The attention of our readers is requested to the following communication from Mayor Gym - - are, triumphantly refuting .the , slanderous ca lumniations of the anonymous correspondent of the Journal, to which it refers. From the Commerete/ Joutn*l : —An anonymous writer in the Journal of Saturday last., over the signature of a "Tax Payer,""charges me with a great many misdemeanors. The author is well known to me, and I venture to say, that nine persons out of ten would, from the character, of the man, pronounce his statement false: he is known to be a man, totally incapahle of doing anything open or honorable. who has clandestinely elan• dered and abused many of our oldest and best citizens, and whose oath, on cue occasion, re quired bolstering iu a Court of Justice; a per fect Ishmael, whose hand is against every man better than himelf. I regret that I am thus called on to answer an anonymous communication. But least some persons might construe silence into au acknowl edgment of the truth of the charges, 1 have concluded to make thefollowing statement of the business of the Mayor's Office, during my ad ministration of its duties. And I respectfully request any person who may be inclined to doubt my word, to ell' at the off= and examine the records. Your` correspondent, in order to give a Sem blance of truth to his communication; makes the following extract from the County Commission ers' books. which in consequence of an improp er way of stating the entry; on payment of monthly cost in " Summary Conviction Cases," would indicate that such fees belonged entirely to the Mayor. Such is not the fact; . 7-18 of the; amount belong to the Watchmen and Constables. In the Commissioner's office, the receipt hook, showing the expenditures of the public money for the Ist year, will exhibit the following items of money paid to John B. Now; Mr. Editor, allow me to make a state ment froth the docket and records of the Mayor's Office, to wit : The -whole number of summary convictions from January 17th, 1851, to January 10, J 13.52,. were 2,276. Summary convictions includes.dis orderly conduct, drunkenness, vagrancy and vio lation of city ordinances. The whole number of criminal cases during the same period were 853; under this head is included all cases returnable to the Court of Quarter Sessions, &c.; many of this class of cases, however, have been settled by , the parties without going to Court, and many, other cases included in the above number have never paid any costs. The whole number of cases of all descriptions brought before me, during the year, is 3,129; and the entire amount of the Mayor's fees, paid and unpaid, is *1,707 14. The Auditors of the City Accounts have examin: ed and audited my amounts, and it will be seen by their report, that I have collected and paid into the city treasury the following sums of Mo ney, collected by me : For fines and forfeitures $1,580 72 For dramatic licenses, &c . 860 00 .$1,949 72.. For rent of Tegetable stalls at the mar- ' ket house $1,967 00 . The City Councils appropriated $2,400.00 for the salaries of city constables, and of that sum I have only expended $1,876 00, leaving an un expended balance of $625 00. I have heard some of our most ataid members of the Legisla ture declare that they were disposed to go to the full extent of the dootrine"--evea to the employ ment of our army and navy if necessary, In de fending the struggling reputlicana of Hunga ry, Italy; Germany, &c., against Austria, Rus sia, and all others who would crush the spirit of progress in our world. I have formed a pretty general acquaintance with our Democratic members of the Legisla ture, and have also made the acquaintance of several of the Whigs. I find them to be as a body, remaitably)ntelligeut men. Indeed Ido not think that a finer looking Bet of men, could be any wbere found, than is arrayed on both sides of the Bones. I may have it in my pow er to give you somcitnteresting particulars here after. A curiods vote was given in the Senate to-day on the biJl which Oov. Johnston returned to the Senate. When the yeas and nays were called on its final passage, all the Senators from Phila delphia county and city voted in favor of the bill, as did every Democrat in that body except Mr. McFarland. What this can mean is beyond the comprehension of every one ; but I am told that he says he voted, knowingly. He is doom. ed to political death or I am much mistaken.— Every-Democrat knows that it was upon the principles of this bill we fought throughout the last campaign, and that it was on the principles embodied in it that we gained our victory. To be thus used in the outset by one in whom we had reposed confidence is a matter rather hard to bear; but there are many similar facts that have been developed during the last campaign; and we can only be expected to bear for a short time, such gross and outrageous treachery to the best int e rests of the Democratic party. The day of retribution, must come: and then we shall better know how to punish, the traitors.