But it is a good sign when a national swindling scheme is only sustained by such a-papiertzlite press generally, the people, and their represents-, tives in Congress, are opposed to it. Mr. Johnson says, in Us message, "Our Nationai credit should be saaredly ob.. versed." He then immediately proposes to ruin it by depriving the Government credi tors of their promised interest, and retaining that interest for over sixteen years, by which ingenious plan, he sakirth - 6 - ihi v Ole debt might be paid. Of course this assertion is a false_ loud, for only a part of the debt would be paid; for the interest is as much a part of a debt as the principal. It is amazing that any one in Mr. Johnson's position should be issorent enough, or insolent enough, or tricked enough, to propose such a plan; and • especially so after solemnly announcing that "our National credit should be sacredly ob served." It a proposition like this of Mr. Johnson's had been made by a newly elected President, or one.who retained in any degree the respect sad confidence of even a moderately sized party, it would b 6 very damaging to the United states as a ration. But coining from a man without a party, without friends, and soon to be without position, it makes no i n 'session except one of increased disgust for its author. The ages of these boys range from seventeen to nineteen years, and they appear to form one of those gangs of young outlaws who infest various parts of the city, often en dangering the lives, disturbing the peace and k depredating upon the property of our chl orins. One of the gang was captured by Mc- Ileve'scompanions, and smothers have since been arrested. The party sprit which his been 'so fiercely _exhibited of late, has culminated in An Appeal to arms, in Cadiz, and there has been a col lision between the monarchists, representing the Provisional Government, and the insur gents, representing the great republican party of the country. Whether this is to be the beginning of a ruinous war or not, it is im possible to tell. It is difficult to check the torrent of blood when it begins to flow in such a manner. The blows struck against their brethren will be likely to excite the re publicans to frenzy, and impel them to seek revenge, and the forcible assertion of their theories of government. But even this sin gle outbreak realizes the worst apprehensions of the friends of Spain. Against Lae Bourbna, all parties were united in the strongest fel lowship; and to accomplish her destruction, they forgot their partisanship and struck a united blow at the common enemy. In the first ecstasy of freedom that followed Isa bella's flight from Spain, there was perfect accord, and all the world praised the Span iards for their self-sacriticing patriotism. It was de mended by every consideration of safety and prudence, that the Spaniards should have been called upon,immediately after the down fall of the monarchy, to erect a new edifice and a permanent one upon the ruins. Pro crastination was madness ; the opportunity which was then presented was the high tide that led on to freedom. N glect to embrace it may have been suicidal ; it may never come again. The friends of freedom all over the world will contemplate the spectacle of civil war in Spain with dismay and deep regret. If it should come, it will strengthen the hands of the tyrants, and be a fresh apology, an un answerable excuse for despotism. Tne cause of Republicanism will receive its death blow at the hands of its friends, and the patriots of Europe, instead of being able to point to the spectacle of a people raised suddenly from absolutism to freedom, governing themselves in peace and security, and furnishing hope and inspiration to all the oppressed pe vies of the earth, will be tongue tied and confounded in the presence of the most disastrous failure of popular government of the present century.
