American Securities U. S. Five twenty bonds of Die issue of 1865 were again rather higher with transactions at 692 @691, Frankfort, Dec. B.—XT. S. Five-twenties rule very steady in this market at 75g@75i cash and short time. Liverpool, Dec. 8, evening.—The market &r breadstuffs generally closed heavy and with only a moderate attendance of buyers. Wheat was offered at Id. decline per cental, and Corn at 395. 6d. for handsome American white. From Central and Sonth America. New York, Deo. 10.—Panama dates of the 3d inst. have been received by the steamer Rising Star. The forty-fifth anniversary of the Inde pendence of the Isthmus has been celebrated during the week by receptions by the Presi dent, military reviews, salutes, masquer, ades, &c. The frigate Powhatan saluted the Columbian flag, and Admiral Pearson visited the President. There was a heavy gale at Aspinwall on December Ist, butno damage is reported. The ; British steamer Danube arrived at Aspinwall November 22d, with three cases of yellow fever on board. The steamer California, from Liverpool, had arrived at Aspinwall. The ship Aroostook, with ice, from Boston, had also arrived. Arrival of the Rising Star. [To the New York Associated Press.] NeW. York. Deo. 10.—The steamer Rising Star, from Aspinwall, arrived here this morning, and brings $1,263,113 in treasure. The Rising Star brings dates to the 2d, from Panama. There was much tfelk in Chile of making war on Spain. The allied squadron was still at Valparaiso, preparing to go to sea It is believed that the destination of the fleet is Manilla, to intercept at that place, if pos sible, some of the Spanish vessels that put in for repairs after the defeat at Callao. A slight shock of earthquake was felt a : Valparaiso on the night of the Bth of No vember, but caused no damage. From Peru there is but little of interest. The Dictator seems to be conducting affairs in that Republic with great ability. The different attempts at revolution seem to havefailed. The five republics of Central'America are at peace, consequently there is no news from there. The recent sittings of the extra session of Congress iuChile terminated in the defeat of the opponents of the Government. A disastrous fire occurred in Santiago, Chile, on the 2d of October. The market place, with all its stalls, &c., was destroyed. The amount of property destroyed was very large, and the losses fall chiefly upon the poor trading people. Colonel Balto and the other expatriated Peruvians have taken up their residence in Santiago. The steamer Cyclone, which was reported to have been captured by the Spaniards, ar rived at Valparaiso on thesthof November. New Yoke, Dec. 10.—Steamer Rising Star, from Aspinwall, has arrived. She has $1,263,113 in treasure. Messrs. Jane <fc Co., of Guayaquil, have not suspended, as reported. The steamer. Nouveau Monde, from St. Nazaire, France, arrived at Aspinwall on the 30th. Dates from Dima and Callao are to Nov. 15th and 23d. Peru was tranquil. The Government has definitely declined the arbitration of England and France in the Spanish Imbroglio. The Peruvian Minister had returned from Chile. The allied squad ron was at Valparaiso under sealed sailing orders. A slight earthquake was felt at Valparaiso on Nov. Bth, The city of Santiago, Chile, was visited by a fire on the 2d ult., burning the market place, and causing ruin to numerous poor femilies. The Peruvian revolutionists have been expatriated to Chile. Central America was quiet. The coffee season had commenced in Costa Rica. IFire near Burlington, Vt. [To New York Associated Press,J Burlington, Vt., Dec. 9.—The extensive dye-house of the Burlington Woolen Com pany, at Winooski,was totally destroyed by fife this morning. The fire was discovered about five o’clock, and the flames were only prevented from reaching the main building through the persistent efforts of the Ethan Allen Engine Company of this city, and the use of four large force pumps in riie mills. The dye-house contained a large quantity of wool and though fully In eared the loss is estimated to be about ?60,- 000, Some slight casualties ooourredby the felling of the dye-house. These; mils, Which are arhong the largest in New Eng land, and have employed about eight hun dred-hands,, are necessarily obliged to suspend operations for a fe w weeks, in order to repair machinery. [Special Despatch to the Bulletin.] Washington, Dec. 10,1866.