Gentlemen of'the Select and Common Counale: It becomes my unpleasant duty, to inform you that a serious difficulty has occurred between the Polioe Committee and myself, respecting the appointment of the Night Watch. I would have gladly avoided this difficulty, and can safely assure you, that it has not been of my seeking. Daring the past year, the Police Committee, composed of four Whigs and one Democrat, acted with me in perfect and entire harmony, both in regard to the appointments and to other matters of Police business. There was, it is true, some difference of opinion amongst ns, in regard to individual preferences, at our first meetings; but there was no disposition on the part of the Com mittee, to take all the appointing power out of the hands of the Mayor. They were more anxious to assist him in selecting good and effij: cient officers, than to dictate who should and who should - not be watchmen. The present Police Committee seem to have an entirely differ ent opinion as to the relative powers and respon sibilities of the chief Executive officer and them selves. On Monday night, Fehruary 2d,- tho Committee met at the Mayor’s Office, and pro ceeded to eleot the Night Watch. I soon found that they had made a cauous nomination of all the officers, before they came to tho Mayor’s Office. I remonstrated, and urged the Committee not to perpetrate such an act of injustice to the many efficient officers on duty. But it was to no purpose. - The nominations were all made by one member of the Committee; they were accordingly confirmed unanimously, the Mayor refusing to vote or participate in the appoint ments. Under such circumstances, I felt it to be my duty to say to the Committee, that they were about to dismiss, as far os was m their power, most of the heßt men on the watch, and to pnt in their places in some instances, inexperienced, and in others, totally unfit and unworthy men for such a trust In my opinion, the action of the Police Com mittee on the 2d inst, was illegal, and contrary to the second section of the ordinance of March Ist, 1845. It is ajso my opinion, that the eighth section of the ordinance of the 26th of March, 1836, gives the Mayor equal and co-ordinate power with the Police Committee, and that no removal of a watchman can be made without the Mayor’s consent. I have thrown together a few facts for the consideration of your honorable body, presuming that the Police Committee will present their statement, and recommend some action to sustain them. I hope there will be no hasty action on. the part of Councils, and that the whole subject will be fally and fairly dis cussed. -1 have no desire beyond a faithful dis charge of .my duty. In order to do that with credit to myself, and safety and protection to the lives and property of the citizens, I should be allowed faithful and efficient officers. A large and most enthusiastic meeting of the Ladies’ Association of the Friends of Hungary, was held yesterday afternoon at three o'clock, in the Methodist Episcopal Church, on the corn er of Seventh and Smithfield street, and organ ized temporarily by appointing Leoky Harper Chairman, and Wsl J. Rose Secretary. Mr. Harper made some remarks, expressing the extreme pleasure he felt at beholding the continued spirit and enthusiasm manifested by tiie ladies of the Association. He had been told that, so soon as Gov. Kossuth had departed from our city, the warm feelings of interest and sym pathy for the great patriot and bis glorious cause wbtrid4ie away. From the first he had combatted this assertion, and was now delighted to see, in the large meeting before him, a con vincing proof that he had been right. The ladies of our two cities snd vicinity had nobly responded to Hungary's appeal; and their ex ample, wbuld shine brightly before the vision of their asters throughout our vast confederation. On motion, of Miss M. Helen Dunlop, a com mittee of five were chosen to appoint officers for the permanent organization of the Boeiety. This committee consisted of the following ladies, viz: M t H. Dunlop, Mrs. Lynde Eliot, Mrs. Lydia E. Harper, Mrs. W. A. Irwin, and Mrs. Umbstaetter, who retired and recommended the following officers: President—Mrs. Lydia O’Fltnq. Tice Presidents— Mrs. Lydia E. Haeteb, Mrs. James Dunlop. .Corresponding Secretary—Mrs. John A. Wills. Recording Sec’y—Miss Sabah Caskey. Treasurer—Mrs. Adelaide Howakd. Mr. Harper then read an extract from a letter addressed to him by Gov. Kossnth, in which he presented his most fervent acknowledgments to the ladies of Pittsburgh and Allegheny Cities, and their friends who had so generously aided him in his mission. On motion, a draft of a constitution for the Association was then read and adopted unani mously under the (Title of “Constitution of the Ladies Central Association of the Friends of Hungary for the Cities of Pittsburgh, Allegheny and vicinity.” On motion of Mrs. Lynde Eliot, a committee of three were then appointed to draw np an af fectionate address ill.the form of a Circular Let ter, to ike ladies of the United States, urging them to establish similar associations. Mrs. Lynde Eliot, Miss M. H. Dunlop, and Mrs. Wills were appointed said committee. On motion of Mr. Rose, it was unanimously— Evolved, That a Committee of five be selected from among the Ladies present to procure suita ble persons to address the Association at every weekly meeting, and