Mr; Clark moved that all other orders bo post poned, and that the Senate take up the joint re solution re-affirming the polioy of non-interven tion, to allow Mr. Bell to speak on it, Mr. Cass said tho resolutions were taken up, and Mr. 801 l addressed the Senate, ne did not advocate any of the resolutions before tho Sen ate—either Mr. Clark’s, Mr, Casa’, or Mr. Sew ard’s. He saw no necessity for any of them, in tho particular language in which they were couched. He thought it but of little consequence whether wo expressed our concern or not j or protested against violation. of national law by Russia. He did not intend to discuss those sub jects, but merely to call the attention of the Sen ate to thS great American question, which was : “How are the United States to. be affected by the present State of affairs in Europe ?" Ho then reviewed the recent revolutionary events in France' down to what ho termed tho present, seeming acquiescence of tho French peoplo in the arbitrary measures of Louis Napoleon. Ho argued that the present strength_of absolutism in Europe was because the mechanical, manufactu ring and commercial and trading classes had dis covered that there was no. safety or seourity in tho popular revolutionary governments. He sug gested the probable breaking out of a general war, and that the Old World would array itself against-the Now, and ho speculated as to tho probable course which England would pursuo. Ho said England would not he nur ally m such a struggle, hut She would more likely ecito the op portunity to strengthen her own power, by in creasing her dominions, Sho now praised our. sailing vessels, and complimented our genius, as if desiring to embrace us in the bonds of amity;, bntsbe was in truth a serpent in disguise, and her embraco would be death. In regard to the probability of a war with Europe, he saidgu de pended on France. If Franco was quiet, Europe would be quiet; but Napoleon must fail without war and hence, in the course of bis remarks,ho suggested the probability of Napoleon's ambition inducing him to make war upon and attempt tbo invasion of this country. He drew the practical conclusion, in. the event of a war in Europe, that the United States would. not be : able to keep out of it. Efforts would bo made to draw her into it, and the first offence to our flog would be re sented.