— The vote on this bill was 19 ayes, 14 noes —not enough to pa s it. The enemies of Mr. Buchanan seem to wax more and more warm as the certainty of his nomination becomes more apparent. This viru lence is more evident than even that of the Whigs: and we do not doubt that a number of these men--once among his most ardent admi rers—would rather vote for a Whig at any time than sustain the nominee of their party. I must not forget to mention that, among the number of visitors now here, I notice our friends Wm. S. Campbell, and John O'Neill of Cambria county. I cannothelprecognising these gentle men as among the most reliable Democrats of the State. Harper ¢ Pkillipi : The business of the Legislature to-day hqs been comparatively unimportant. The Senate was engaged in making nominations of the sub ordinate officers, which may be confirmed to morrow. I understand that the Philadelphia natter is now expected to vote regularly with the Whip. In the House a resolution Waal introduced by Mr. Hart of Philadelphia, authorizing the pur chase of 25 copies of some Digest of the laws of this State, for the use of the Committees, which was finally adopted after amendment by Mr. James, of Warren so that the Digest should be Dunlap'e the number one hundred copies for the use of the House : and the price $5,50 per copy. This Digest is regarded, (as it unquestionably is,) as by far the most comprehensive work that has ever been published; and both sides of the House united in paying this compliment to Its learned author This resolution gave rise to some discussion, in which the expenditure of this amount was characterised by some as ex, travagance This is, I think, a mistaken view : for a due kuowledge of the laws on our Statute books would many times save a much greater ex penditure of money, than would be required to purchase all the books necessary to enlighten the Legislature. A resolution was introduced requiring the House to choose two Assistant Sergeants at Arms, instead of the two who bad been nomi nated to the House by the Sergeant at Arms.— Thin resolution gave rise to some discussion, and several amendments were offered,—one that two additional officers be appointed by the House. .This received almost a unanimous negative; but the resolution was finally adopted, and the Dem ocratic members last night agreed upon two U. sietanta who will probably be chosen tomorrow. The manner iu which the Sergeant at Arms had proceeded in order to secure his election was the the subject of some very severe remarks - by sev eral gentlemen. A long report was presented from the Com mittee thateat during the recede, of which Mr. Penniman was chairman, relative to the Dela ware and Hudson Canal. This report was or dered to be printed, 8000 in English and 1000 in German. It will be remembered that the char ter of the company provides that the State may, at any time within thirty years after its passage, continue or resume the work on this canal, if it shall be deemed by the Legislature proper to do so. The committee were instructed to inquire into all the facts, and this report is the result of their labors. Kossuth is now ooufidently expected to arrive in this city on Wednesday next. His advent will occasion great rejoicing ; and will give nn im petus to the republican sentiment of the country that will prove most powerful. I will give you such an account of the proceedingsas will prove interesting to the readers of the •Post." He cannot, at this time, be very well satisfied with the matter and substance of the price of mistaken shrewdness of his. He says that our jails are closed up by the decision of the 11. S. 'Supreme Court, and goes rummaging about through the opinions of Judge Story and other eminent jurists to support this declaration. It Is fair to presume that his fears of plain terms :and a practical common sense excuse for his cause upon this bill, has given rise to this plan 'of entrenching himself behind a breast-work of theory, and learned disquisitions upon nice points spun out by others. I believe some whig senators have expressed the opinion that the veto gives evidence of great ivasearth and legal ability in his Excellency Others say that they do not exactly understand upon what ground he places the veto. These are honest, and those are wise and shrewd like the Governor himself. He called this subject " vexed and vexatious subject," and all can well understand that he may be very honest, so far. It has vexed him, no doubt. The Kossuth Resolution was returned to-clay With the approval of the Governor, accompanied with a letter from him to the Governor of