From our Third Edition of Yesterday. THE FENIANS. Mass Meeting Yesterday—The Report of the Special Committee—The Expulsion of Killian, Rogers and others. [From to-day's N. Y. News.J A meeting of all the centres of the circles in the Manhattan District was held yes terday afternoon to hear the report of a special committee which has been in session for several days past, investigating the af fairs of the Fenian Brotherhood. The meet ing was private. It is understood, however, that 33. Doran Killian, J. J. Rogers, Cava nagh of California, Pierce Skehan and others, were expelled from the Fenian Brotherhood, on a recommendation em bodied in the report or the committee. - It also leaked out that John O'Mahony, Treasurer Griffin, Mr. Hefferman,secre tary of Civil Affairs, and Mr. Collitilt the _Bond agent, hare come out all square, after the closest scrutiny. It is said that a report or address embodying the resolutions of this Convention will be given to the Bro therhood, in which the whole workings of the institution will be set forth, for the sat isfaction of all concerned. The good and true men are to receive the praise and merit due to faithful services, and the unworthy and recreant are dealt 'with as conduct such as theirs deserves. An account of all the receipts and expen ditures is also given in the repOrt, and it is said that it was by looking at the items of expenditure dishonesty was discovered. The expenditure incident to the Campo Belle failure was very large, and it is to impru dence or dishonest design in that expedition that the report attributes present dissatis faction of the Brotherhood. It forcibly touches the subject, shows up its promoters, and points out their motives, and to them. and them alone attaches the blame. It appears that very large sums of money have been transmitted through John Mitchel to the Executive of the I. R. B. in Ireland during the few months. There is yet, it is stated, about forty thousand stand of good rifles, thirteen Napoleon bronze guns, large quantities of equip ments, ammunition, and other war mate rial still on hand. An iron steamer has recently been pur chased which cost about $50,000, and upon which has been recently expended about $l,OOO more in fitting her up andputting her in thorough sea-going order. This vessel is also on hand, and although the property of a single individual, at the present time. is at the service of the Brotherhood when required. A tPlegram was forwarded by Head Cen tre O'Mahony to Colonel Downing, who, it is understood, is still on the borders of the State of Maine, with a large number of men "to return at once, as no more money will be sent to them under any circumstances." There was one thousand dollars sent at the same time to enable thtl party to return home. XXXLIth Congress—First Session. WASHINGTON', May 7. SENATE.—The annual report of the Sm itbsonian In stitute for 1865 was laid before the Senate, and referred to the Printing. Committee. Three thousand copies of the decision of the Supreme Court, on the taxation of National Banks, were or dered to be printed. The bill to revive the grade of General in the army was referred to the Military Committee. Mr. Wilson (Mass.) introduced a resolution for the printing of the official history of the Rebellion, Re ferred to the Military Committee. The motion to reconsider the vote on Mr, Trum bull-a amendment to the Post office bill was taken up at 1 o'clock. Mr. Poland (Vt.) spoke against the amendment. Bousit.—Mr. Julian (Ind.) offered a resolution in structing the Committee on the Judiciary to report a bill providing that hereafter the elective franchise shall not be denied or abridged in any of the territo ries of the United States on account of color, and pro viding further, and thereby giving notice of the fact that henceforward no State which the people ofany of the said territories may organize, shall be admitted into the lJnion, whose Constitution shall sanction each <Maid or abridgment of the elective franchise. At the suggeastlon of Mr. Wilson (Iowa), the resolu- Con was modified so as simply to instruct the Judi ciary Committee to Inquire into the propriety Of re porting such a bill. Mr Eldridge (Wis.) moved to lay the resolution on the table. Lost by a vote of yeas 2s, nays 76, There. solution was then adopted. Mr. Lev , rence (Ohio) introduced a bill to regulate the time and fix the place for holding the Circuit Court of the United States in the District of Virginia, which was considered and passed. It fixes the time of holding the Circuit Court, a Richmond. on the first Monday in May and the fourth Monday of November, in each year, and authorizes the adjournment of the session, now authorized, from Norfolk to Richmond_ Mr. Randall (Pa.) expressed the hope that the Chief Justice of the United estates would d.. his duty, and not shirk the blame from himself to the President. Mr. Smith (Ky.) offered a resolution, which was adopted. calling for information from the various Cabinet Ministers in reference to the number of clerks bolding office under them, from what State sp- Pointed. &c, specifying those who have been in the Union army and in the Confederate army, and stating by whom the latter were recommended. Mr. Welker (Ohio) introduced a bill to annul the 34th section of the Declaration of Rights of the altate .of Maryland, so far as it applies to the District of -Columbia. The bill was read twice and referred to the Committee for the diqtrict. _ - Mr. Lawrence (Ohio) offered a resolution, which wee adopted,thstructing the Committee on Agricul tore to Inquire into the expediency of removing the Department of Agriculture to one of the Western -States fdr.Garfiqd (Ohio) offered a ra , olution, which was referred to the Committee on Printing'. to print 5300 extra copies of the report of the Smithsonian Insti tute-2 000 for the Institution and 3,000 for the use of the members of the House. Mr Schench (Ohio) introduced ajoint resolution re , lating to the distribution of ordnance and ordnance 'stores among the States. Read twice, and referred to the Committee on Military Affairs. - Mr. Boyer (Pa.) Introduced a resolution to discharge the Committee on Reconstruction. Laid on the table; yeas, 39: nays, 24. Mr. Kelly (Pa.) offered a resolution, which was adopted. instructing the Committee on Claims to in- quire into the fairness and propriety ofthe distribution of the reward offered for the arrest of Jefferson Davis and the conspirators to murder President Lincoln. Mr. Stroose (Pa.) presented the joint resolution of the Pennsylvania Legislature for an equalization of bounties to volunteers. Referred to the Committee on Military Affairs. Stevens (Pa.) introduced a joint resolution to amend the Constitution of the United States by adding an article providing that "Congress shall have power to lay and levy a tax or duty on cotton exported from the United States," which was read twice and referred to the Judiciary Committee.