—The despatch of the New York Associated Press, of the Bth in st., relative to Judge Kelley’s Revenue bill,.was incorrect in stating that it was in the hands of the Ways and Com mittee, and- that it would probably be smothered in that Committee. The bill was referred to the Judiciary Committee, and: has been generally received with much, favor. Safety of tbe Ntcamship Britannia. New York, Deo. 10.—The steamship lowa, from Glasgow, is now coming up the. Bay, having in tow the missing steamship Britannia, which sailed from .Glasgow No vember 3d, and had been given up as lost. [To the New York Associated Press.] Washington, Dec. 10.—Lorenzo Sher wood, Esq,, late of Texas, appeared on the opening of the United States Bnpreme Court this morning, and reqnested permis sion for General Hamilton and himself to re-argue the constitutionality of the law prescribing the test oath. His arguments commanded the most respectful attention, and permission was granted to him to file a motion with the clerk in pursuance of his request. Sudden Death. [To New York Associated Press.] Boston, Dec. 10.—Charles Minot, E»g., formerly Superintendent of the Erie Rail way.and Boston and Maine Rairoad, died suddenly this morning, at his residence in Somerville, of paralysiß of the brain. _ Tbe Tennessee legislature. Narrow Esoape from Death.— This morning Jndge Brewster had a narrow es cape from death. He was holding court in one of the District Courtrooms, and was sitting-os a chair immediately beneath the ventilator in the ceiling. He had j ast moved his body forward in order to listen to a mes sage brought by a tipstave, when the iron centre pierced for the ventilator fell,striking the back of bis chair, completely demolish ing it. The iron weighed about forty pounds and bad it fallen a moment sooner, while Jthe Judge was sitting upright, would have struck, and in all probability, have killed him. How a |Calf was Stolen.—Three men named Oh as. Shea, John Lenbart and Wm. Whelan were before Alderman Tittermary yesterday upon the charge of the larceny of a calf. The animal was taken from a pen on Southstreet wharf, and was thrown into the river. The calf then floated to Lombard street wharf, was taken out by the defend ants, and advertised as having been taken up adrift. As it had been securely fastened up In thepen, the natural inference is that it was stolen, and as it was found in charge of the defendants, they are suspected of the larceny. They were committed to answer. Didn’t Get His Cloth.—On Saturday evening John Healer, while passing a dry goods store at Eleventh and South streets, attempted to steal a piece of cloth which was hanging at the frontdoor. The cloth Btuck fast to the peg, and was torn. The proprietor of the store, hearing the noise caused by the tearing of the cloth, went odt and .captured John. The prisoner after wards bad a hearing before Alderman Tit termary, and was sent below. Assault in a Police Station.—This morning, before Alderman Shoemaker, Robert Middleton was charged with an as sault and battery on Matthew Burk. Mid dleton and another man had been placed in the same cell with Burk, at the Tenth Dig trict Police Station House. All parties were arrested for drunkenness. During last night Middleton beat Burk, cutting bis head and face badly. He was committed for trial. ' Stealing Goat Skins.—Martin Noe was arrested on Saturday night upon the charge ofhaving been concerned in the larceny of nine dozen goat skins from a morocco fac tory, at Randolph and Jefferson streets. Four dozen of the skins were recovered at a bouse on Third street, below Brown, where they had been left by the thieves. Noe was committed by Alderman Shoemaker. Slight Fire.— At half past nine o'olook, yesterday morning, a stable on ,Twenty fonrth street near Pine, was discovered to be on fire. The flames were extinguished by the.pplice before any considerable damage was done. Sent to Prison.—Two young women arrested on Walnut street, for street walk ing, were sent to prison for thirty days, this morning by Alderman Swift. THE DAILY EVENING BULLHIMN.