Hun 'gory, both of which are to be dispatched to Wash ington, and presented to Kossuth by A. L. Rus sel, Secretary of State. This resolution tenders an invitation tattle great Hungarian to visit the capi tal, and the Governor's letter informs him of the fact, and goes into extensive glorifications Of this great man, and hie mighty mission. The Governor sent into the Senate to-day, cer tain resolutions of the Councils of Philadelphia, relative to the erection of a monument in that city, commemorating the early events of our early Revolutionary history, conue•ted . with that city, accompanied by a message In favor of the project, which was referred to a select commit tee.. Ilt,aiusnuaz, Jan. 9, 1852 Hy dear Post :—lmmediately after the reading the journal this morning, Mr. McFarland, of Westmoreland, asked and obtained leave to" change his vote upon the vetoel bill, sent into the Senate by the Governor, yesterday. The olerks called his name, and his vote was given and recorded in favor of the passage of the bill, so that the yeas now stand 20, and the nays 14. One more vote would have carried this now cele brated hill over the veto of the Governor. This places old WeatmOreland -nll right, and we are informed that 'Mr. 'McFarland Inadvertently vot ed yesterday, and that ho intended to vote for the bill. The Senate made nominations for officers to day, but the election was postponed until to- Morrow. The nominations are nearly the earns as I stated they would be, in a former letter.— The Whigs will elect all their men. Mr. Sanderson, of Bedford, to-day offered a resolution, providing for the appointment of a Committee, to consist of seven Senators, to dis trict the State into Congressional districts, but the Senate refused to appoint the Committee, Mr. Hamilton voting with the Whigs against it. It is thought by the Democrats, that no district ing bill will be passed this session. Mr. Muhlenberg has introduced a bill, supple mentary to the charter of the Sunbury and Erie and the Pittsburgh and Susquehanna Railroad Company, and it is now on second reading in the Senate. An effort was made this morning to proceed to the further consideration of this bill, tint failed. This bill provides that any municipal or other Corporation in the State, may subscribe for shares in the capital stock In the Sunbury and Brie Railroad Company. and borrow money tberefor, and provide for the payment of the principal and interest of money so borrowed. It also provides that the certificates or bonds, which may be Issued by any corporation, bearing an interest of six per cent. per annum, payable half yearly, may be received as cash by the Sunbury and Erie Railroad Company, in payment of any part or the whole amount of the shares subscrib ed by the corporations issuing said certificates or bonds. In the House, Mr. James, of Warren, eo-day offered a resolutiou relative to the doctrine of non-intervention, expressing sentiments deci dedly against intervention, but asserts the right of any nation to interfere to prevent intervention when it is once made against the rule. !dr. Blair, of Centre, introduced a bill to pro hibit the immigration of negroes and mulattoes into this Commonwealth. Several other bills and resolutions were introduced in the lower house. FRANKLIN. The Governorship of alMuth The New York Tribune has a capital article in reply to the infamous Webb of the Courier 4. En quirer, on the charge that Koesuth is a liar in pretending to be Governor of Hungary after having resigned that office to Gorgey, which may do fur some respcotable editors in this neighbor hood. The following paragraph hits the nail on the head, and disposes of the foolish objection : " Kossuth resigned his authority to Gorgey, on the direct and positive assurance from that man that the Russians wore ready to guarantee the independence of Hungary, provided Kossuth should, resign, and ho (Gorgey) be instructed with the supreme authority. And in the procla mation annouuoing the resignation, Kossuth Says: I make him (Gorgey) responsible before God, the nation and history, that he exercise this power according to his best strength, for the Javing of the national and political independence of ,our poor country and its future preservation." But no sooner was Gorgey invested with this power than he proceeded treacherously to use it fbr the destruction of the country and its inde pendence. Thus, the resignation having been obtained on false pretences and its condition having been violated, it is morally the same as if it had not been made." Disturraus on TUN Lute tri 1861.