The term of naturaliza tion, to enabio them to hold propeity and claim the protection of the Government, is to be re duced to three years. But the law proposes to ezclude them entirely from'voting, unlru they shall serve TWO YEA'RS IN THE AWAIT, nnd in his communication he heaps upon foreigners all kinds of indignities. - What a mode of conferring political rights on foreigners::: Top years' service in the army, the only requisite to confer on them civil rights. "Why, the ptopooition is monstrous, and in the very face of all the experience of the civilised world, and all the warnings of the fathers of the Republic. In the language of the N.
