Mr. day, Whis eclebratod Lexington speech, as serted as a fact, that there existed no just ground for . part with Mexico; that the war was utt coflititulional and unjust; that, even if there bad heetr any valid grounds, upon which to war against that country, those grounds had been removed by us; «uid that, to justify any further continuance of the was the fight, and the duty of Congress, to deblarethe ends to be accomplished by it. In thus asserting the right and the duty of Congress, Mr. C'.ayshas.imposed upon his followers the task ofpre •enting to their country, the true reasons why they are,pad have been, opposing the war; and of sub mitting plans of operation, for its future continuance mid assigning the limit to which it shall extend. This, he has assorted, istlicir duty. They constitute A majority of the popular branch of out general leg islature; and therefore have the power to assert their views, in the most authoritative form ; and to con- to a very great extent, the action of the other branches of the government. • ‘The positions assumed by their great leader have been, admitted to be true by the mass of his most active political adherents; and that which he decla f red to.be their duty, is therefore unquestionable.— Notwithstanding this is the fact, in both Houses of Congress,in the columns of all their leading papers, and by almost every active “ Whig” with whom we meet,—the question is asked What is the design of \ the'President in continuing this Warp It is upon ■ the basis of the circumstances as»mncd to be con nected with this question, that the federal p.irtv res .their opposition to a continuance of the war; and to thedischargc of their dut) to the Government and . the People. The shallowness of this ground of op , position, has been very clearly exposed, in a recent speech of Senator Ajxrrr, of Ohio, in reply to Mr. . Manoum. He says The honorable Senator from North Carolina wants the information called for by this resolution; " . and other information, for a certain purpose. Now, whatiis this purpose? Why it is to know what are • the political designs of the Executive in regard to ' tbewar—that is to say, what are his desires as to the« . result of the war? Nu»v, the President of the United States is only one branch of the government of the ■ United States. Congress is another. A leading states man qf this country, whose voice possibly, is as poten tial within as it is without these walls, has laid it down,as a right belonging to the two Houses of Con gress’* not that they should call upon the President to Know what.he means, fait that they should express what . " they mean should be the end and objects qf the war. Therefore, honorable Senator from NorthCaro lraabasany extreme solicitude upon this subject, it isoffar more importance forhim to know whatCon gresi means, than to know what the President means; -because the President cannot act without the con vent oif Congress. Now, if the Senator desires to ."knbwjwhat Congress means to do, what object they desire to accomplish, the inode in which he can as certain it is simply to offer a resolution declaring what Congress means shall be the object aimed at in the prosecution of this wax. It is of no conse quence f sir s upon this great question, to quibble a -.bout what the President may secretly design. Mr. Clay and the War. .. « The policy that looks to pcece as the end of •; warpand to. war, as the means of peace.” •Such was the Sentiment of Mr. Clay, on the 25th of January, 1814, when our country was engaged in . a waT;with Englanf—denounced,by the Federalist* of that day, as an unholy war; in relation to which, all the presses of their party, and every pul r pit which could be controlled by them, united in - aid and comfort” to the enemy; and in de pouncing the administration of James Madison and its eupporlera. In order to inform out- readers, of 'the vast anco of tbis branch of our national imiastry;—whicnv haa sprung ;ijp in a fewyear*, and..-attained to it* present importance without any of the fostering aid; (or protection) of the General government:—we sub join the following comparative statement, from the Detroit Free Press. When we see that the native industry and enterprise of our citizens, alone, ena bles them to succeed to so wonderful an extent, it may well be questioned whether, (even admitting that our government has the constitutional power to bestow especial protection,upon any individual inter ests, which we deny) good policy would not forbid any'interference, by our government, with tho busi ness concerns of individuals. The aggregate of the mackerel fisheries of Mas sachusscts and those of our lake in white fish and trout, may be seen by the following. With this new field and ordinary luck, it is safe to estimate the packing by another year at 100,000 barrels. Were the same bounty extended to the tonnage of the ctafl engaged in the as is now the case on salt water, it needs but a limited prophecy to see the extension of the fisheries to an amount and value equal to the cod and mackerel united, in a-few years. Distress among Operatives. —The Eastern pa pers are filled with .accounts of the distresses exis ting in the manufacturing distr ct«,on account of the low prices of wages, and the general stagnation of business. The manufacturers are compelled to I irnit their operations in cnnxequence'of the hcavv impor tations from abroad. Tho blessings of the Tariff of ’46 is intolerable! We clip the above from the PhiladclphiaNewi, an ably edited, but very bitter little federal paper. It affords a fair specimen of tl.e manner in which the federal Editors are endeavoring to get up a panic for the benefit of their candidate for the Presidency, ‘whoever he may be. It will be seeo that the names of the “Eastern papers*’ are not given, nor the “man ufacturing districts” stated. If the “distress” spoken of existed, our word for it the federal Editors would not delay for a moment in giving the full particulars. The truth is, the country never enjoyed a higher de gree of prosperity than during the past few years, —every branch of industry has flourished, and is sull flourishing, and every attempt ot the federal party to create a panic, will only have the effect of making the political downfall the more certain. LOCAL MATTERS Look Out, —Wc warn the keeper* of boarding houses to beware of the six young ’uns who adver tise in another column fora boarding. YVe arc un fortunately acquainted with a few of the number, andean say, that a more accomplished squad op scamps—in this line—docs not exist in our citv.— But this is not the greatest fault. We understand that the house in which they lodge, has failed entire ly on account of their voracity. Though they are patrons of ours, we caunot resist the duly of giving this warning to the public. PS" Mr. Savory, of the Fifth Ward, asks the pru rilege of erecting a frame shop, for the purpose of manufacturing nail kegs by miohinory. A brick building will not suit him. We think, if the people in the neighborhood do not object, that counsels should grant his petition. The Sword.—We called at WiUnu’a, yesterday , and took a peep at the sword, which is to bo pre sented to Thomas Thornburgh. by bis neighbors on the 22ud, at the house or Mr. Drake, Chartier’s Creek. It is a magnificent affair, and speaks well for the liberality of the Robinson township people ; and will be such a token as a soldier would be proud to receive. Mesmerism.—Mr. Spencer designs giving a few Lectures, in Allegheny city,(next week, to commence on Monday evening, providing a suitable room can be obtained. From the succc-sa and general satis faction his Experiments have giveo to us here, wc doubt not the Alleghcnians will give him a liberal patronage. US" Mr. Spencer's Class met last evening. This evening he gives a public lecture accom panied by tho customary experiment. This will bt ■his last in this city.
