The under Secretary, .Lord Stanley, has also tendered his resignation. Among the rumored causes of Lord Palmerston's resignation, is the Cabinet difficulties on abstract questions of the French revolution. The mys tery, however, is not likely to be revealed before the meeting of Parliament. IRELAND. The return of many of the Irish Emigrants to their native country, is attracting considerable attention in Ireland. It appears that their an ticipations in regard to Ameica have uot, in many instances, been realized. The Irish, con sequently, are congratulating themselves upon the event, and regard it as a ground of hope for the future. .The London Times says it is understood that the Bariltof England has resolved to reduce the tta.of interest on Government securities until the Ifith 'of.January, from 21 to 2 per cent. Louis Napoleon was every where triumphant, and it is probable that his majority will exceed that of 1848. The polls in the 68 departments, though incomplete, give 6,040,000 "yes," against 600,000 " no." A telegraphic despatch from Paris of the 26th, gives the vote of 81 departments, in which 6,- 110,000 are recorded " yes," and 700,000 no." Many of the imprisoned Deputies have been set at liberty. Many speculations were indulged in, in• tion to the neWliess law shortly to be promul gated. It was generally supposed that each journal would have to deposit a certain sum with the government as security for good behavior. The offences of the press are to be, first, attacks on the government; second, inciting hatred among citizens; attacks upon religion, family or property ; such offences to be punished by fine and imprisonment. The correspondent of the London Globe, in writing from Paris, on Friday morning, says that among the rumors from that city, is one to the effect that some ministerial change will fol low, and accompany, the assumption of the gov ernment, when pronounced legal by the vote of the people. FROM WASHINGTON WASHINGTON, January 8. It is now authentically understood that Gov ernor Kossuth leaves Washington on Monday next for Anapolis, whence he will go to Harris burg on Tuesday, and from thence, on Thursday following, to Pittsburgh, where he will spend the remainder of the week. He will probably not arrive at Cincinnati until the Wednesday following, and his movements from that point will depend much upon circumstances. Fie is, however, exceedingly anxious to visit Indiana and Illinois. and if possible, to go to Orleans. Some ten or twelve of the western members of the Virginia Legislature, called on Governor Kossuth this morning, and expressed their con gratulations and sympathies. A delegation from Virginia also called upon him, and through their chairman. Mr. Hebbard, presented a series of resolutions, accompanied with a feeling and en couraging address, and invited him to visit that state. Governor Kossuth replied briefly, thank ing them for their kindness and sympathy, and intimated that ho would accept their invitation should he remain in the country long. He was now under engagements to go west, as he very much indeed desired to do, and would advise them of his purpose, hereafter, in writing. An interview between Mr. Clay and Kossuth is appointed for to morrow, at the request of the latter. The Vermont Congressional delegation was presented to Kossuth to-day, and excellent speeches were made on both sides.
