A Confidence Man.— On Friday evening last, a m.n representing himself to be a drover, stopped at the “ Farmer's Exchange," on Liberty street, and asked the landlord for the loan of his horse and $2O to go over to Allegheny City. The landlord lent him the horse, only, which was re turned in dne time. He then asked the landlord if he could not have the S2O for him against i o’clock on Saturday morning. At the time men tioned the $2O was forked over; but shortly after the drover had gone, the landlord began to think that he hod been too hasty in furnishing a stranger with funds, and started in pursuit, and found him coiily seated in the cars, which were about starting. He tapped him gentiy on the shoulder, and informed him that he did not give him that money to leave with, and made him shell out the $2O, and a V for his trouble. pgi» There is at present quite-a spirited con troversy between the Dispatch, Journal and Al legheny Enterprise, relative to the disoiphne of the Penitentiary. The first paper alleging that the lash is used on the convicts, without a rec ord being kept of the cause, and the number of stripes inflicted, and in oase of death, prisoners are buried without a Coroner's inquest. In the morning it commenced raining, and op to this time we have had a continuous rain, which leaves no longer a doubt of high waters. We under stand that the rain is general ail over the country ; and wc were informed on Saturday that the head waters of the Allegheny bad awollen that river three feet up to 2 o’clock of that day—it having commenced raining there on Friday. We notice a changed in the countenance of all classes of oar community, in anticipation of “a good time coming and we may now, in the course of a few days, look for a busy time among our merchants. A fire broke oat this morning about 2 p’elock, on Rivet street, in the rear of Rawson & Co*s warehouse, which consumed from 10 to 15 frame tenements, occupied as groceries and boarding houses. The loss is from so*ooo to $16,000. , There was a Btrong wind blowing at the time, and if it had not been for the rain which was falling, the extent of the fire would have been muoh greater and the loss very heavy.