—PHILADELPHIA, MONDAY, DECEMBER 10, 1866. : Corner Lounging and Ball Playing. —The Fifleenth, Police,yesterday, made a raid upon the young men' who lounge on the corners and engage in ball playing onr Sundays; - About -forty • of the yonths, whose ages, range from fifteen to twenty years, were captured In different parts of the district. They had a hearing hefore Alderman -Hutchinson, and were held to keep the peace. ; : Disorderly House.—Last night at lli o’clock the Fifth Warff Police made a de scent upon an alleged disorderly house on Water street, above Dock Fourteen.per spns, male and female,were captured. The prisoners had a hearing this morning before Alderman Bntler. John Jones the pro prietor was held in $l,OOO for trial, and the others were held to keep the peace. Charged with Burglary. Patrick McCoy and Edward McNulty were com mitted yesterday, by Alderman Lutz, on the charge of burglary. It is alleged that they broke into a still, at Seventh and Reed streets, at 3 o’clock, yesterday morning and carried away copper and other articles used upon the premises. Disturbing a Congregation.—Henry Brock was arrested last night, for disturb ing a Methodist Church at Twenty-sixth and Jefferson streets. He was standing on the sidewalkvin front of the church, talking londly and swearing. He was taken before Alderman Fitch and was fined fbur dollars. A Brutal. Son.—John Denniny, aged 24 years, residing at Twenty-fourth and Cal lowhill streets, was before Aid. HutoniHSon this morning upon the charge of assaulting his mother. It is alleged that he knocked her down stairs and that he is in the habit of beatipg her. He was sent to Drison. \ Attempted House Robbery.—On Sun day morning, between one and two o’clock, an unsuccessful attempt was made to pry open tbe front window of Mr. Martin’s dwelling, No. 503 Pine . street, The thief was frightened off by the approach of a po liceman. Lost His Money,—Before Alderman Tit termary this morning Wm. K. Wardel was charged with the larceny of $24. A resident of Darby alleged that he was taken to a house in Tront street by defendant. He went to bed and when he. got up again his money was gone. Wardel was committed to answer. Smothered.—Thomas Quin, aged four months, was found dead in bed at the resi dence oi his parents, N. W. corner Twelfth and Callowhill streets, having been smoth ered in the bed clothing. Coroner Daniels was notified to hold an inquest Picking Pockets.—John Manderfield was arrested on Saturday night, at Sixth and Sbippen streets, on the charge of hav ing picked the pockets of a man of $64. He was taken before Aid. Tittermary, and was held for trial. Fbll into the Canal.—George Berger, of Montgomery county, fell into the canal lock at Manayunk about 10i o’clock on Salurday night. Santa v Anna Again Heard From, From WsshlnetOß, [Special Despatch to the Bulletin.] Washington, Dec. 10,1866.—A number of leading capitalists from New York, includ ing the Astore, arrived here to-day. The object of their visit is understood to be aa to the probabilities of an impeachment of the President. Santa Anna has addressed an important letter to Secretary Seward, relative to Mexi can matters. He proposes to solve the whole qaestioD, and asks the co-operation of the Government to that end. A delegation of leading importers and anti-Tariff men have arrived to protest against the passage of the tariff bill of last session. Secretary McCulloch is preparing a new financial scheme, which will be transmitted to Congress In a few days. The vote in the Senate on universal suffrage for this District trill be very close- [To the New York Associated Press.] Washington, Deoember 10th.—It is not true, as has been telegraphed North and South, that the Supreme Court of the United States has recently made a new rule ad mitting members to its bur without taking the test datb. The eld oath is administered to'the applicant in open conrt and he is then requested to retire to one of the adfoin ing offices and there subscribe to the test oath. Associated Press.} New York, Deo. 10.—The steamship Bri tannia left Glasgow on November 3d, and Moville on the 4th. On the 14th she took a heavy gale from northeast, and on the 15th, the gale continuing, her rudder head and outer stern post were carried away and her screw was lost.
