Nxom Missouri—Proclamation from tbe Governor. {By .the'CTnited States Associated Press.] St. Louis, Dec. 11.—Governor Fletcher has. leaned a proclamation, stating that a portion of the State of Missouri is infested with murderers, who defy the civil authori ty, and have the sympathy and aid of such a number of the people of the-counties where they have their haunts; and they have so intimidated, or obtained the sympathy of the local authorities, that peaceable citizens are not secure in the pos session of their property. He, therefore, calls for twenty-four companies of cavalry and ten companies of infantry, to be organ ized in the regular way, to preserve the peace and protect the citizens, and bring them to trial. Adjutant General Simpson has issued general orders for the organization and proper equipment of this force. The sale of the Iron Mountain Railroad and Cairo and Fulton Railroad to McKey & Co. has been approved by the Governor. Great Ocean Yacht Race, fßy the U. S. Associated Press.] Satjdy Hook, Dec. 11th—1:18 P. M.—At: ’exactly 10 the yachts started from: 'the buoy of the point off Sandy Hook. They started.in the following order: Henrietta first, beiDg the furthermost to the le ward; Vesta next, being the centre boat;.Fleet wing next, being the most northernmost; boat. The Henrietta had the following sail: Flying jib, jib fore and main sail, main gaff lop sail. The Vesta: flying jib, jib ibre and main sail. Fleetwing same sail as the Henrietta. At oneo’clock and Ave ruinates the Henrietta sets her square sail, and at one o’clock and eight minutes the Vestas’eta her fore and main gaff top sails. At' one o’clock and eleven minutes the Fleetwing sets her 'square saiL At one o’clock and fifteen minutes they were going oyer the bar with canvass set. The Hen rietta yet ahead.
