able people. Perhaps the present condition of afa
fairs may be attributable, in some degree, to the

more than doubled in the last ten, years, there has
been no' orresperiding increase in the police force.
The day police, particularly, ie inadequate • In fact,
there are now only three Constables, besides the
High Conitable, allowed to the Mayor ; wbereasi
more than thirty years ago, the Mayor was author
ized by law to appoint a High Constable and four
other Constable,,which at that time and for many
years alter, ,

The limits of oar city. have greatly extended, and
our population, within the nine Wards, reaches
flearly'4s,ooo. The character andproperty of our
city;as well as the peace and happiness of our eitis
zees, require that some energetic measures should be
taken, immediately, to.arrest present grievances.—
With aview to that desirable object, I would re
spectfully recommend an increase of the number of
constables, now allowed the Mayor, at his discretion,
to nine, besides the High Constable, and an increase
of Nine Watchmen, in the sth, 6th,lth, Bth and 9th
Wards.

Mr. Harper offered a • resolution to extend the
Gas lights to Wylie street, which was amended by
making it the acts of Cotincil to inquire into the pro

procured the means for. this charity either by the
