This bill provides for the construction of a rail. road.from the borough of Runtingdon to S toners yille,Mßedford county, and for making branch railroads tet.cotil mines, But the bill further pro. .vides,,for investing the company with corporate ,privileges I'mr purposes which are throughout the commonwealth carried on profitably by individual means and enterprise. They are authorized, with e splendid stock of five hundred thousand dollars, which May be increased to seven hundred and tlfr thousand dollars, to purchase and hold five thou sand acres, of land in Huntingdon and Bedford Counties, and with power further to improve the same, and-to engage in the business of mining and selling coal, and of transportation, not only on the railroad, but also on the Pennsylvania canal; and for this-purpose to construct cars, boats, engines and machinery. • . Thus a privileged association is to be created. riot only to construct a rail - road, but with full power and authority to engage in the business of transportation, of mining and selling coal,, and of farming five thousand acres of land, with a require. went of the stockholders to pay the amount of stock they may subscribe, but with an absolute ex emption to pay the debts of the company out of their individual estates. When it is remembered that an our internal and external trade is conducted by the skill and energy of the people, under the guards of individual re sponfibility—that millions upon millions of bi tuminous, and millions of tons of anthracite coal, are annually mined .by the citizens of the State, without the shield of special privileges, and that every cultivated acre or this broad Commonwealth is farmed by freemen:who ask for no protection but that of Heaven. and for no privileges but those I which the charter of our rights secures to all , it is! hard to here% e that there is either policy or justice; in granting corporate privileges to a minirig. trans.' porting and farming association, in Huntingdon and Bedford counties. I have frequently expressed to the General As sembly my convictions of the great trtnh, that the grant of exclusive privileges to some, is re pugnant to our whole system, the intent of which is to Make firm.the equal rights of all. For my priticiples in regard to this vital subject, I respect fully refer to the several messages which I have had the honor, at the present, and at previous ses sions, to transmit to this Legislature up in return ing bills without my signature, for granting cor porate privileges to associations for purposes with in the compass of individual ability. - The-inherent rights of man ate placed by the Constitution beyond the reach of Legislative pow er. How can - that which belongs equally to all, be increased in some without usurpation Hence all attempts, under a free system, to create dis tinctions amongst men, are- repugnant, contradic tory and unconstitutional. Having reference to a gallant young gentleman born and bred among us, of whose patriotic services we have heretofore taken note, we are sure it will be acceptable to .manyof our readers. Lieutenant William Ankrim was one of the first who volunteered on the break ing out of the war, and he has seen some of the, seirest service experienced by our troops in Mex ico. Though from his education and character, he might well have claimed a commission. he entered the ranks as a private, and his office of Lieutenant is owing solely to the respect and corifi,lence in spired b y his honorable conduct and chi% al lc bear. ing. He will without doubt soon succeed in re cruiting his compliment of choice spirits, tit to fight by the side of the Texan Rangers wilh,whom he took his first lessons in the military arr. and it there are hard knocks yet to be given and received beyond the Rio Grande, it will not be his fault if he have not a hand in them. We take the more satisfaction in the honorable distinction acquired by our former neighbor from the fact, that he is the son of Dr. Josiah Ankrim, known to many of our readers personally, and to all by reputation. The Dr. rernotert arum this county to Pittsburgh some few years ago, and we have heard but little of him since. .I'o great length of time past, since he practised his profess:ion ex-; tensively in the neighborhood of Jennerville. arid was regarded as a skilful and accomplished physi• cian. In our political contests he was al a eys ac five and ardent, and was for many years one or the pillars of democracy in this county. The; prominent part which he took in the W o lf an d Bernard controversy, necessarily narrowed his in fluence; but he was alwa?,'s respected for his high I intelligence, independence of mind and character,: and . hisys;ealousdevotion to his political principles. He is no carpet knight —none of your holiday soldiers—but having smelt gunpowder under the 'old man,' at Monterey a mong those dare devils, the Texan Hangers, and having bad a hand in the affairs of \'era Cruz and Cerro Gordo, he has become a tried soldier, young in years yet in military service quite a veteran.— Lieutenant Ankrim has come home on a military duty. His objeCt is to enlist a few brave dashing fellows like himself, to fill up the ranks of the Greys, somewhat thinned by wounds, sickness and death. We do not know of any better opportuni ty for. seeing service than our young men would have in the Greys Captain Herron is one of the finest officers in the army, and his First Lieutenant Ankrim, is here and can speak for himself. Al though, to save him from praising himself, we will say that we do not know of a first Lieutenant un der whom we should rather serve—were we a light ing man.
