Pennsylvania Legislature [cLosn OP YESTERDAY'S PROCEEDINGS. SENATE.—The following bills were passed ttnally : Providing for introducing a sufficient slit ply of fresh and pure water into Philadel phia. For the protection of farmers against the ravages of wild cats in Dauphin and other counties. A supplement to an act incorporating the Susquehanna and Delaware Railroad Com pany. The bill equalizing the territories and tax bles of the Twentieth and Twenty-first Wards was objected to. Also, the one to establish uniform rates of wharfage and other port charges in the port Philadelphia. This last bill completely changed the sys tem of wharfage in the city. The objection to-day defeats it. The following passed: Authorizing the Council of Chester to erect water works, and to supply the city with water. Incorporating the City and County Co -age Company. Authorizing the Van Dunn Oil Company to borrow money. Adjourned until 3 P. M. Afternoon Session.—The following bills ,passed : Onel[incorwating the Germantown Club , Citizens Association. Also, the Needer Gas Company and Hum boldt Exploring Company. Also, a supplement to an act incorporating the Pennsylvania Agricultural Society. Also, a supplement to an act incorporating the Hebrew Educational Society, of Phila delphia. Also, a supplement to an act incorporating theSusauehanna Coal Company. Also, an act incorporating the Home for Little Wanderers. Also, an act incorporating the Chester Creek Railroad Company. Also, an act exempting the St. Vincent School Society, in Philadelphia, from taxa tion. • Also, an act relating to the payment of bounties to veteran volunteers. Mr. Randall 'read and had passed a bill allowing the Schuylkill Navigation Compa ny to close their books between 10P. M. and -1 A. M. Mr. Nichols read and had passed an act allowing the principals in health offices to administer oaths. Mr. Satan read and had passed an act in corporating the State Improvement Com pant• The Senate has also made the salaries of the Judges of the District Court and Court of Common Pleas $4,500 per annum. The Senate has fixed the members' pay at $7OO, and the House has fixed it at $l,OOO. A compromise will probably be made between them. HOUSE—Afternoon Session.—The follow ing bills were considered:—An act repeal ing the five per cent. commission exacted by the Philadelphia Receiver of Taxes was passed, having been so amended as not to apply to the present Receiver of Taxes, An act legalizing the election of certain Councilmen of:Philadelphia was opposed by Messrs Quigley and Donnelly, and favored by Messrs. Freeborn and Davis. It was laid over on third reading. A supplement to the revenue law was reseed, exempting the banks from all tax ation except that imposed by the revenue act of March last, and from local real estate tax, and allowing such as comply with the law to fix their legal rate of interest at seven per cent. The Case of a Blockade Runner. The President has transmitted to Con gress papers relative to the claim on this Government of the owners of the British ship. Magicienne, captured in 1863, by the - United States ship Onward, and sent into Key West for adjudication, upon the sup position that she had, in violation of the blockade, sailed from a port in the pos session of the insurgents, pursuant to a de cree of the District Court of the United States, at Key West, butthe owners claimed damages for the capture and detention, and this claim, though as the Secretary of State says, unquestionably just in principle, seemed ,to him as first presented by the Britis --Minister, to be exaggerated in amount, and the proposition was conse quently made to Lord Lyons to refer the •question as to the sum properly due to an informal arbitration. The proposal was ac cepted, and the award of the arbitrators is eight thousand six hundred dollars. An appropriation of this amount is recom mended to Congress. From Fortress Monroe. FORTRESS MONROE,ApriI s.—The steamer Eliza Hancox, Captain Shutes, arrived here this morning, from Galveston, Texas, hav ing touched at Key West and Charleston, S. C., to obtain a supply of coal. She re ports having encountered a heavy blow in the gulf, and having passed, on the 2Stli t ra large propeller . steamship, supposed to be one of the steamers running from New York to New Orleans, ashore, about five miles below Carrysfort light, with her foremast gone and the wreckers making towards her. The Hancox was inside the reefs, and as she -had no pilot on board could not find the way outside and was consequently unable to .render her any assistance, The steamer Fountain, from Charleston, S. C., bound to New York, arrived here to day, short of coal. The weather improved to-day, and a por tion of the fleet of merchantmen which lave been lying in the harbor sailed for their various destinations. From Trenton. TRENTON. April 6.—The Legislature ad journed to-day at noon. Before the ad _Jourment, Mr. Scovel made a speech defin ing his position. He said he was then and there ready to go into joint meeting, and in addition to the candidates already named, he suggested the names of ex-Governor Newell and Brigadier-General McAllister as candidates for the Senatorship, for whom he would gladly go into joint convention, aven before the adjournment. There is some talk of an extra session to choose a Senator. The Republicans held a caucus this afternoon. Both Houses ad journed with much good feeling. The •Governor has not yet signed the West Basin bill. Financial. ROCHESTER, April 6.—The bank panic in this city continues. A Karnes, private banker, who did not do a large business in , deposits,• suspended to•day for want of cur rency. His friends are confident he will soon resume payment. A run was made all day on Powers' banking office, but rio impression was made. He has plenty of :money and will keep open until 9 o'clock to-night, and will open again at six tomor row morning to satisfy timid people. NEW YORK, April 6th.—lt appears that Beatty Brothers .& Co., who suspended yes terday, were not defaulted by a member of - the firm, but by an uncle of one of the mem bers. Marine Disasters. BOSTON, April 6.—The schooner Cornuco pia, at this rort from Barbadoes, March 15, reports that a large steamer had arrived there, having on board Captain Hatfield and the crew of the British ship General Wil liams, from Liverpool, December 24, for Bostom - which vessel was abandoned in a sinking condition. The wreck was Set on fire before the crew left her. The - General Williams ! had an assorted cargo of valuable merchandise, and was consigned to Witmer 15t Co., of this city.' Coal Statement.
