lOLOSE OP "lESTERDAY'S PROCEEDINGS.] - '' The morning hour expired, and the Senate took np the House bill in relation to habeas eorpus. Mr. Nye (Nevada) moved to postpone the above named bill; for the purpose of taking p the bill for the relief of certain naval con tractors, which was pending yesterday. The vote resulted, yeas 17, nays 14. So the trill for the relief of naval contractors was . taken up. The pending question was upon Mr. Grimes's amendment to add to the par. ties recommended by the Naval Board, ap pointed under resolution of March last, twelve percent. on their original contract, price. Pending the consideration of the above, the Senate adjourned. HOUSE.—The bill to reorganize and estab lish the army of the United States was taken up, the pending question being on the mo tion of Mr. Davis to amend the fourth sec tion by striking out that part relating to the Veteran Reserve Corps, The debate on this subject was continued for over two hours. • Finally, Mr. Schenck moved the previous question, which was seconded, thus.bring jog out of the section the clause inzeference to the Veteran Reserve Corps. „", The vote was taken by yeas and nays, and resulted in yeas 39, nays 84, so the amend ment was rejected. There being no further amendments offered to the fourth,. section, it remains in . th e _ same terms as telegraphed yesterday. The House then proceeded to the consider • ation of the fifth section, which provides for the mode of officering the infantry regi v. • merits. A number of amendments were te • offered to it, and some were adopted, On motion of. Mr. Conkling, evening ses • alone were dispensed with until otherwise ordered. - • The House, at half-past four o'clock, ad. owned . • From New (means and Mexico. ils -4 NEW ORLEANS, April 17.—There is much alarm about the levees from high water. It . • is feared the whole lower Mississippi will be , overflowed. The heavy rains have injured the cotton seed, which was poor, and much land will have to be replanted. The wife of ex-Governor Harris, of Ten nessee, is here, bound for Mexico. She has a letter from President Johnson, saying, that no passport is necessary, but the Pro vost Marshal has required one. Emigrants to Mexico are numerous. Several new steamers are advertised for Vera Cruz. An agent is here soliciting subscriptions for. Lee's professorship in Washington Col " lege, Virginia. West India vessels have been relieved from quarantine. The total deaths for the week have been 160, There is no tendency to any particular disease. The: city is perfectly healthy and crowded. Brownsville advices say it was reported there that the Liberals had captured a wagon train between Parras and Monterey, with two hundred thousand dollars. and bad killed and captured two hundred French soldiers. The train contained about one hundred and fifty wagons, and left Monterey about the Ist of April, with sup plies and money for Matamoras, and guarded by fourteen thousand Imperialists. Jeningros, Trevanee and Paroles, with bout two thousand four hundred Liberals and Navajos, with Liberal cavalry, left Carmargo on the 3d, and intercepted the . train. Melia had left Matamoras, to meet ~the approaching small column. Er Mamo ru is amply provided for any attack. - The Cftrier says it 1e rumored the train has already been attacked and captured, twelve miles above Matamoras, and that - I.ltiji4 had been defeated, and that Matsui°. ras will be attacked to-day or to-night, and that Bagdad has been taken, but none of these reports are reliable. The Ranchero speaks encouragingly of General Syltis' (Sic.kles?) administration on the border. The Msttamoras Ranchero of the 13th says, the Imperial forces had arrived at Cherco. Eseobado on Sunday last was twenty .ltwo leagues from Matamoras. A short distance beyond that point Canales en deavored to dispute the passage of the _fin , rialists, but Lopez's regiments reaulsed him, killing twenty-two and woudring a large number. Two hundred wagons ac companied Jeningros' expedition, provided with every requisite for a thorough and -• active campaign. A special train leaves Monterey soon, under Treanis, for Mate . itiOrafil. ' General Mejia is now with Jeningros ar ranging plans for opening the campaign. No fears are entertained for Matamoras. The city is impregnable against any attack. Victoria, Saltillo, Monterey and Chihuahua are fortified. Escobado, Canales and Cor lines appear to be operating independent of each other. Canales is up the river; Cor tines is between Matamoros and Victoria; ...FM9bad9 withdrew in the direction of DaCores. GALVESTON, April 15.—General Gregory 2403 . retunled from his tour in the interior of P rextis. He reports the plantations work successful, and the crops will be the largest ever raised in the State. Commissioners leaVe Galveston to-day to report the new Constitutien and Convention ordinances of the President. • The post of Port Hudson will be broken up, and the works dismantled. The Fifty - sixth Ohio veterans, the Eighth Pantry and Nineteenth Pennsylvania Cav alry have'arrived for muster out. The Methodist Conference is disctiSsing the Daggatt case with closed doors. The first race to-day, mile heats, was won by "Sarah K.;" time, 2.60. The second race, three miles, was won by "General Rous sean;" time, 6.41. Mayor Monroe and Alderman Nixon have gone to Washington for a pardon. Beauregard has been elected President of the New Orleans and. Jackson railroad. Wreck of a , Bindson Bay Steamer. SAN FuAactsco, April 16.—The *Hudson Bay Company's steamer Labohchere t Cap tain Mallet, which sailed for Victoria on Saturday, was totally wrecked off Pgpint . • Reyes. She struck - a reef on Saturday evening about 10 o'clock. After backing off into deep water she was 4 run all night, under the impression that she was not materially injured, but she sunk on Sunday morning, at, eight o'clock. Two men aresaid fo have been drowned. tithe others were landed at Point Reyes, the light boats and a raft which had been constructed on the vessel. The steam tug Rescue goes after the pas canna an.] crew this morning. The Labouchere took a prize at the Great Exhibition in London in 1661, This wab her second trip to Victoria. THE MANAssAs GAP RAITYROAD.--The stockholders of the Manassas Gap Railroad Company, at their recent imeeting in Alex andria, elected Edward Marshall Presi dent, and Tact Brewer and. H. L. They:paised a resolution author izing the President and Directors to negoti ate a loan of-;$1,240,000 to continue and re establish- the old line, and continue it from Alexandria to Strasburg., and to execute coupon bonds, with eight per cent. interest; to be secured by a mortgage on the franchise and rolling stock. A MOVEMENT TO DIVIDE TENNESSEE. The people of East Tennessee, disgusted by the conduct of the "bolting"members of the State Legislature, and believed that central and western Tennessee have interests to ,distinct from that section, are agitating the question of a division of the State. A writer in the Jonesboro' (Tennessee) Flag asserts that he has talked with a large num ber of citizens and finds them almost unani mous for the measure. STREET LETTER BOXES.—Some ingenious thieves in London have found a way of plundering pillar letter boxes. A bag fitted with a spring is fitted into the slit of the box, and into this, instead of into the proper re ceptacle, the letters which are posted fall. A postman found one of these ingenious ap pliances on a pillar-post near Belgrave Square on the 17th. The spring had broken or become disordered, so that the bag could not be withdrawn. 1866., SPRING. 1866 EDMUND . -YARD 617 Chestnut and 614 Jayne Streets, ESEPORTERS AND JOBBERS 01?
