The West Point Military Academy bill was taken up, but was not disposed of when tho Houso ad* journed. • WHEELING BRIDGE CASE. CHANCELLOR WALWORTH’S REPORT TO THE SUPREME COURT. V I have arrived at the conclusion, and do accord* ingly decide and report thus: - That the Wheeling Suspension Bridge is an obstruction of the free nav igation of the Ohio by vessels propelled by steam; which’ are now engaged iu the commerce and navi* gallon of that river, and by such vessels as will no* doubtcdly be engaged in such navigation and com merce hereafter. And I further decide and That the change or alteration which can or should be made; in the construction and crisliDg condition 01-tbo Bridge, to remove the obairuction which now exists ter the free navigation of the river by steamboats, la to raise the suspension cable and the flooring of the Bridge in such a manner as to give a level headway of at least 300 feet inside, over a convenient part of the chan nel—not less than 128 feet above the level of zero on the Wheeling water goage. This elevation is 28 feet above the highest point of the present Bridge, and 60 feet above the elevation of the Bridge at the western abutment. It will give over 80 feet bead* way on the usual high floods of the Ohio, and its cs timated cost is £208,600. NEW JERSEY LEGISLATURE, There were nine unsuccessful ballots for U. S.