to make all necessary ar rangements in connection with. that duty, —the Committee .being farther authorized to invite the Ladies generally, to. be present daring the ad dress or lecture which, it is understood, shall not occupy more than half an hour. AU who are not regular members of the Association to be charged 25 cents at the entrance. Mrs. Wilson, Mrs. Wade, Mrs. Rea, Mrs. W. A. Irwin and Mrs. J- L. Reade were thereupon chosen a “Committee on Lectures.” After the transaction of some farther bnsinesß, a petition to the Legislature of Pennsylvania was read and presented for signature. Subscrip tions wero then handed in from members present to the amount of $33 05. Hay, Esq., Grand Worthy Patriarch of the Grand Division of Sons of Temperance in Penn sylvania, and S. J. Pickands, Grand Scribe, each delivered very effective temperance speeches- Col. Samuel W. Black was also called upon for a speech, and responded with his usnal ability. The Hon. Wm. B. McClure, President Judge of the Court of Quarter Sessions, and John J Mitchell, Esq., each delivered very appropriate and effective speeches- A number of regular toasts were offered, and Dr. J. XXXII CONGOESS-msT SESSION. Washington, Feb. 4. In the Senate, Mr. Clarke's motion to pnnt his non-intervention resolutions, was postponed until Monday next, owing to the sioknsss of the mover. Mr. Cass will address the Senate on Tuesday. Mr. Stockton presented petitions paying for an appropriation for a line of steszners from Jersey City to Galway. Also, a memorial from Charles Wilkes, of the United States Navy, pray ing for an appropriation of half a million dollars to defray the expenses of making an exploration, of the Arctic Ocean, and in search of Sir John Franklin. Mr. Underwood presented the petitions of sev eral merchants and citizens of Philadelphia, praying for the removal of obstructions in the Ohio river. The bill for the settlement of certificates issued for supplies and services during the revolution ary war, was referred to the Committee on Rev olutionniy Claims. Mr. Soulo introduced a bill to provide for the establishment of a Navy Yard and Naval Station at New Orleanß. The bill to provide for an Indian Superintend ent in California, and to regulate discipline in the Navy, was passed. Mr. Badger moved as an amendment to the Census Printing bill, that Donelson & Armstrong be authorized to execute the contract, under the direction of the Secretary of the Interior. Mr. Felch concluded his speeoh in favor of the bill granting a portion of the publio lands to the State of lowa, for railroad purposes; and after some time spent in Executive business. The Senate adjourned. In the House, a communication was received from the Navy Department, reporting the result of the scientific commission to examine inven tions for the removal of the saline properties of water in steam boilers, and to present their in crustation. There are twenty-nine planß pro posed to be selected because of their superior merit, and the secretary recommends a consul tation with the inventors, in order to obtain a combination of the most desirable portions of each, —which was referred to the Committee on Naval Affairs. The bill extending to Moore & Paschall, the time of their patent for a Grain Catting Ma chioe,- to fourteen years, was passed. Mr. Johnston’B bill giving to every head of a family a quarter section of land, under certain conditions, was referred to the Committee of the Whole. The bill regulating the publication of the Laws of the United States, and the publio ad vertisements, was taken up,—when Mr. Stewart, the mover of the bill, said that the bill provided for the publication of Govern ment advertisements in the two newspapers in each Congressional district, having the largest circulation. The object of this provision was, to remove the Press from the control of the government. Mr. Harris showed that the plan proposed would augment the expense of the government not less than $BO,OOO annually over the present system. He therefore moved to lay the bill on the table. Before taking the question the House went in to Committee on the bill relative to bounty land warrants'. Mr. Campbell, of Illinois, and Mr. Brenton, argued in favor of properly remunerating Land Officers ; —bat before the latter had ooncluded his speeoh, the Committee rose and The House adjourned. FROM HAY AN A.—ARRIVAL OF THE OHIO. New York, Feb. 4. The steamship Ohio, Captain Schenck, arrived this morning, bringing dates from Ohagres to the 22d nit, and from Havana to the 30th. The Spanish steamer, Ferdinand de Catholics, from Cadiz, arrived at Havana on the morning the Ohio left. The steamer Philadelphia, from San Juan and Chagres, bound for New Orleans, was also at Havana when the Ohio Bailed. The steamer Georgia was passed fifteen miles outside of Mora, homeward bound. The Ohio brings $220,000 in speoie and 167 passengers. MOVEMENTS OF KOSSUTH. Cleveland, Feb. 4. Governor Kossuth is about leaving for Colum bus. Much enthusiasm is manifested. He was esoorted from the Weddell House by several citi zens, among them Governor Wood and Mayor Case. The receipts for the Hungarian oause are about three thousand dollars. Gov. Kossuth will be accompanied to Colum bus by the Legislative Committee and many of our citizens. 1 The steamer Canada sailed to day at noon, with 36 passengers, and $162,000 —$700 of whioh was American gold.