—The Buf falo Commercial Advertiser gives its annual statement of marine disasters on the lakes, to gether with the loss of life and property stun dent upon them, from which it appears that dur ing the year 1851, property to the value of $730,637 was lost, and 79 lives. Five steam ers, three propellers, and thirty-seven sail ves sels were totally lost. The disasters of the last four years have involved the loss of $2,078,146 worth of property, and 568 lives. For this disheartening state of things there-is but one remedy, and that is the construction of a canal at the Sant Ste Marie, eonneeting,the waters of Lake Superior with those lower in the chain, and of sufficient capacity to admit - the passage of the largest vessels engaged in the trade of the northern lakes. • The length of it would not be more than a mile, and the Cost of the work is estimated by competentauthoriges at less than half a million of dollars. • Argu ment is not needed to prove that such an expen diture would immediately produce results of the, highest importance to the locality,- and to •the country generally. It would obviate the neoesi ty of the present tedious arid' .costly transthip•- meets of the produce exported and received ; would give an impetus to the mining operations . , of that vast district to an extent th aw o th er waY attainable ; it would attract agricultural isettlerty now deterred by the inability to communicate' with eastern markets ; and would add immense ly to the trade of the shipping' of . the whole range of lakes. There are indeed few project: ed internal improvements more truly national in their character than this. The benefit!' accruing from it, so far from being monopolLed by MiCh igen. would be shared by Wisconsin and New York, and indirectly, though not less positively, by the Federal Government We concur with the Detroit Free Press that this work is asstrict- • ly national as the improvement of the harbor of N. York. "It is nut only. demanded at the hands "of the government strictly inald of commerce, •• but it is equally called for as an economical "measure, having in view the interests which •' the United States possess iu the mineral lands of the Superior country?' We trust that Congress will take up this mat ter on its own merits, and altogether apart from • the sectional considerations which too often weigh down great public improvements. The interests immediately concerned have a right'to look for prompt and decisive action, and it is to be hoped that they will not again be exposed to disappointment. The fact that the Canadian government le alive to the advantages thatwould follow the formation of a canal on their side of the territory, and that they have avowed the,de termination to undertake it at an early period if Congress does not act in the interim, forms a cogent reason for pressing on the project with, the least possible delay. • During the lateseasion of the Canadian Parliament, the subject Was' mooted twice by companies of individuals 01: 4 sought leave to prosecute the scheme on then?` own account, but in each instance the provincial government offered their opposition, on' the ground that the work is of national importance, and should be carried on for the national benefit. The Railroad. through Canada connecting the northern share of Lake Ontario with the Geor gian Bay, has since been commenced, and; -when completed, will afford unanswerable Teutons against further delay. The probability is, therefore, that unless, dur ing the present session, Congress sustainsthe ef forts of the Michigan delegation in regard to the canal, the benefits resulting from it will be ap propriated by the Canadian executive, to the manifest detriment of the northern and north western States . ~ Dirty Work." Many people turn up their noses at what they call " dirty work," as though all honest labor was not cleaner than many kid-glove ways of swindling one's ways through the world. Rath er than owe our living to the latter, we would infinitely prefer to shake carpets or sweep chim neys at fifty cents per day. A day or two since we learned an instructive bit of history touching a doer of " dirty work "—a hodman. No mat ter whore he was born—he was none the worse for being a Turkmen or an Irishman. He came to this city about ten years ago, young, healthy, and honest; he could get no employ but hod carrying, and he carryed so well as to earn at once his dollar a day. He procured good board and lodging, spent none of his earnings in sa loons or low places, attended church on the Bab-. bath, educated himself in the evenings, laid up money, and at the end of five years bought alot in the city and built a pretty cottage. In one year more he found 'a good wife, and used the cottage, before rented out for these six yeara he bad steadily carried the hod. He was a noted worker, an acknowledged scholar, and a noble pattern of a man. On the opening, of the eighth year his talents and integrity were called to a more profitable account : he embarked as a part ner in a business already well established.
