Special Despatch to the Bulletin.] WASHINGTON, Nov. 10.—The Intelligencer has just made the remarkable discovery that the movement for a grand reception of Congress on the Ist of December, by the volunteers, has for its object the Concentra tion of a large secret 'volunteer organization to protect, Congress and depose the Presi dent. This is a very large mare's nest. • Quite a number of the • Governors of the Southern States have addressed letters to the President, asking for his opinions as to what the Southern States ought to do. He has the matter under advisement now. • He is very reticent just now respecting political matters. A leading member of the Cabinet is of the opinion that he will recommend the Constitutional Amendment. The Philadelphia appointments still hang fire. Joe Severna is ahead for the Stu•vey orship. • [Correepandence of the Associated Press.] WASHINGTON, Nov. 10.—The Commis sioner of Internal Revenue has called the attention of the Bureau officers to the fact that the law requiring monthly returns from Brewers since the use of stamps has been adopted for the payment of the tax must be so administered that thestamp will be a protection in addition to those afforded by the old low, and not merely a substitute. He states: To this end a monthly return should be insisted upon and the same care should be taken under the former law to ascertain its correctness. The number of stamps purchased by the brewer during any month should be ascertained from the collector and if insufficient for the payment of the tax upon the quantity brewed and removed, an immediate investigation should be had. LARCENY OF AHOILSE AND WAGON. —Geo. Daniels, of Trenton; N. J., had a hearing this morning before Ald. Godbou, on the charge of the larceny of a horse and wagon, valued at $5OO, belonging to a man named Vanderver, of Woodbury, N. J. Last Wed neaday Mr. Vanderver left his horse and wagon standing temporarily on Fourth street near" Walnut, while he transacted somebusiness. When he returned the team was gone. Yesterday he went to a sales stable to buy another wagon and found his own there. The horse had been sold at an other place by Daniels, who received $3O on account, and when he returned for more money he was arrested. He was committed in default of $l,OOO bail for trial. Swrxranfo.—Alderman Hutchinson had before him this morning George Greer, charged with misdemeanor. festerday Greer delivered a load of hay at the Union Passenger Railroad Depot. The stable master gave him u ticket upon which to get his money and at the same time told him to bring another load of hay. Greer, it is al leged,altered the ticket and drew the money for the two loads, but did not deliver the second one. He was committed in default of $l,OOO bail for his appearance at Court. COMMITTED. —John Leary, charged with having stabbed Timothy Hurley, last even ing, at Culfen's tavern, Twenty-third and Master streets, during a _political quarrel, had a hearing, this morning, before Alder man Shoemaker. The weapon used was a common pocket-knife, but it was jammed into the left temple of Hurley so hard that it could not be drawn out by one man. Hurley is believed to be in a dangerous condition, and Leary was committed to await the result of his injuries. PH.ARGED WITH STARBING.—CarOthIe Henry, colored, was arrested at 3 o'clock this morning upon the charge of having cut a White woman named Mary Rippley. Both women reside on St. Mary street, near Eighth, and last evening they got into a quarrel Caroline is alleged to have badly wounded Mary on the head. The injured woman was taken to the Pennsylvania Hos pital. The prisoner was committed for a further hearmg by Ald. Swift. FlRL—Last evening about eight o'clock, a fire broke out in a two-storied brick building No. 1601 Melloy street. The first floor was occupied by Wm. H. Falton, carpenter, and the upper story by Henry Moore, upholsterer. The flames spread rapidly and the whole building was gutted, The contents, including tools and a fine set of parlor furniture undergoing repairs, were destroyed. The total loss was about $1,500. Insured for $BOO. MIIRDEROI7B ASSAULT.—Wm. Nichols was before. Alderman Massey this morning upon the charge of assault and battery upon T. Ryan. Both men were engaged at work at Thirtyasecond street and Girard avenue,and yesterday afternoon they quarreled about a derrick. Nichols, it is alleged, knocked Ryan down and commenced beating himon the bead with a stone, when he was inter fered with by some of the other workmen. He was held in $6OO bail to answer at Court. She had a black-jack and a razor, which she was flourishing about, and was miclalming loudly that she would kill a certain individual if she found him. - She was sent below by Alderman Tittarmary. Orin of those grand meetings such as was held a year or two ago by , the Christian Commission, we notice is to be held next Thursday evening at the Academy of Muski by the Young Men's Christian Association of this city, on the occasion of their twelfth anniversary. Bishop Simpson, Rev. Dr. Clark, of Albany, and Gen. Howard are an nounced to be present. The tickets of ad mittance are in great demand. Officer Keyser, of the Second District, discovered a man in the act offorcing thelock from the door. The fellow was taken into custody and gave the name of John Slaven. The prisoner was arraigned before Alderman Tittermary, and, nicer a hearing, was sent below. , Wome.st BURNED.—Last night, about 11 o'clock, a bed in the upper part of a house, No. 221 Smith Eleventh street, took fire, as is supposed, from a candle which had been left burning too close to it. The bed was destroyed. Mrs. Sheppard, who was sleep ing on the bed atthe time,wasbadly burned. PEDDLING WITHOUT A LICENSE.—IEIdOT Lewis Levin was arrested yesterday at Ger mantown road and Oxford streets, upon the charge of peddling goods without a license. He bad a carpet-bag filled with dry goods which he was engaged in selling. He was taken before Alderman Clouds and was fined $5O. Accirmxr.---John Oat, employed at the Girard Avenue - Passenger Railway Depot, bad a portion of his hand and . three fingers taken off yesterday by the machine used for cutting hay. WARD,—The alarm of fire about eleven o'clock last night was caused by the burning of some combns tibles in the fourth story of the extensive bedstead manufactory of Rebal ez Lincoln. COVRWS. the Maguire Memlcicle. OYER AND TERMINIER—Judges Allbtort and Ludlow. Yesterday, in the case of William Maguire, charged with the murder of Maggie Baer, ,the issue of fact submitted to the jury, was found on behalf of the Commonwealth. The case was then regu larly called for trial, and five jurors were selected from the regular panel, before it be came exhausted. A special venire issued for fifty jurors, issue made returnable at eleven o'clock this morning. The court room was crowded. During the _proceedings Maguire, who yesterday commenced to exhibit signs of insanity, was still either insane or feigning insanity. Yesterday his distemper exhibited itself in following with his hands the ges tures of the counsel. To-day he sat in the corner of the dock and at times indulged in a ha,lf-smothered laugh. - His eyes wandered about the room, but didn't rest long upon any object or person. He was continually muttering to. himself His expression dar ing the whole morning was that of an idiot. Soon after the five jurors empanneled yes terday appeared in Court, Mr. Mann chal lenged one of the number. The prisoners counsel then challenged the remaining four, and once more the jury box was empty. The special jurors were now called and up to one o'clock but four jurors had been selected, the cballenrs and objections by the prisoner's counsel consuming all of the time.
