In a telegraphic dispatch, of the 13th, pub lished in the snmc numberof the paper, the cor respondent adds : ::JANUARY 20 I'C' TS.QHBT_- "The letter from the Chevalier Ilulsemann to the President, referred to in my regular com munication of last night, was transmitted yes terday, after the purpose to do so had been openly announced. It has not yet reached the Deportment of state; but it will be received there today. ' The President, and Mr. Webster had a private consultation on the subject this morning. It is not improbable that the Cheva lier's passports will be presented to him." It is about time that the daring impudence of those representatives of despotism should meet with a proper rebuke from our government .We hope that Mr. Webster will hurl his thun derbolts at the Chevalier, and let him know that his arrogance will not be submitted to by our people. If Old Hickory Jackson was President just now, we are inclined to think that he would give Mr. Hulsemann "his walking papers" without a moment's delay . Ohio Free Banks. TlTS'Svallt Or Grottaii slit Ilia 1711631.—The late Governor of - Georgia having had prepared and sent to Washington a block of marble for the National Monument, with the inscription: "The Constitution as it io—the Union as it was"—the present Legislature of the State believing it not to express the sentiments of the people, and deeming it au unbecoming tribute to the memory of the Father of his Country, have adopted a resolution authorizing the present Governor to withdraw said block and substitute another, of Georgia marble, and inscribed with the arms of the State. Thu Mississippi Baptist State Conven tion, which•convened at Aberdeen on the tith tilt , had a very interesting session. The subject of education, and the increasing demand for aid in the furtherance of its object, also excited much interest. It was finally resolved, with great unanimity and enthusiasm, to raise $lOO,- 000 for endowing a Mississippi college. A com mittee was appointed to examine the premises at Clinton, when. the college is at present, and re port upon a place of permanent location. - COUNTY/WEI? To this an amend ment was offered extendiug the courtesy to ladies, clergymen, nod the Judges of tho State. Con siderable discussion arose in relation to the pro posed amendments, n part of which was quite amusing, and in which Messrs. O'Neill, Fltuani gen, Wise, !flair, James and others participated when Gen. Lilly, of Carbon county, moved fur ther to amend by inserting, after the oth'er amendments, "all the world. and the rest of mankind." A general laugh followed this mo tion; which was adopted; and then the resolu tion was indefinitely postponed,—leaving the or der of arrangements as the cummi ttee bad adopt. ed them. This gave ail the space within the bar of the ilOuse to the Governor and Heads of Departments, Senators, Representatives, and such others as were by the rules of the House entitled to that privilege'; lets the entire space• outside of the bar to the ladies; and excluded ad others. Such an arrangement could only be regarded as unsatisfactory ; rind the sequel prov ed its extreme unpopularity,—even among the members theinstdves. At a quarter past two, in company with some friends—members of the House—l went to the Capitol, and was admitted with them as one of the privikged characters Ten 6r a dozen ladies were already in the lobbies and soon this part of the Hall was filled, while -the "lords" had taken possession of all that portion by some designated as the "gallery." Painter. At the appointed hour for the joint meeting, the Senate and its officers were announced. So great was the pressure of the crowd, however, that many Senators were unable to get into the Hall of the House ; and when those who could pass through got iu, there was a strong effort made by the outsiders to gain admission, which was-successfully resisted by the officers of the House. Still the Hall door was occasionally opened, and efforts were made to enter, when the Speaker gave an order to the Sergeant-at- Arms to close and fasten the dodr. The attempt to enforce this order induced a general outburst of opposition -from the outside ; and order upon order was given by the Speaker to 01080 the door. At length the Speaker of the Senate (Mr. Walk er, of Erie,) went forward, and appealed to the gentlemen on the outside to preserve order which there were various loud replies, hisses, groans, &c., from the outside. Mr. Walker re peated his exhortation to order ; telling the "sovereigns" that this was a legislative meeting to welcome the distinguished Governor Louis Htiossuth, who was soon to appear there : and he hoped the Governor and Senators and Represent atives-would he permitted to give him a welcome that would be creditable to this great Common , wealth. Here were many cries of '• Who fleeted them"" "We have as much right to h, there as you have." " Oren GI, doors '" ' Matters continued thus for more than au hour,—the Speaker very often rapping to pro 'duce order; and repeatedly directing the Ser geant-at-Arms to close the door. All efforts to do this were as yet unavedling. A proposition was made by a member that the Speaker ap point a suffiSient number of members to enable the officers of the House to enforce the orders of the Speaker; but this was warmly objected to. The representative from Erie afterwards wished the 11.01113 Q to adopt a resolution authoriz ing the Speaker to call upon the Sheriff of Dau phin county to attend at the House with a suf ficient force to carry out the arrangements of the day and preserve order at the capitol. The Speaker replied that he had already called on the Sheriff to summon his posse for the purpose -of preserving order; anti that the military had also been called upon to clear the rotunda. Thr "noise and confusion" still prevailed. At length a military company made its way into the Hall, and soon afterwards the Governor and Heads of Departments entered. Amidst all might be heard the Speaker's mallet, rap, rap,: rap, rap, rap, and directidn to the Sergeant at-Arms again to close the door. The last elos• ing was effected by a vigorous and united effort on the part of the military, sided by the officers of the House. This caused many deafening yells, groans &c., and attempts from the outside to break in the doors, which, however, proved unsuccessful, owing to themilitary hating placed their bayonets against it at almost every point of direction. Kossuth spoke for about half an hour, when the joint Convention was dissolved by the retirement of the Senate; and the House soon after adjourned: when many members of both Houses, and other citizens present were in troduced to him. A few remarks may not bo inappropriately made, respecting the occurrences of the day : and the arrangements that were made for giving to Kossuth an appropriate welcome. These oc eurreoces, taken in connection with others that I have witnessed on other ocoasions:and under cir cumstances somewhat similar satisfy me that the People always aim to do rightr and that the masses cannot be driven from their rights, although they may be induced to waive the assertion •of them. The Committee of the two Houses did wrong in recommending arrangements of a char acter sderelusirrt.and the Houses did wrong in canctioning them. had the space in the Hall of the House been properly economised, all the members of the Legislature might have been jested together so as to preserve their identity —a point that seemed to be especially desired— the officers of the State might have been placed in a similar position; the ladies might have been amply accommodated within the bar;—and a large number of the "sovereigns" might have enjoyed their rights without molestation,—and as great a degree of harmony might have been produced as could be expected from a similarly constituted assembly. No violence would have been done to the rights of any portion of the People ; and those who could sot get in would have been better content to remain without. Occurrences of the kind that transpired yes terday are to be deeply regretted by every body. We cannot withhold the expression of our opin ion, that the Louisville and Chattanooga roads should connect iu Nashville or South Nashville, and that while the main depot of the Louisville road should he upon this -side of the river, a smaller depot should be located in Edgefiold for the reception of the freight of that side of the river.
