"While closing my Jatter at this late hone , : of
the night, it is announced to me from a respec
table-but unofficial source, that Mr. Hulsemann,
-the-charge d'afaira from. Austria, has addressed
a formal communication. to the President direct
ly—thus overstepping the proprieties of official
-intercoUnnewarinplaining of the presence of the
Secretary of State at the Kossuth dinner, and of
the sentiments expressed by him on that occa
sion. Whether Mr. Webster may consider it
proper - tniTerr - ench 'circumstances to send - him
his passport or to give him a second edition of a
certain letter' to which he referred in the speech,
is more than I can venture to predict in the ab
sence of fuller information. The public will un
derstand that the present information •is given
with the qualification of the foregointfacts, as
it is no part of mypractico or inclination to make
statements without undoubted authority in ev.-
ery instance.'
In a telegraphic dispatch, of the 13th, pub
lished in the snmc numberof the paper, the cor
respondent adds :

"The letter from the Chevalier Ilulsemann to
the President, referred to in my regular com
munication of last night, was transmitted yes
terday, after the purpose to do so had been
openly announced. It has not yet reached the
Deportment of state; but it will be received
there today. ' The President, and Mr. Webster
had a private consultation on the subject this
morning. It is not improbable that the Cheva
lier's passports will be presented to him."
It is about time that the daring impudence of
those representatives of despotism should meet
with a proper rebuke from our government
.We hope that Mr. Webster will hurl his thun
derbolts at the Chevalier, and let him know that
his arrogance will not be submitted to by our
people. If Old Hickory Jackson was President
just now, we are inclined to think that he
would give Mr. Hulsemann "his walking papers"
without a moment's delay .
Ohio Free Banks.

Ohio under the General Banking Law of that
State, and the notes of several of them are get

late Governor of - Georgia having had prepared
and sent to Washington a block of marble for the
National Monument, with the inscription: "The
Constitution as it io—the Union as it was"—the
present Legislature of the State believing it not
to express the sentiments of the people, and
deeming it au unbecoming tribute to the memory
of the Father of his Country, have adopted a
resolution authorizing the present Governor to
withdraw said block and substitute another, of
Georgia marble, and inscribed with the arms of
the State.
Thu Mississippi Baptist State Conven
tion, which•convened at Aberdeen on the tith
tilt , had a very interesting session. The subject
of education, and the increasing demand for aid
in the furtherance of its object, also excited
much interest. It was finally resolved, with
great unanimity and enthusiasm, to raise $lOO,-
000 for endowing a Mississippi college. A com
mittee was appointed to examine the premises at
Clinton, when. the college is at present, and re
port upon a place of permanent location. -

eaglei are in circulation in Savannah. The piece
is described as being composed of some hard
metal which has the color and ring of silver,
but is easily distinguished by its glossy bright
ness. it has been cast in a mould, and, has the
milled edge. It may be easily detected by the
roundness of its imprint, and the oily feeling
which it has when pressed between the fingers.
It purports to be of the coinage of 1847
air Gov. k'ossuth was born on the 27th of
April, 1802—he is therefore near fifty years of
age. He speaks Latin, French, German, Ita
lian, English, Hungarian, and one or two of the
Sclavonio dialects. He studied English from
1888 to 1840, while in prison ; he then discon
tinued it, although he understood the language
when addressed, until laSt year, during his ban
ishment in Sutayah:

vention, of New Hampshire, met at COncord on
the Bth. Two hundred and twenty-five delegates
were present Noah Martin, of Dover, was
nominated for Governor, receiving 135 votes to
79 for all others. Asa F. Cate was than nomi
nated for Railroad Commissioner. A resolution
proposing Gen. F. Pierce.for the Presidency was
unanimously adopted.

draft of the Declaration of Independence," says
the Pennsylvanian; " to which the names of the
signers were actually placed by their own hands,
has not been destroyed by the fire at. the Nation
al Library, as was at first apprehended- It was
not in that building at ail. It was hanging in
the Patent Office."
Gas LIOHT.—The citizens of Norristown are
making a movement towards introducing gas
light into that. borx , ough. Norristown appears to
be in' flourishing condition. The demand for
dwellings, the Register says, is greater than the
supply, and that arrangements are being made
for a number of improvements in the spring.

