England, ever since the rebellion was crushed, has been trying her best to be -31aTe respectably towards this country. Parliament and the press have been say ing pretty things about us, and this thin profession of friendshiphas been enough to xnake many people believe that there ,has beerLa great revolution Of feeling .abroad towards this country. The idea is about as well founded as the theory that the South has become auddenly -We.have the lame friends and the slime enemies in England to-day' that •we" , had when tlr war began,, neither•more nor less. The only differ ence is that it is not as convenient to manifest an open hostility now as it wasl then.. It has become the safe policy to have the ;United States for EC - friend, and so long as the need for such a policy continues, England will try her best tio maintain an appearance of good-will to wards us. But it is hard to keep up appearances always, and those who watch ,closely . will see the uncomfortable mask, now and then slipped aside just long enough to enjoy an occasional , . matural• breath. We are 'reminded of this relation of England to the 'United States by a long letter from "Our own Correspondent" at Washington, to the London Tinzes. This effusion • occupies three columns of the "Thunderer," and is a regular, old fashioned tirade of abuse against Congress in particular and Washington at large: To the eyes of , the amiable, cockney, who caters for the Times, the streets of Washington are `filled with the "traditional type of the American." "The long, , thin, bony Lace, yellow as parchment, moody and sullen in expression, with a tuft of thickicoarse hair on the chin, and a plug of tobacco in the eheek, is all over the `'The highly cultivated critic of inerican affairs is shocked with the; capitol, which looms up - before his exalted_ vision as "unsightly, irregu lar• and clumsy building," crowded with , people who prowl about in the, "un-' wholesome, and disagreeable tempera ture," breaking off speelmens of the bronze doors, admiring "hideous' busts of Mr. Lincoln," and "gigantic .and "grotesque casts of `Liberty.'"':Congress is described with a miserable flippancy, which will delight John Bull, but give him a thoroughly false • .notion of the able and patriotic body now assembled in Washington. The reception of, (len. Sherman and one or 'two other general officers is debignated.- as "fits of hero , worship" which have 'been repeated until the House has grown' "tired of soldierg.". Most of the speakerg in_ Congress ' are "dreary and tedii ous," the . beeches • consist of "stilted • sentences and stale - declaratiens,'i and "inthe present debates on, the Smith; Pontius Pilate or Judas Iscariot are sel. , •••dom- Out of-the-- cliScussions tWenty-four. • hours together." perhaps the moat --itd O uloni`Of all the nonsense printed by swallowed _by* readers is theass.ertiontliat 'sit' is very • 'Beldonsi-indeed, that any member of the .3 1 0 11 SeMMUXOS:upan :hum0r . ....,_ The .de r :b • ates'are always dreadfully' sedoli, scarcely, a sentence`is, ever uttered calcu „, late& to raisea smile Sarcastic speeches ''are also little kinoWn;:and a brisk im ,promptu diecnssion - '_has . not risen once AO - ring this session.'? We published in the I3I7LLETIN of yes terday an aceount, ‘dopied frame the Bos ton 'Post, of-a wicked murder that had been committed;in'Boston, by a young man named Moran... The victim was a girl:named Kearney, and the provoca tion to the commission of the deed was the fact that the girl knew of a crime 'that ,the'Murder& had committed"and -the latter desired 'to get her out of the way to prevent her disclosing the know ledge she possessed. The girl's state ment, made:to her father before the murder, was 'to the effect that she' had gone into Mortat's room, sometime since, and seeing an open letter lying upon the table, she read it and found that it was froirt a ruin 'maned Melloy, and that it referred to a robbery committed by Melloy and Moran in Philadelphia, by the garotting process, last summer or fall, which had resulted in the death of the man garotted. MOrali had fled' to Boston without any portion of the booty obtained, Melloy having secured the whole of it. Moran, upon learning that the girl had read the letter, destroyed the latter and made her swear never to disclose its contents: Within' a few days he murdered the girl to make sure of her slience• i but his double crime availed him nothing, for she had already dis closed her fearful secret. There can scarcely be a reasonable doubt that the crime referred to as having been committed in Philadelphia was the gagging and murder of James Needs, the colored porter at White's Dental Depot, Arch street, below Sixth, in Oc tober last. The crime was known to have been committed by two men, who fled after robbing the place of plate gold and silver, &c., to the value of about two thousand dollars. As the property stolen would have convicted the murderers and robbers were it found rpon their persons, it can easily be understood why Moran carried away no portion of it, leaving the whole in the hands of his accomplice in ime, to , be be melted up, when his shai4 could be sent to him in currency. It would form a curious page in the annals of crime if the Arch street mystery should be cleared up through the Boston crime, and if the accomplice of Moran should be brought to justice. There is a reward of $l,OOO offered by the Mayor of the city and the Messrs. White for the detection and arrest of the murderers. This sum should act as a stimulant to the detectives in their efforts to accomplish the desired end, now that a fresh clue to the mystery has been obtained. ..NIGGERS" IN SOU THERN RAILWAY A' correspondent of a New York: cotemporary, who is making a tour of the Southern States, in a recent letter gives a whimsical description of a train on a railroad in North Carolina, from which", we clip the following para graph : , "There is genarally one par allotted to the ladies, which is sacred against the invasion: of the devotees of "Tobaccus"—a new god,' cousin German to old. Bacchus; to be found particularly south of Richmond. Some.: ti es there' , is another car in which sillokers ride and enjoy themselves without reserve; and t' ere is always at least half a car devoted' to the "wards of the nation." One thing noticeable is the fact that- the antipathy to the negro.* as a race, for: which many seem' to think the South N peculiar, is seldom discovered on a.railroadi trip. Nurses and body servants alinost always oeeupy seats , with-- their masters; and mistresses, and no objection is ,:raised by any one, except perhaps, Northern cop-; perheads," - The last 'sentence hits the nail pre-; eisely - upon the head' and clinches it. ; The prejudice- against decent colored; persona in railway cars is not of Southi ern growth, as every one who has traveled in Dixie will bear witness to; nor.does it exist in the, more remote Torthern and - Eastern States r 'where an independent publie opinion regulatea matters without regard to petty predju dice. 'lt flourishes hereabout in more vigor than elsewhere upon the contii Jaent, outside, perhaps, of Mackerelville; 'and it is simply a growth of the .old cringing servility that • was willing to sell principles along with dry goods and hardware, and that wuuld bow the neck humbly to snubs thatAales of shoes ind hate.might follow snubbing. A certain @rtes . of _Philadelphia - Merchants argued that the, - South oppressed the black man the, oppression. of the colored in., dividual. at the North would , be agreeit. hie to Southern • customers.
