R. Golditborough, commending the: United States steamer Shenandoah, announcing the arrival of that vessel on the 28th of sap tembei at Bombay, British India., whence it was proposed the vessel would sail on the 10th lit. for Point:de Galls. Captain Golds borcxagb states that on the 15th of September, :Nvhile anchored off Muscat, he received a visit from an officer: of the Imaun, welcom ing 'him to the ; port and offering unusual civilities. A. salute of twenty-one guns was ..fired frcin the Shenandoah, and was promptly returned` froin the batteries on each side of the harbor. The next day Cap tain Goldsborough, in company with seve ral of his officers, visited the Imaun at his Palace, and was hospitably received. In the despatch tlie fact is referred to that we have no consul at Muscat, nor any'Ameri can citizens residing there. The American slaps Clyde, of Salem, and the Hellespont, of Marblehead, were at an- 1 chor in the cave 'waiting to take in cargo. On the morning before the Shenandoah left Muscat; the uncle of the Imaun landed - with fifty. men, and took possession of one of the forts, and'opened a fire on the town, which was immediately returned from an opposite battery-- and from field-pieces around the palace. His construc tion of the law is in substance contained in the following paragraphs, quoted from the decision: "Three grades of disability are described in the act; but it is not to be pre snmed that Congress supposed that all •invalid pensioners who received the maxi -mum amount under former laws would be, • therefore,•entitled to its liberal provisions. The applicant for the increased allowance must affirmatively prove that his disability is one of the specific character mentioned in. the act, or is equivalent thereto, unless the filet be sufficiently established by the proofs accompanying the original application. I am of the opinion that the proofs do not bring a case a ithin the act in question unless they show that the disability is permanent, and incapacitates the applicant from per formingananual labor to the same extent as if the had lost a hand or foot."
