Motions ..to strike out York and Union counties' were lost—the former by a vote of 42 ayes to 49 noes, and the latter by 41 ayes to 46 noes. Mr. Boyle moved to make the bill a gene ral one, which the Chairman ruled oat of order. At the hour of 1 the House adjourned. The Navy. The Secretary of the Navy, in a letter to Mr. Grimes, Chairman of the Senate Naval Committee, suggests the initiation of legis lation to ameliorate the condition of seamen; that their condition in the merchant ser vice is more deplorable than that of any portion of our countrymen, and addresses itself to the consideration of the humane and patriotic for reformation, but admits that measures for their relief do not legiti mately pertain to the Navy Department. He says that the man-of-war's men have courage, patience and endurance, will and obedience in a remarkable degree, and that his defects are attributable to the neglect of the Government, which holds out to the en listed man so few inducements to excite his ambition, leaves him without education, re ligious instructii n, expectation of promo tion provision for old age, or for the sup port:cilia wife and children, and consigns I 'him in his last days to the hospital or naval asylum. • He recommends the establishnient of a home, for their declining years, or an allow ance or retired -pay after twenty years in service. To secure something of the intel ligence, trustworthiness and sobriety of those who volunteered for the war, he would have established school ships at the princi pal seaports, where they may be taught the. rudiments of an English education and the duties of a sailor. Of these, about sixty should, each year, be transferred to the Na val Academy ; those next in proficiency can be made warrant officers, and the third grade can be made petty officers, the re mainder sailors. This will open to appren tices the highest honors in the naval service and invite a better tines of boys to enlist He maintains the great superiority of this over the present system, among which only one-fifth are successful, and the remainder leave the service after putting the Govern ment to much expense. He explains the failure of the law of 1837, from its commit ting the Government to the anomaly of educating boys for the naval service with out any place or promise of promotion. Under It a few of the brightest were selected as midshipmen, but meeting prejudices. in cident to radical changes in any profession, they dropped out of the navy in disgrace, and the tradition came down that it was impossible to make an officer of a sailor, but some of them afterwards attained dis tinction in the merchant service, and others made an honorable record as officers of vo lunteers in the war. The Secretary expresses his belief that this prejudice is passing away, and that the legislation proposed will elevate a class - upon whom we must greatly depend for our prosperity and welfare. From Easton. EAsToN, March 28.—The trustees of La fayette College met to-day and organized a scientific course. Mr. A. Pardee, of Hazle ton, gave $lOO,OOO and Mr. William A. Da vison, of Philadelphia, endowed the chair of chemistry. Among the new Professors elected were Rev. Geo. Dunkin, D. D., late President of Washington College; Rev. Henry Osborn; LL. D., formerly of Roan oke College; Professor Thomas Porter of Franklin and Marshall College, Lancaster, Fa.; Rey. Dr. Burrows, President of the San Francisco College, California; Professor C.H.Hitchcock,of Amherst College; and Ma jor H. T. Lee, Fourth New York Artillery. The citizens of Easton subscribed the funds to erect the additional buildings required. The Arctic Voyager Hall. NEW YORK, March 28.—An opportunity is now offered to the friends of Captain C. F.
