With aview to that desirable object, I would re
spectfully recommend an increase of the number of
constables, now allowed the Mayor, at his discretion,
to nine, besides the High Constable, and an increase
of Nine Watchmen, in the sth, 6th,lth, Bth and 9th
Wards.
