Circular Letter from the President. The President has just issued the follow ing circular to heads of Department in re ference to appointments to office: It is eminently right and . proper that the Governmant of the United States shall give earnest and substantial evidence of the just appreciation of the services of the patriotic ?men who, when the life of the nation was imperiled. entered the army and navy to preserve the integrity of the Union, defend the Government and maintain and per petuate unimpaired its free institutions. It is therefore directed— First. That in appointments to office in the several Executive Departments of the General Government, and the various =branches of the public service connected with said Departments,. preference shall be given to such meritorious and honorably discharged soldiers and sailors, particularly those who have been disabled by wounds received or diseases contracted in the line of duty, as may possess the proper quali fications. Second. That in all promotions in said Departments and „the several branches of the public service connected therewith,sach persons shall have preference, when equally eligible and ,ualitied, over those who have not faithfully and honorably served in the land or naval forces of the United States. ANDREW Jouxsox. Executive Mansion, April 7, 1866. From New Orleans. NEW ORLEAAS, April 7.—Agreat crevasse is reporied at Cheyennes levee, West Baton Rouge. The whole parish is overflowed, and it is feared that extensive damage has been done. The crevasse below the city is being re paired. The rear of the city is flooded. The British Steamship Company and merchants are drawing up a memorial for deepening the ocean passes. They call upon the Western Chambers of Commerce.and the Federal Government for aid. The for eign trade has outgrown the former channel, ships of the heaviest draft being necessary. The Methodist Conference has received a despatch from the Methodist Assembly in New York, asking for a Union of prayer on Sunday in both cities and throughout the United States. It was accepted and a reply sent by telegraph. The British steamer Sphynx has arrived at Bagdad. Cortinar! camp has been broken up at San Fornada. 'the imperialists are in pos session of Monterey, Laredo, Piederas, Ne grase, and all the towns in those vicinities, General Scott left this morning, on the steamer Guiding Star, for New Yor, some what improved in health. N. Seveilly, Postal Commissioner, has also left. From Fortress Monroe. FORTRESS MoNuoE, April B.—The schoon er John Henry, from Washington, D. C., for Norfolk, with a cargo of lime and coal, was found abandoned in the bay this morning, and was brought in here leaking. All hands were eaved. The steamers Norfolk, for Philadelphia, State of Maryland, for Baltimore, and a large fleet of vessels are detained here in consequence of a violent northeast storm. FORTRESS MoNuor.. April 6.—The steam er Fountain sailed for New York to-day. The steamer Ocean Wave has sailed for Mobile. SAN FRANCISCO, April 7.—The Mexican Consul Godey contradicts the report that General Ozagon has proclaimed himself President of Mexico, and confirms the ac count that he sanctions the decree of No vember 8, extending President Juarez term of office. The Bank of California is about to increase its capital stock five millions of dollars. Its present capital is two millions. The Rochester Bank Panic. ROCHESTER, April 7.—The bank panic is over; The run upon Mr. Powers' bank has ceased. He paid out SSO,OOO and took in from depositors .$40,000. He received $lO,- 000 more in currency from New York to day. Mr. Raines has resumed business, the assistance tendered him having enabled him to go on as before and to meet all de mands, which he now proposes do do. The assignees of Ward Lk; Brother are preparing to pay a percentage to depositors, and will continue to do so till all their erects are disposed of. From California. SAN FRANCISCO, April 7.—The total army expenditures for the Pacific coast for the past quarter is $2,817,958. Receipts from customs for the same period, $2,536,852; from internal revenue, $59,156,900. Mining stocks stronger; Ophir, $752 50; Savage, $1,066. Hale and Norcross, $935; Chollar Potosi, $387 50; Crown Point $1,405; Belcher, $355; Imperial, $138; Bullion, $119; Legal Tenders, 78. Some anxiety is felt at the non-arrival of the steamer Ajax, from Honolulu, now six days overdue. SUICIDE OF Ex-Gov. BIGLER'S SON.—The Clearfield Journal of yesterday says : "In telligence reached this place yesterday (Tuesday) evening of the death of Reed Big ler, eldest son of ex-Gov. Bigler. Some two weeks since he went down the river on a raft, as far as Lock Haven, where he arrived sick of fever, but was getting better. Foie several days previous to his death he showed signs of mental wanderings, superinduced by his disease, yet no fears were entertained of his speedy recovery, as be was going -about. On Monday, between 1 and 2P. M., he_went to his room, opened a trunk, took out some clean clothing, and it would seem, .after having done this, being attacked with mental aberration, he took his pistol and shot himself—the ball entering the mouth t and lodging near the brain in the back part .of the head. The report of the pistol aroused • the inmates of the house, who hastened to room, where they found him sitting on the bed—the pistol lying in the trunk. He :asked several persons, as they entered, what was the matter—all the while bleeding pro . basely. He soon became faint from loss of blood, and expired some fifteen minutes -after the occurrence. This sad event cast a gloom over the entire' community, which sincerely sympathizes with the deeply afflicted family on account of their sudden and unexpected bereavement." PROPOSED IMMIGRATION FROM MADEIRA. —The Department of State has received a despatch from the United States Consul at Funchal, stating that a vast number of poor but honest and hard-working laborers of the Island of Madeira, who are skilled in (the raising of cereals, the vine, sugar cane, and in gardening, are desirous of emigrat • ing to the United States, but have not the means for , accomplishing that object. He expresses the belief that if one-half of their passage could be advanced to them by par ties in this country, on a contract under the act to encourage immigration, to repay it in labor, at least one hundred thousand of them would be prepared to leave immedi ately. LAND OFFlCE.—Returns received at the General Land Office show that in the month of February 4,493,023 acres were taken up at the Oregon City Land Office, in the. State of Oregon, for homestead actual settlement, besides which a number of cash sales were made. The Late General Williams. „ - HEADQUARTERS MILITARY DIVISION OP THE ATLANTIC, PHILADELPHIA, PA., March 30,1866—General GYders, No. 7.—The Major General commanding, with deep grief, an nounces the loss of Brevet Major General Seth Williams, Assistant Adjutant General of this division, who died at Boston, Mas sachusetts, on the evening of the 23d. of March. General Williams was born in Maine, ap pointed a cadet to the Military Academy in 1838, graduated in 1842, became First Lieu tenant of Artillery in 1847, and served through the Mexican war, winning the bre vet of Captain for gallant and meritorious conduct in the battle of Cerro Gordo. In September, 1850, he was appointed Adjutant of the Military Academy, where he re mained until 1853, when he received the ap pointment of Captain in the Adjutant Gene ral's Department, in which he was succes sively raised to the rank of Major and Lieu tenant Colonel. In 1861 he was appointed Brigadier General of Volunteers, and in 1865 brevetted Major General. ilhe public services of the deceased, in connection with the Army of the Potomac, from its organization to within a few months of its mustering out, at the close of the war,' are too, well known to require recital. There was hardly an engagement in which he did not take part; there is not a portion of its records or written history that does not bear witness to his ability and fidelity; and to its officers and soldiers he was especially en deared by a never-failing patience and kindliness of heart, that made no labor irk some that could promote their interests and welfare. The General Commanding feels that this official notice is due, not only to the public career, but to the private virtues of this dis tinguished soldier, and that in him the country has lost a faithful servant, and the army a valued associate and friend.
