human sym- Patb9, at such a time, we are aware, is of but little nine, but knowing as we do the character 'idea of the good man who has been placed in the position of gsurdian to our interests., and understanding fully his warm-hearted, affection ate disposition, we can euffusiently appreciate the weight of affliction with which this last =War tune has visited him. Sincerely we trust that the dispensation will not be more severe than our present reports indi cate. We hope, earnestly, that the health of his admirable lady will not be mortally shattered by this most terrible fatality. We know that Mrs. Prences physical condition has been for a long time delicate and uncertain—that the President elect has suffered much from continualsolicitude in that regard, and that this last most lamenta ble visitation pill most likely affect her very se verely. _ It was an only child—a boy, too—bright and intelligent—a favorite among.his fellow s — talen ted and gifted beyond his age. But he was en only child, and we can easily understand how desolate the father's heart must necessarily be. To ourselves, this accident has comewith sor- rowfal weight. We sincerely sympathise with the bereaved parents, and tenet that time and faith will lighten the burden. General Primer., by his own consent, has be come the father of the Republic. He has taken under his own control the welfare of the masses. In the affection of his people he will find much that will wean his thought away from his own sorrows.—Pennsyktanlan. We are rejoiced to learn that there is a probe ability that the odious test in the Constitution of New Hampshire will soon be wiped out. On Tuesday, the 4th inst., in the Senate of that State, Mr. Whittemore introduced the following joint resolution, which was ututnimatmly adopted by that body, and sent down to the House for concurrence:. Resolved by the Senate and House of Representa tives in General Court convened, That the provi sion of our State Constitution, commonly called the " Religions Test," which makes the profea- Mon of a certain religions faith an essential quali fication for certain offices, is unjust, anti-repub lican, contrary to the spirit of the present age. and discreditable to our State and people; and when the proper time arrives for again oalling a convention to revise the Constitution, we will spare no efforts to induce the people to assent to the calling of such convention, and the abroga tion of a principle which should find no place in tho Constitution of a free State. There was a very heavy sea running at the time—it blew a perfect gale.. The James Stephens was water-logged and on the point of sinking. As may , be readily imp posed, from the rivalry existing between the companies which are contending for supremacy on the Atlantic, it Rea no light matter for Cap tain Nye to turn aside from his course. Of course we do not ;neon to say that as . a man of proper feeling there was any alternative open to him but that of saving his periahing fellow erea tares at all reasonable hazard, and at whatever commercial risk. There is; however ' Bach , a thing as cheerful, and =oh a thing as reluctant aid. There is all the difference in the world be • meat assaistance tendered ` forform's sake,and the heroio determination to rescues numer of helpless men from peril or to perish in the at tempt Captain Nye—to his honor be it spoken --did not hesitate for a moment as to the course he should pursue. As soon as the ship was descried .and there was a suspicion that she might be in danger, he gave orders to steer straight to the spot, hat her real position might be ascertained. Nothing, certainly, could well be more hopeless than the situation of the James Stephens end her crow—few things less probe ' hie, considering the state of the weather, than I that any effective assistance could be rendered to them. Captain Nye, however, had a life-boat lower ed down, and the brave fellows who manned her, strained every nerve to approach the wreck.— The sea was running too high for them, and the fury of the storm must have been great indeed when such men as these were obliged to return, and confess themselves fairly beaten by the pow er of the elements. Still Capt. Nye would not be tdrned from his benevolent purpose—he re fused to leave the crew of the sinking ship to a fate inevitable if he deserted them, bat waited for hours and hours until the weather should moderate, or some favorable chance should turn up - Which would give him the opportunity of tak ing the crew off the wreck. Again, after a long delay, the , life-boat was manned, and again her . crew pulled for the water-logged ship. This time their efforts were crowned with success, and they had the happiness of transferring the ship's company of the James Stephens from their own sinking vessel to the deck of the Pacific. We are told that the passengers by the steamer who witnessed the exertions of the men, and who were, therefore, in the beat situation to appreci ate their merits—instantly entered into a sub scription to reward the crew of the life-boat, and $5OO were collected on the spot. This is as it should be, as far as the men are concerned; but it would not be amiss that Capt. Nye should re ceive some mark of the opinion entertained in this country of his humanity and singular ener gy under such trying circamatancee. It is by his resolution that, so many of our countrymen have been rescued from a watery grave.
