The Scotia at New York, A Mile Days' Trip from QueenotOwn The Austre.Prussian Difficulty; Prospects of a Pacific Solntim Austria Proposes Mutual Disarmament Nwar Yonx, May Ist.—The Scotia ar rived this morning with Queenstown ad vices of April 22d. The steamer City of Washington had been out three weeks, and nothing having been heard of her, heavy premiums are , demanded of her. in the House of Commons the debate was continued on the'reform bill, but - a division walknot likely to occur for several days. Head Centre Stephens has beenteasted by the Marquis De limey, in Paris. Mr. Peabody is a passenger on the Scotia. He was warmly cheered on - embarking at Liverpool. The ship C. E. Stotterfohdt, from London, for Philadelphia, was at Queenstown. The Portuguese Chamber of Deputies has approved the contract for -a telegraph to America by the southern route. - The liabilities of Barnard'aDanktng Com pany; of Liverpool, which suspended on the 19th, are estimated at R3,125;000, but a favor able liquidation is expected. It was feared some large failures would result in Liverpool, but it is stated that temporary embarrassments will be sur mounted. AUSTRIA AND PBXS/41A. Up to the night ofthe 20th of April a be lief in the pacific adjustment of the German difficulty grew stronger. The telegrams spoke of concessions by Austria, and there were other rumors leading to a conviction that peace would be maintained. The funds in.Englami and on the continent had materially improved under these pacific in fluences. The Times of the 21st, however, an nounced that it had received news that • on the previous day the Emperor of Austria and Count Mens dorff, against the advice of some of the other members, resolved to withdraw Count Bar°lir, the Austrian Ambassador, from Berlin, which decision being made known to the Prussian Minister in Vienna, it was expected he would depart immediately. It is added in explanation, that Count Mens dorff, on receiving the Prussian answer of the 15th, telegraphed to Berlima repetition of the Austrian demand of the 7th, and re ceived a.fresh refusal on the 14th. Hence a council was held and a bold coarse adopted. The. Times believes this action is to be followed by significant military movements, viz: The withdrawal of the Austrian troops from Holstein, where they are held in check by the superior Prussian forces. This would enable Austria to assume the offensive, and the Times says the abandon ment of Holstein by Austria wig be re garded as an act in anticipation of war and will cause a general alarm. It does not, however, consider the war inevitable. There is great activity reported in the Austrian navy, all vessels being prepared for service. There are apprehensions of 'fresh disturbances in Spain and Jassy. Latest via Queenstown. LrvmarooL, April 22.—N0 news has yet been received of the missing steamer City of Washington. The steamer Washington arrived at Brest on the 19th. The Globe is authorized to state that the Government has received no information warranting a belief in the statements pub lished by the Times announcing a rapture of diplomatic intercourse brtween Austria and Prussia. The Viennajournals reassert the pacific arrangements between the two countries. The Frankford Diet has made a declara tion of a peaceable character. The Paris Bourse closed firm. Rentes, 437.65 f. l'Ams, April 21st.—A telegram from Vienna confirms the news that Austria, in replying to the Prussian note of the 15th, has submitted propositions for mutual disarmament. The proposals are as fol lows, viz.: Austria and Prusia shall each restore their military establishments to the status quo which existed prior to the late defensive measures. That the 24th of April be the date for the 'mutual disarmament. Austria consents to disarm on that day, and is even willing that Prussia should disarm only on the26th. The Austrian proposition is said to have been communicated to Paris and London; where it has been cordially approved. VIRANA, April 2L—At the next sitting of the Federal diet a communication will, it is said, be made announcing that the ques tion of disarmament is in a fair way for set tlement. `AUSTRALIA. W., April 30th.--On San day afternoon a fire broke out in the tailor shop of James Miller, destroying three shops and nearly the •whole of Front and Claremont streets. No. 56.—8 y a joint resolution of the Legislature approved May. 16th 1861, it was provided that the Go vernors procure regimental standards for all the regiments formed or to be formizid in Pennsylvania, upon which shall be in scribed the number of the regiment, and painted the arms of the Commonwealth ; that all their standards, after the present un happy rebellion is ended;shall be returned to the Governor that they may be carefully pre served by the State, etc. On the fourth day of July next these regimental colors will be formally received by the Governor in the city of Philadelphia, in accordance with ar rangements made by the committee appointed for the purpose, to be deposited amongst the archives of the com monwealth, there to be sacredly preserved and cherished as emblems of the patriot ism and devotion of her sons,dead and alive to libel ty and the Union, the solemn and eloquent record of her high appreciation of their heroic ser vices in the field as znomentees of brave men and noble deeds. All persons liable, therefore, are advised to be pre tend te render the asaessment lists promptly, within ays from the first of May, in accordance with the requirements of the revenue law, which will be more rigidly enforced than in previous years. Assistant Assessors are required to complete and de. liver their lists to the Assessor within thirty days after the first of May, and in order to do this, tney will be compelled to spend much less time than has hereto fore been demanded of them in assisting individuals in making up their income returns. Individual tax pay ers should, therefore, carettdly make up their own re tnrns upon the blanks furnished them, which can be obtained of each Assistant Assessor. .A prompt and faithfat return by tax payers will:not only relieve assessors of much heavy labor. but also of the duty Imposed by law upon assessing delin quents, and Reding a penalty to them returns. Any person, guardian, or trustee who obeli neglect or re fuse to make and render such list or return, or shall render a false or fraudulent list or return to the As sessor or Assistant Assessor, after ten days notice, will be liable to be assessed by the Assessor, according to the best information be can obtain by the examina tion of such person, and his books and =COMM, and is required by the law to add a penalty of twenty-RIM per centum, and in all cages of 'a false or fraudulent list or return having been rendered, to add one hun dred per centum penalty. It snould be remembered by all persona making in come returns, that Income from all sources mast be included, as there is absolutely no exception provided for in the revenue law. Fall credit, however, is given for all national, State. county and municipal taxes paid within the year, and sections 116, 117, pages 70,71, of the Internal Revenue Law, provides that only one declac:ion of six hundred dollars shall be made from the aggregate Incomes of all the members of any family, oomposed of parents and minor children or husband and wife; also the amount paid by any per son for the rent of the homestead used or occupied by himself or his family, and the rental value of any homestead used or occupied by any person or by his family, in his own right or in the right of his wife.
