The Washington correspondent of the BOs ton Journal says : • Secretary Boutwell has perfected his ar rangenaents for a complete reconstniction of thebond, bank note, and currency printing of the Treasury Department. Heretofore the pa per has been prepared, the _printing has been departnd the seal has been affixed all in one pment of the Treasury, afford ing facilities for defrauding the government by a collusion of employes,'. Now there is a wide division of labor,- affording an opportunity for cheeks by the Department on everything that., _is _ done. • Theipaper is to be made at a mill near Philo, delphia, under the supervision of an officer of the Treasury, and will bear the Government water mark, to counterfeit which will be felony. The paper will also contain yellow gloss silk, vrluch, when photographed, will appear black.
