It dissolves out the mineral part of the soil, and carries it by the roots of plants, so that they may take a bit here and a bit there, as they choose, and thus they are fed ; but if the land be not drained, the water soon flue it, and then no more rain will sink in and the water becoine stagnant in the land—there is no current through it—the .dishes in this larder are lying still on their shelves, and as soon as the poor plant has eaten up all the food around it,) even supposing it to be food and not poison,) for it cannot go about after its food like an animal, it is like an animal chained by' he leg, it is stationary, and 'must die if food is not brought to it. . Much disaster is apprehended from the ravages of the potato rot in Ireland. The overland mail from India reached London on the 18th, with advices from Calcutta to the 7th of August. France and England are decided in their de 4naination to prevent a rupture between the United States and Spain, and in preserving to the latter her valuable colony. The advices from Madrid to the 10th nearly confirm the previous advices as to the pending negociations with England and France on Cuban affairs. The London Morning Chronicle of the 19th confirms the report, and says he and his companions are safe aboard of the steamer Mississippi, and that she had left Dardanelles on the 17th, for America. The same paper furnishes this item of news : " Letters from Hamburg state that some ani lety was felt in that city, in consequence of the prevailing rumor that the Net at Frankfort, pro posed suppressing the three cities or Hamburg, Babe° and Bremen, by annexing them to the oth er German States Hamburg to fall to Prussia, in all probability. The report is disregarded, as such a step would be a patent infringement of existing treaties. The Paris Petrie also states, that Kossuth had been released, and bad reached the Dardanelles. The National assures the public thatno thanks are due to French diplomacy, which had lately taken an unfriendly turn. In Holland the Chambers were closed on the 18th. The Ministers of the Interior delivering speeches on the occasion. GERMANY. The Independence (Brusselis) paper says its Hamburg correspondent mentions a very grays, rumor, current in that city, which causes great disquietude—that the German Diet intend to suppress the independence of three free towns, Hamburg, Bremen and Lubeck, and to incorpo rate them in the other German States—Hamburg to fall to Prussia. The Independence, however, mentions the rumor with reserve. SWITZERLAND. A meeting had been held at Chaux de Fowles -to discuss the question, whether it was nat desi rable to form a grand league of the :people against Sovereigns. Speeches were made in French. About 10,000 persons were present, and 1000 attended the banquet. A Florence paper, the Conatitutionelle, of the 12th, states that Mr. Ample, the English Minis, ter at Naples, had been summoned to London by the Foreign office on matters of importance. AUSTRIA The mercantile advioes from Vienna, to the 16th, give unfavorable indications regarding the loan, and those who had sent their applications were already calculating upon a discount. The subscriptions of the Bank, thus far, amount to £870,000. From Trieste, the accounts were net favorable. The Vienna advises received at Paris, state that the United Rouses of Messrs. Rothschild sub scribed £80,000,000 florins to the new Austrian Loan, and that twenty other houses had taken 10,000,000, and two Dutch houses a similar amount. FROM WASHINGTON The Republic of to-day has a strong article in condemnation of the alliance between England and France for the protection of Spain and Cuba. The Republic regards the intermeddling as calculated to do great harm, and says that President,Fillmore and his Cabinet 'are preparell and able to maintain the internal relations of the country on proper footing, and without the interference of any foreign power.
