UTIT BULLETIN. THE Srarlas.--The mild weather of yesterday und to-day has had the effect of melting much of tee sDOW and ice which have blocked up the streets for weeks past, but on most of the streets occupied by passenger railways where the snow waS thrown in immense piles upon each side of the track, in violation of the ordinances of the city, it has become exceedingly hard and requires much hard work with picks to loosen it.. In the compact form in which this ice now lies upon the streets, several weeks must elapse before it will be entirely re moval by the sun's rays. In some places to-day men are employed with picks and shovels, and after getting the ice loose, are spreading it about the streets, not sparing the railroad tracks. At the laws of the city make it the duty of the passenger railway companies "to clear the streets or other public highways that they may occupy, of snow or any obstructions placed therein by such' companies," there is no reason why citizens should be put to the expense of having the snow and ice carted away. It is not just that the great inconvenience which they have suffered under for so long should be continued, and the only practical mode of getting over the difficulty is to throw the ice upon the railway tracks, and thus compel the companies to share in thArouble And expense.