At a quarter past two, in company with some
friends—members of the House—l went to the
Capitol, and was admitted with them as one of
the privikged characters Ten 6r a dozen ladies
were already in the lobbies and soon this part
of the Hall was filled, while -the "lords" had
taken possession of all that portion by some
designated as the "gallery." The ladies coming
in so fast rendered it necessary that one of the_
"galleries" should be cleared for their use: and
the "sovereigns" were accordingly pacified into
the other. Still came on the ladies : and here a
member introduces two or three upon the floor
of the House—a member's place is now occupied
by a lady : several other ladies take similar po
sitions: many "outriders - are upon the floor:
the ladies still flock in: and gay ribbands, bright
shawls, brighter eyes and far more lovely cheeks,
take the places of grey heads, grey beards, stern
republican statesmanship, legislative courtesy,
city gallantry, and eve-ti the most rigid strict.

Louis Kossuth a legislative welcome-- a welcome

Before three o'clock, all the space not special
ly reserved for the government officers was tilled,
and a great crowd was upon the outside—in the
Rotunda. It required a considerable effort to
keep back the multitude ; and a continual noisy
demonstration might be heard among the "sover
eigns." Still to few could crowd in, of the num
ber assigned by the committee to a pities. within
the Hall. A great number of ladies were oblig

At the appointed hour for the joint meeting,
the Senate and its officers were announced. So
great was the pressure of the crowd, however,
that many Senators were unable to get into the
Hall of the House ; and when those who could
pass through got iu, there was a strong effort
made by the outsiders to gain admission, which
was-successfully resisted by the officers of the
House. Still the Hall door was occasionally
opened, and efforts were made to enter, when
the Speaker gave an order to the Sergeant-at-
Arms to close and fasten the dodr. The attempt
to enforce this order induced a general outburst
of opposition -from the outside ; and order upon
order was given by the Speaker to 01080 the door.
At length the Speaker of the Senate (Mr. Walk
er, of Erie,) went forward, and appealed to the
gentlemen on the outside to preserve order
which there were various loud replies, hisses,
groans, &c., from the outside. Mr. Walker re
peated his exhortation to order ; telling the
"sovereigns" that this was a legislative meeting
to welcome the distinguished Governor Louis
Htiossuth, who was soon to appear there : and he
hoped the Governor and Senators and Represent
atives-would he permitted to give him a welcome
that would be creditable to this great Common
, wealth. Here were many cries of '• Who fleeted
them"" "We have as much right to h, there as
you have." " Oren GI, doors '"
' Matters continued thus for more than au
hour,—the Speaker very often rapping to pro
'duce order; and repeatedly directing the Ser
geant-at-Arms to close the door. All efforts to
do this were as yet unavedling. A proposition
was made by a member that the Speaker ap
point a suffiSient number of members to enable
the officers of the House to enforce the orders
of the Speaker; but this was warmly objected
to. The representative from Erie afterwards
wished the 11.01113 Q to adopt a resolution authoriz
ing the Speaker to call upon the Sheriff of Dau
phin county to attend at the House with a suf
ficient force to carry out the arrangements of
the day and preserve order at the capitol. The
Speaker replied that he had already called on
the Sheriff to summon his posse for the purpose
-of preserving order; anti that the military had
also been called upon to clear the rotunda.
Thr "noise and confusion" still prevailed. At
length a military company made its way into the
Hall, and soon afterwards the Governor and
Heads of Departments entered. Not long after
wards the joint ComMittee of the two Houses
was Announced at the door ; -and all eyes were
direited to that quarter. Every one beingAnic

