Davis's ardent friends havemade a bold dash to rescue him from the clutches of the law, and have been re pulsed with heavy loss. The country Is fortunate in having a fearless and patri otic public servantinJudge Underwood, - who cannot be made the tool of Mr. _Reed and his coadjutors, and he has - tnnied a deaf ear to the imposing array of legal talent that endeavored to turn Davis loose upon society. Judge Underwood appears to have met this question upon his own responsibility, but Congress has promptly reinforced his position, by a most significant demon stration. By a vote of 105 to L'O, a reso lution was adopted yesterday, declaring that in view of the notorious fact that •Davis was the leader of the rebellion, and is guilty of high treason, and that he also lies under the charge of com plicity in the assassination of Mr. Lin coln, Congress is of the opinion that he abouhl be held in custody until he is tried for his crimes. It might have been hoped that there would be no dissenting voice upon such a declaration. But the irrepressible Rogers rushed to the rescue of his hero and friend, and objected to the resolu tion. Mr. Boutwell moved to suspend the rules, which cut off all debate, but Rogers was not to be cut - off. The Speaker called him to order, but he would not be orderly. The. Speaker plied his gavel, but Rogers plied his tongue. Was not his friend in danger? Was he to obey mere laws and rules when that shining character was being traduced? Was the process of crystali sation to be retarded by a mere resolu tion of Congress ? Were his dear Da vis's chances of escape from durancevile to be damaged by such trifling pretences as treason, and assassination? Not if Rogers knew himself. And so, rising sublimely above the din of Mr. Colfax's hammer, Rogers demanded to know whether lived there the man with soul so dead,&c., as to believe that his friend, President Jefferson Davis, C. S. A., had any complicity in President Lincoln's assassination, and whether every unpre judicul mind was not convinced to the. contrary. Rogers was eimvinced. Ro gers was unprejudiced. Rogers had a minfl. What was Congress thinking about ? Could not Congress see that Da vis had his friends at court? Stupid Congress! Prej u diced Congress! Un reasonable Congress! Alas for the country ! there were found but twenty unprejudiced minds in Con gress. Not a quorum of men who are capable of conducting the affairs of this great 'nation. Twenty is a small number for the country td fall back upon, but when it is remembered that Rogers is ene of the company there is - still room for hope. Pennsylvania takes the lead in the devoted band of which the unpre judiced Rogers is chief. More than one third of the unprejudiced wing of Con gress were Pennsylvanians, and their names should be held in grateful remem brance not only by Jefferson Davis himself, but by those whosee in him the embodiment of all that is chiValrous, honorable, patriotic and vfrtuous. Hall the sovereigns of Europe were like the young King of Bavaria, they would most assuredly never go to war. In fact, King Ltidwig the Second thinks politics a bore, and war a bore of the Lar gest calibre. He will have nothing to do with either, and he thinks that as a king he has a right to amuse himself as he pleases. He is only in his twenty first year, the sentimental age when thoughts are apt to run to poetry, music and love-making. His grandfather, the ex-King Ludwig, continued in a some- what Similar state of mind till he was pretty old; but his chief diversion from the cares of state was in the society of fast women of the Lola Montez order. The young king fell in love sometime ago with Richard Wagner, who writes mu sic of the future, a tempo' that is rather perplexing to musicians of the present time. The eccentric composer, in fact, absorbed so much of the time of the youthful monarch, that it became neces sary to remove him, and he was sent away from Munich, with orders not to return. But Ludwig the Second has been pining for hie Wagner, and the war alarm has not served to distract his thoughts from the loss of his friend. He has passed hie time in writing sentimental poetical laments, playing Wagner's music on the piahoforte, and going off' on solitary in cognitO walks among his people, or in the country around Munich. His min isters have thus been obliged to work in the business of diplomacy and politics, without the sanction of the head of the State, and consequently things have been all at sixes and sevens. The idea of such a trivial subject as a European war interfering with his kingly preroga tive of writing poetry and playing the piano, is monstrous to him. The other day the Bavarian Parlia ment was to be opened, and the eere mony was to be performed by the Bing in person. But he determined not to be thus bored, and disappeared from his capital mysteriously, on the very day appointed. There was great consterna tion among ministers and courtiers, and his mother, the Queen Dowager, was very unhappy about her truant son. Parties were sent to search the country around Munich. After two days explor ation, he was found riding among the Alps south of the city, attended by only a single groom. An humble petition, signed by all the ministers, begging him to return to the capital, was presented to him, and after some hesitation he yielded. He was conducted in state to the palace, and Bavaria was herself again. It was understood that he had been searching for Richard Wag ner, who was concealed somewhere among the mountains. A LITTLE. COIIRION SENSE. The Detroit Common Council have passed an ordinance making eight hours a lawful day's work in that city. The ordinance, however, regulates the wages by the length of time a laborer works, and enacts that street laborers, working ten hours, shall get $1 65 a day; whilst those working but eight hours shall re ceive only $1 35. A man with a team working ten hours, receives $3 75; when he works but eight hours, $3. The City Fathers of Detroit must be some what waggish in their propensities and practices, or perhaps they were instigated by a laudable desire to make the eight hour movement properly ridiculous. No fair or sensible person objects to working men toiling eight hours a day, or as many less as they please; it is their own affair entirely, and if they can sup port their families upon eight hours' labor per diem, all well and good. But the case is greatly altered when they go upon the "vote yourself a farm" princi ple, an d declare that while they will work but eight hours a day, they must boirii77,i for ten hours' work, the thing becomes a little gross. The Detroit Council very properly declared that the man who works ten hours is entitled to a propor tionate increase over the pay of the per son who works but eight. The laws of trade and common sense already regu lated that question; but the advocates of the eight-hour system desired legislation and they got it; but it is difficult to see how the situation is altered thereby. In some parts of the country, em ployers are considering the propriety of paying workmen by the hour, for their services. This is a practical way of meeting the question and it is emi nently just. If it should become adopted generally the next move will probably be to ask for legislation to make forty two minutes a legal hour. There is an old story of two apprentices who were about commencing their first after-dark work of the season. "Hang the fellow that invented night work!" exclaimed one. "Hang the felloW that invented work at all!" responded the other. The men who whine over the hours of labor, not because they have to toil so long, but because they want to be paid ten-hour prices for eight 7 hour work, come of the second apprentice race. They are not the men who win for themselves fame and fortune by their own honest exer tions, and who by their skill, their enterprise and their energy give in creased dignity to labor and add to the national prosperity, while enriching themselves. A MERITED COMPLIMENT. The British Government have presented Captain R. R. Decan, of thOship West moreland, of this port, with a very handsome gold chronometer, in consid eration of his humane exertions in res cuing the crew of the British bark "Queen of England."
