S. Attorney for the Eastern District of Pennsylvania, with the suggestion that the public interests require that the office should be filled by an appointment if it is open to the exercise of the Executive power of appointment during the recess, of, the Senate. Charles Gilpin, Esq., was appointed to the office, March 15, 1864, and his term of office expired by statutory limitation on March 15, 1868, during the session of the Senate. On the 20th of April last, the nomination of John P. O'Neill, Esq., to this office was sent to the Senate, but that body adjourned on the 27th of Jply last, without taking any action upon the nomination. The first section of the tenure of office act, if unoualified by any provision to the contrary, would have had the effect of indefi nitely prolonging the - tenure - of a 11... offices em braced witbin its first clause until the appoint ment to the succession therein, by and with the advice and consent of the Senate. But thbs con sequence.is precluded by the fourth section of the act, which is applied distinctly and exclusive ly to this result, and which reads as follows: "And be t it further enacted, That nothing in this act contained shall be construed to extend the ternx of any office the duration of which is limited.-by : law." 'Mr. tlasson—who, by the wak, made ..;the. ac quaintance of the poem years ago when he wae studying for histionraphyoftbe poctoilso. abides by the 'opinion' hi first expressed„ and will - not - belleve•it the hand- writing, he and , the best experts of the British MUECUM deny its genuineness, while some of the Museum authorities, Mr. Raitt'Pr'iswell and Mr. Ilepworth Dixon, who has his say about everything that anybody is'saying any thine about, arc sure that Milton's own hand wrote the lines. Mr. Morley does not deny that Mr. Bond's and Mr. Rye's dictum on this point has shaken him in his former belief. 'As for the signa ture it appears that it may be J. M:. or P. 3i_,--and correspondent of the Pall Mail Ga. zctte—for the fate of whose suggestion we shall watch with interest—auggests that it may be A. M. A horizontal flourish at the tip of the A was perfectly common at that time. A. M. would be Andrew Marva, at that time twenty-seven years old,subsegulintly a secretary of Milton's, and presumably an early earnest admirer of his master. Much of Marvell's own poetry. it may be added,shows that he might have been an enthusiastic ad mirer of. Aton's earlier poetry. Ilithimedf" was of like mind; many of his owe poems— all the goad ones with one or two exceptions —have, not less than Milton's ilia ones, a beautiful natural-seeming melody and sweet ness entirely in agreement with the tender ness of the sentiments, tind,utore than Milton, Marvel had an inclination •towards semi-phi losophical reverie— " Reducing everything that's made To a green thought in a green shade" —an Inclination which would be stronger at twenty-seven, an age which dreams, than afterwards, and one which' consorts well enough with the spirit of this epitaph in dis pute. But we suppose the experts in hand writing will settle the question easily_ ettough If they divicTe on it and the world at large is remitted to the internal evidence, we feel pretty sure that there will bo,proportionately, more editions of Marvell published with the poem in them than of Milton. Thin remark alone embodies a strong argument in favor of the enthusiastic disciple's claim to.the author ship. "Milton was at all events' not so im poverished in thoughts as to quote himself. But young Mr. Marvell might 'have uncoil-, sciously assisted himself without dishonor." Amid all the talk the "general pub lic is learning a great deal about an author known better by name than by the reading of Min. It is made plain that he was in - practice as In theory rather disposed to scorn the "barbarous jipgie" of rhyme; that' rhythm was what he cared for; that the word "its" is of rare occurrence in his works; and that his habit _is to use "his"-or-Alier, 2 - 7 -and much more of the same sort. In the epitaph, by the way, "its" occurs four times, while in all the acknowledged' works it occurs tint twice. At least it is so asserted; the corres pondents are not all wise, or trustworthy; Lord Winchilsea's letter, for instance, - was most foolish, (Cud Professor Masson's concern ing his lordship's , courage and gallantry was , also very, absurd, and gave the reader un pleasant sensations. The poem, meantime, is itself really not worth- all the stir that has been made about it. ,Neither Milton nor . Marvell need have been too much ashamed of' it, and even the lesser of the two would cer tainly have had no reason to be proud of it. There is good - music in it, and good detached expressions, but little or noteing more that is good: and much of it is far-fetched brought.. The Atexican Empire. They found. that the secret intention was the establishment of an empire in the interest of Prance,'the con ciliation of Austria for military reverses in Italy, and the curbing.of the Anglo-Saxon by the Latin race. . England expected to de stroy a democracy, and has gathered her reward by becoming: more democratic her self. The Pope gave his countenance-to the plot, having received a promise of the elevation of the Mexican. Church to her pristine splendor, and the restoration of her rnortmain estates; but the Archbishop La Bastida, who was one of the threerregenterrepresentitg - her'great in= fluence, was insulted and removed from his political • office by the French. In impotent retaliation he discharged at his assailants the rusty ecclesiastical blunderbuss of past dive —he excdmmunicated the Frenoh army.