all stretching every nerve to get a sigat of the

During the time that Gov. Johnston was pro
nouncing his address of welcome, the noise with -
~ u t was overpowering. Huzzas for many things,
--groans and hisses for others,—and many ex
pressions of execration against John C. Kunkel,
the new whig Senator from this county. Amidst
all might be heard the Speaker's mallet, rap,
rap,: rap, rap, rap, and directidn to the Sergeant
at-Arms again to close the door. The last elos•
ing was effected by a vigorous and united effort
on the part of the military, sided by the officers
of the House. This caused many deafening
yells, groans &c., and attempts from the outside
to break in the doors, which, however, proved
unsuccessful, owing to themilitary hating placed
their bayonets against it at almost every point
of direction. Kossuth spoke for about half an
hour, when the joint Convention was dissolved
by the retirement of the Senate; and the House
soon after adjourned: when many members of
both Houses, and other citizens present were in
troduced to him.
A few remarks may not bo inappropriately
made, respecting the occurrences of the day :
and the arrangements that were made for giving
to Kossuth an appropriate welcome. These oc
eurreoces, taken in connection with others that
I have witnessed on other ocoasions:and under cir
cumstances somewhat similar satisfy me that the
People always aim to do rightr and that the masses
cannot be driven from their rights, although
they may be induced to waive the assertion •of
them. The Committee of the two Houses did
wrong in recommending arrangements of a char
acter sderelusirrt.and the Houses did wrong in
canctioning them. had the space in the Hall
of the House been properly economised, all the
members of the Legislature might have been
jested together so as to preserve their identity
—a point that seemed to be especially desired—
the officers of the State might have been placed
in a similar position; the ladies might have
been amply accommodated within the bar;—and
a large number of the "sovereigns" might have
enjoyed their rights without molestation,—and
as great a degree of harmony might have been
produced as could be expected from a similarly
constituted assembly. No violence would have
been done to the rights of any portion of the
People ; and those who could sot get in would
have been better content to remain without.
Occurrences of the kind that transpired yes
terday are to be deeply regretted by every body.
On all public occasions, while the rights of 611
ghoul , ' be respected, none should he regarded as
occupying a position no high as to overshadow
till those in more humble stations. or of less
towering pretensions. it is unfortunate that
arrogance, impudence, and ignorance should be
held in such high estimation; because these are
not qualities to be admired, even though they
may gain temporary success ; and at the mo
ment when they are perceived by the quiet, pa
tient, enduring and yet controling masses, they
are sure to bo treated in a very summary and
uncivil manner. ldo not charge upon the com
mittee of our legislature, any desire ordisposi
tionto act in the manner that I thus condemn:
but they !should have examined more carefully
iota the probable results of their regulations.
!miler the circumstances that must Inevitably
have been expectedlo surround so large a num
ber of l'eople:—all wished to see Hound% and
hear him speak. if the weather, and other
circumstances, prevented him from speaking in
the open air, as Many as could get into the flail
or the House should have been permitted to go
there. lie came not to enlist the sympathies of
the few but of the many. His cause is that of
the People of the world ; and nothing
should have been done to prejudice that cause
-11 the minds of the masses. The "sovereigns"
telt that their rights were invaded ; and they
were therefore notvery respectful to those whom
they regarded as the aggressors.
WI told that Kossuth expressed much sur
prise at tho manner of entering the [WI through
the dense crowd in the itidundit.—the Com
mittee pushing one man here and another there,
in no very gentle manner, without a blow being
struck, or any violence offered to those who
were thus forcing their way through. The re
sult of the arrangements of the committee were
not foreseen by these gentlemen, or they would
have taken precautions which would have pre-.
vented all the disorder that occurred in the Ro
tunda. and which may even yet lead to outrage
nod perhaps crime. Inasmuch as they wished
to hove an rrelrerioe party in the Hall, they should
hove placed guards at the outer doors. ThLs
would have prevented the crowd from blocking
op all passage into the noltSe. and would have
prevented a great deal of what afterwards took
place These facts should he recollected in all
similar cases,—that the People may be kept back

Railroad Charter has passed the Tennessee Le
gislature in an unobjectionable sludie :

the obnoxious restrictions in the charter of this
road, passed the Rouse on Satan* and become
law. This is in every way just and proper.
The different road companies are now, as they
certainly should be, upon a footing of equality,
and the true interests of the public works and of
the country, may be consulted without trammel.
We cannot withhold the expression of our opin
ion, that the Louisville and Chattanooga roads
should connect iu Nashville or South Nashville,
and that while the main depot of the Louisville
road should he upon this -side of the river, a
smaller depot should be located in Edgefiold for
the reception of the freight of that side of the
river.
Cuazton.—The London Morning Chronicle, in
reply to the proposition of the absolute govern
ments of Europe, that England shall cease to be
an asylum for political Refugees, gives Louis
Napoleon, Sehwarzenberg, and the rest, who hold
power on the brittle tenure of popular hatred, a
hint that they may want such an asylum them
selces, some of these fine mornings, before break.

on which Lord Palmerston split, in refusing
