It is as true of political •as 'of military movements, and it may Ve set down as an axiom that where an important change is discovered in the 7elative position of two bodies in the political arena, as, for instance, between a representative and his constituents, it is safe to assume that the smaller body is the one that has changed fronL Both from the difficplty and risk of the ma nceuvre and'from the other well-known principle that "large 'bodies move elowly," it is almost possibletha.t a great number of people scattered -over a vast eonntry, should suddenly and sintulta neously abandon principles which they have held for years, and adopt, without any consultation, precisely similarviews in opposition to those fortherly held. But nothing is easier than for individ uals to do what masses cannot do. In numerable considerations may operate to change their political profession& The fascination of holding' office bewilders and dazzles and• destroys thousands of men, Who would be fair,-honest men, as the world goes, in private life, but who become hopelessly corrupt before they have been long sub jected • to the temptations of public life. There are other men who change front from a natural thirst for political scheming and intrigue, and a still smaller class who do so from an obstinate adoption of some 'error into which their own ignorance or want of judgment has betrayed them. These simple propositions are a suffl cient answer to those who are< just now attempting to demonstrate that the great Union party of this country has changed front, and that the.small body of office-` holders and.office-seekers who form the new Presidential body-guard are the only persons who remain true to the principles of our great leader, Abraham Lincoln. To establish such an absurdity it is_necessary to presume that the whole Union side of Congress, almost the en tire Union press of the country and the great body of intelligent, loyal people who endorse and approve the general policy of Congress have suddenly ",gone about," and, ignoring the . - doctrinei which formed their great principle of coheition -throughout the war, have marched , a solid body,. without consultation and Without purpose, and taken up an entirely newlmition._ No candid Or sane man does believe that any such miracle has been wrought. There hiui been some changing of front both in high and low places, but it has been among individuals, who now seek, by raising the _old cry of "stop thief," to cover their own misdeeds. The device is too thread.bare to deceive any intel ligent mind, and the attempt, to fasten a responsibility upon the great Union party of the country, which belongs to a few obstinate, or ambitious or corrupt individuals, will only serve to strengthen the bonds which hold that party indissolubly together. THE NIZETING TONIGHT. A good deal of curiosity is excited to know whether any of the prominent office-holders of Philadelphia will com mit themselves to the demonstration at the Academy of Music, this evening. No names of citizens of any consequence have appeared in connection with this movement, which is designed to distract the Union party of the State, and yet it will doubtless be a little trying to the nerves of some of the timid sort, who are naturally anxious to carry water on both shoulders, and to shape their prin ciples, so to speak, according to their interests. We admit the awkwardness of the situation, but as every man laying claim to a grain of common sense must know that the object of the meeting is to introduce dissension and division into the loyal ranks of our city and State, there will be no difficulty in our friends ilsciding in which boat they propose to sail. They cannot serve two masters. THE WIND AND THE WHIRLWIND. New York has a fresh cause for per plexity and agitation. This time it is not sturnp-talled cows, bogus babies, a Dead-Rabbit riot, a Fenian mass meet ing, the relief of Broadway, filthy mar ket houses, an aldermanic feed or a hub bub over the horrors of the, tenement houses. The • present excitement is caused by alittlemunicipal "job," which is designed to affect Flab, avenue, and consequently, instead of Tammany Hall, the "Pewter Mug" and the groggeries of 'Sixth Ward being convulsed from their centre to their circumference, conster nation prevails among the creme de to creme of Gothamite society. The inci ting cause of all this stir is nothing lees han a proposition to widen Fifth avenue by taking away the railings and door steps in front of the dwellings, and car rying the sidewalks close up to their walls. Nobody seems to have asked for it and everybody protests against it; yet this makes, apparently, not the slightest differenCe to the city legislators, and the probability is that the work will be done, make or mar whom or what it will. There seems to be some uncertainty as to what is the motive for this little piece of vandalism. It is at least certain that there is no rush of pedestrians or vehicles along the avenue, to render increased facilities necessary; nor is it probable that there ever will beany such rush. One theory started by the press of New York is that the Common Councilmen want to Make a "job" for some political favorites, and the other is that the City Fathers are after a little game of black-mailing the Fifth avenue people into paying them to let their fine thoroughfare alone. Neither theory is very creditable to New York municipal morals, but eitheris extremelyprobable. We do not know whether it ever occurs to, the people .of New York that they have sowed the wind and thatthey are in constant danger of reaping the whirlwind. Loose morals in, business, that manifest themselves in every way, from, wholesale frauds uponthe revenue, to Peter Funk mock auctions, have tended to put honesty at .a disc tint; political tactics that have elevated to the highest offices in the city, gamblers and shoulder-hitters, bore their fruit in `mayoral propo,itions to secede from the rest of the 'country and Make New York a "free eity;" dernagogueism - which put a lottery-policy dealer in the position of a journalistic leader of • the ignorant and disaffected masse&to encourage rebellion in other States and to foment the most shameful and , the ,mrst terrible riot of Modern times, as a war measure against - the Government. Th ese are among the workings of the management of New York public concerns; Fifth avenue, that - has grown rich upon false invoices and F sharp practices generally, now trembles m its shoes, for the hand of the Vandalhi threatening to destroy its beauty. , The "dangerbus classes" now control, the city throtigh its Conimon Council and Board of Alder men, just as they controlled it in - 1863 with the aid of revolvers, bludgeons, the torch, the stake and the halter.
