Agreed to. The following communication was re ceived from the Mayor : On the 26th inst. IWas officially informed by the Committee on Street Cleansing that the northern dis- trict of the city of Philadelphia is in a filthy condition. At the same time they furnished me with a copy of a resolution -adopted by them, recommending that the contract with Messrs. Hill &Smith should be annuelled. Accepting the statement and adopting the .ggestion of the Committee, limmediately stifled Messrs. Hill & Smith that on the Ist ay of July, proximo, their contract would • ass and determine. After considerable debate, Mr. Barlow said that after again reading the ordinance, be was of opinion that the Committee on Street Cleansing had power to ad. The resolution was then postponed. Mr... Gray, from the Committee on Water, reported that, after examination, it was be lieved that the subject of supplying the city with water from the Perkiomen was worthy of a more extended investigation. The committee report an ordinance appointing James F. Smith, William E. Morris and Chief. Engineer Birkenbine a commission to examine and report upon the subject. An appropriation of 16,000 is made to meet the expense. The ordinance was agreed to. Mr. H' odgdon introduced a resolution au thorizing the the Mayor to advertise for pro posals for cleansing the northern district of the city. Referred to the Committee' on Street Cleansing. -• The ordinance from Common Council in reference to the Schuylkill River Passenger Railway Co., was concurred in. Mr. Hopkins introduced a resolution that the Mayor be recitiested "to withhold the money due to Hill';& Smith, street con tractors, until satisfactory 'evidence is re ceived that they have paid the laborers-em ployed by them. Referred to the Committee on Street Cleansing. : Mr. Marcus offered a resolution instruct ing the the Committee on Police to report an ordinance to prevent vagrancy. Agreed to. Referred to the Committee on Law. Adjourned. . COMMON ISUNCrIi. A petition from citizens of the First Ward was presented, asking for a better supply of water. Mr. Mactagne presented a resolnticin, asking of the Chief Commissioner of High ways at what time the repairs to Penrose Ferry Bridge will be completed. A.communication was presented from Hill 41c Smith, asking to be released from the contract for cleansing the northern part of the city, on the ground that there was great hostility manifested toward them. They also state that the streets in the dis trict have been cleansed, as well as the in lets, and at a cost of ;315,000 beyond the amount allowed by the contract. On motion of Mr. Harper, the communi cation was referred to a joint special com mittee of three from each chamber. Mr. Derbyshire offered a resolution re questing the Mayor .to withhold any moneys that may be due Hill ct, Smith, contractors, for cleansing the northern district of the city, until he (the Mayor) is satisfied that the la borers have been paid. A communication was received from the Schuylkill River Passenger Railroad Com pany, asking the consent of Councils to lay their tracks in the streets named in the act incorporating the said company.
