influential gentlemen are at the head of the
movement, and will make application to the

It is also intimated that the ferry at that point

There is one improvement the Company should

tion bill• which, on- March 19, 1867, had been peat
tinned
till the second Titeadey in December.
Mr. CJIANLEP., of New. Nork, addressed the House
against the measure. declaring that it was time that
the black rag of pongee...sliest should he lowered, and
the Union slack raised In Itestettel. , He replied to and
denounced the argument made by Mr. Stevens, of
Pennsylvania, in March last ice advocacy of the bill.
and septetted his own position by references En eveeta

of gtmeral conteseation. I>tt eotecluslon, its sa feete at

ment. , • 4 • • •
Mr..Etentione. of ,Wipeonsin, followed on the Same
aide. . Ile commenced by declaring that it was time
the Union was restored, and that the people were en
'toying the - India of their victory, . Why, he asked,
had not the Unioh .beeit restored. The faithful and
jrnjtartial historian, in answering that question, wonid
Trefer a most fearful indictment against the party
- which had control, of the 'government. It -would
show exec .. .Ord of ernel despotlem . of wielied usurpa
tion; of *Jointed law' of broke n- faith. 'of unfulfilled
yrontl , es, of rights disregarded, of constitutions over
thrown, and of , ivil liberty trodden under foot, and
all in the intereste of i mete petty.
• Referring to the declaration of Mr. Stevens, that
the lives and property- ef the people of the South
were. at the disposal of the victorious government. he
denounce:l It as most atrocious. In the:name of
thel 'Mott Its rherialied memories and. sacred hopes,
be denied it: lu the.mame of the Constitution vet
]hang and in force, however much ignored and tlisie.
gaited, be denied It: in the name of the common laws
of battens he dented it. There were no laws, human
er divine, by which It could be defended. Itobtiery
was the main-spring and inspiring motive of the bill:
it would have to go back for its precededts to the
clays of savage cruelty. There never had been a prop.
()Freon so terrible or so atrocieus. 'lt was in direct
violation of the Conetitution, being a bill of attaineer.
and an ',r post facto law.
There was no war now, no insurrection, no rebellion.
By what right were the laws of war enforced! it, what
right did .tin,e'essi dispose of life andeliberty In the
Settee By what rightvras the sword of power up
bell! There was no longer any belligerency, and
Congress had no beiligerer t rights , . He appealed .to
the Republican party to restore the government: and
Make good its pledgee and premiers to save the Union.
Ai) the reconstrat tlon measures were but the last re- .
sent of a desperate party, and were devised not by
rtatesmen in the Inter/et of country, but by politlebms
in the interest of party.
The bill was postponed till the 21st of January next.
° Mr. &HENCE offered a reneurrent restitution for an
