There is some prospect of a thorough leform in the management of the Cen tral High School, and the institution may once more be made a 'useful one, worth the money it costs to maintain it, and worthy of the pride of the people of Philadelphia. The investigating com mittee made a report to the Board of Control yesterday, at which, after full debate, a resolution was adopted, by 17 ,:-...yeas to 9 nays, that the Secretary notify the faculty of the Boys' High School ; that their term of service will expire on the first day of September next, with the proviso that the resolution does not tender any of the present faculty ineli gible in the reorganization. This is a perfectly fair and just arrangement. 'Without taking a partisan view of the difficulty, or assuming that the charges against the principal are all well founded, it is plain that the High School has not lately fulfilled its mission, and that its • usefulness can only be re-established by a - - thorough change in the management. In this connection we renew our sug gestion that endeavors be made to pro cure for the office of Principal, some one of the many good officers of the army who have been disabled, or who are unable to live on their present pay- There are ''encores of such gentlemen admirably - +qualified, and whichever one might be selected would come here free from the jealousies that have heretofore ex tatted. SKIRTS VERSUS PANTALOONS. Gotham is greatly exercised over the pantaloons question. A female physi cian, who appeared on Broadway in a semi-Bloomer costume the other day,was arrested because a crowd gathered to gaze at her, and the officer who made the arrest subsequently got a snubbing for his pains. There are many who are no particular admirers •of male apparel upon ladies, any more than they are of millinery fixings upon men; but this is s free country, and everybody enjoys the inalienable right to dress as he or she ple.ases,provided he or she dresses decent-. ly. But there is'where the trouble comes in. For a considerable period there has, seen a growing female fondness for ap - ropriating male attire. First our coats' were boldly seized upon, and the ladies' sacques were made to resemble the masculine article so nearly, that either the boys or the girls of the family could readily wear the same arti cle upon a pinch. Shirt collars and neck-ties naturally followed coats, and fair throats were speedily embellished with linen and silken. decorations that would do credit to the taste of the dain tiest wearer of pantaloons upon Chest- . nut street. Mrs. Dr. Walker is probably only a little in advance of the age, and still keeping the tilting crino line in view, we incline to the opinion that the latest of all the reforms in fe male dress will be the greatest. DIOR TURNER. Dick Turner s the cruel turnkey of Libby Prison, has been set at liberty within a day or two. His offence hasbeen deemed so rank heretofore that he was kept in close confinement within the very walls wherehe caused so much suffering to the. unfortunate Union soldiers under his charge. Indeed, so strict was the Gov ernment in the care thatwas taken of him that a strong cell was constructed especi ally for his reception, and to obviate the possibility of escape,a sentry was kept constantly on duty outside the cell-door, and the apartment itself was visited by• an officer once in every 'hour of the day and night. But these arrangements• were made at a time when treason was considered a crime that should be made odious. Jefferson Davis seems to be almost the only un pardoned prominent rebel now, and unless all signs fail, his liberation is not far distant. About the only people for whom there seems to be no hope of par don are the consistent Union men of the country, who, having stood by the Gov ernment through the great struggle, are not willing to see all the fruits of tha great victory of Right over Wrong turned to ashes in the moment of their fruition. Their's is the unpardonable sin. DAN. BICE. The local Copperhead organ, in speak ing of the fact that Dan. Rice, is the De mocratic candidate for Congresit in the Nineteenth district of Pennsylvania, in quires, with fine sarcasm: "The question is, will - not Dan. seriously injure his character by accepting a seat'in the House of Representatives?" To which we most emphatically an swer, Yes. Dan Rice was a prominent member of a company of rebel volun teers raised at New Orleans in the early days of the war, and he has never de nied the notorious fact. We have our selves heard him publicly declare that he was at Nashville at the time the se , - cession of the State of Tennessee was determined on, and that "he threw up his hat and hurrahed with the rest of them." This state ment he made upon the stage of the Walnut Street Theatre in the presence of hundreds of persons. Dan certainly will injure his character among the Southern traitors and Northern Copper heads by accepting a seat in a House of Representatives composed principally of loyal men. THE ACADEMY OF THE FINE ARTS. A recent communication in the BUL LETIN, from "An Artist," on the sub ject of the Pennsylvania Academy of the Fine Arts, has called forth a reply from "Another Artist," which we , print in to-day's paper, and ask attention to it. It gives some facts not generally known as to the organization and man agement of the Academy, and while written in the most loyal and friendly spirit, it admits many deficiencies and imperfections in the institution. All that has appeared in these columns on the subject of the Academy has been designed to benefit it, and to bring about reforms and improvements that shall make it worthy of the city and the State. The communication printed to-day gives some hints as to what may be done in this direction, and it is to the interest of the artists and the public that it should be done as quickly as pos sible.
