The drollest revolution ever recorded is that which has just taken place in the Danubian Principalities, united under the title of Roumania, by the treaty of Paris of 1856, the union being afterwards sanctioned by Turkey. In January 1859, the electoral assemblies of the two Prin cipalities chose as their sovereign a cer tain Colonel Alexander John Couza, with the title of Prince Couza, Hospodar of Roumania. He took possession of ' his government, and for a time things 'went smoothly. But he became ambi tious, and undertook to play the part of - r• Louis Napoleon. There were gradu al encroachments upon the constitutional rights of the people; then usurpation, and finally he imitated his model by a coup d'etat on the 14th of May, 1864, re fusing to sanction a new, electoral law, and dissolving the assembly. • - ' Sincithat time the Prince has carried ..-. things with a very high hand, depriving the people of one right after another,till finally his government became a com plete despotism. Among his offensive acts was the.,repeated arrest and iinpri sonment of a journalist named Rosetti, who had thus become so entirely ruined in fortune that he was no longer thought dangerous. But the man quietly organ • ized a society of a few hundred civilians and soldiers, who kept their secrets com pletely, for the Prince had not the slight.. est suspicion of them. At two o'clock on the morning of the 23d of February, the Hospodar went to bed in the palace. A quarter of an hour afterwards a party of forty or fifty of the. conspirators, beaded by Gregoire Serrurier and Stau •Popeseu, were admitted by the officer on guard, and proceeded to the bedchamber of the Prince's brother-in-law, Lam brino, who was also in bed. Waking up, he called out to his visitors, "what do you want; you wretches?" Coma, who was in the next room, took the alarm, and tried to barricade his door, but it _ s was kicked open, and his highness ap peared in great terror and a night shirt. Serrurier said to Shim, ‘.' we do not want your life; but in the name of the Roumanian people, who named Alexander John Couza sovereign prince of this country, we come to order you to sign your abdication." He signed it with out a word, and then dressed himself, being assisted by Serrurier and Popescu.. He was then put under guard, as were his ex-ministers at their homes. The princess, his wife, was respectfully con - ducted to the house of a friend. At day light Bucharest was occupied by the whole army, except one regiment of Moldavian lancers, of which there were doubts. A proclamation announcing the abdication was issued, and a provi sional government was created. The "A . legislative chambers met, the abdication was accepted, and the Count of Flan ders, brother of the King of the Belgians, was chosen Hospodar, with the title of Philip I. There was immense joy and enthusiasm'among the army and the people at all these proceedings, but not an act of violence or disorder of any kind. The ex-hospodar was allowea to leave Bucharest without molestation. R e ac cepted the situation without even a pro test, and went immediately to Paris. The Count of Flanders, it appears, de clines the honor offered to him, and the Motunanians and the great Powers are looking about for some Other- available person,'Russia, favoring the ,Dake - of Leuehtenberg, who if i : Et Russian prinee. - But_ Turkey and some 4)f the , other powers object to him, and there is a little bad-feeling on thesubject. Indeed, there is considerable me*ement of Rus sian and Turkish troops , on `the respec tive borders, and 'there are apprehen sions of Serious (cVaculty, and perhaps war. Bat whatever may be the result, this night-Edakt.abdicationof a sovereign prince will make it laughable pAge in history. CIVIL BIGHTS. We are glad to see that the question of the right , ofall citizens to ride in the street cars of Philadelphia is at last to be tested and settled. In the Court of Nisi Prius a case was presented yesterday for this purpose, a suitteing brought by a colored man againtgtthe Fifth and Sixth Streets Railway company for ejeethig him from their cars. The case was submitted:to Judge Thompson by Mr. Gibbons upon several law points, which, with an ami cable understanding, the judge declined to decide, thus sending this important question to the proper and final tribu nal, the Supreme Court of the State. It is a remarkable thing that such a ques tion as this should be an open one in Philadelphia at this late day. It seems very strange that here, where the hu mane policy of 'William Penn has left its impress upon all our institutions and given the general tone to our whole so ciety, this most un-Friendly prejudice against color should have outlived its existence in every other city off' the Union. Philadelphians who care for the honor of their native city are put to the blush whenever they visit New York - or Boston, or any other Northern city, by seeing how far ahead of us, in this particular, are all other parts of the country. It was bad enough before the war to allow our selves'to indulge in the narrow preju dices of by-gone days; but now, when these proscribed citizens have proved their loyalty and their manhood on the battle-field, it is humiliating to think that the city which sent ten or twelve full regiments of colored troops to the front should stand alone in a mean and bigoted denial of their most palpable civil rights. We wish this state of things could have been corrected without recourse to law. The good common sense of the people ought to have decided it long ago, as it will now undoubtedly be de cided for them. Those who are too strongly wedded to their old prejudices will be comforted with the thought that the law has put its hands, in one way at least, upon our street monopolists. The high degree of unpopularity which our street railroads enjoy will reconcile the most obdurate pro-slavery people to the new order of things. A humorous friend suggested the other day that nothing but the universal odium which attaches to the present mismanagement of the Gas Works had saved Mr. Van Dyke from the natural consequences of his late in solent and ridiculous performance." Not that the people loved Van Dyke more, but that they loved high prices and bad gas less." Upon the same principle the bigotry which would refuse civil rights to a class of our citizens on account of their color will yield to the sense of sat isfaction at seeing the "Board of Presi dents" compelled to do what they have so long and so stubbornly refused. We want to see Philadelphia at least on a par with her sister cities in the devel opment of broad and liberal views, and the proceedings commenced before Judge Thompson yesterday are a step in this direction. SOUTHERN STEAMSHIPS. We call attention to the appeal of the Directors of the Philadelphia and South ern Mail Steamship Company, which is presented in another column of this paper. The amount of subscriptions to the stock is $630,000; but these are on the condition that four lines be estab lished, one to Wilmington, , one to Charleston, one to Sayon.nah, and one to New Orleans. To do this properly, the amount should be increased' to one mil lion of dollars, and the very clear and candid statement of the Directors gives reasons for this that will be satisfactory to all readers. We therefore hope that our capitalists and business men will at once raise the required amount. They have the ability and we are sure that the investment will prove so advantageous to themselves, as well as to the general welfare of the city, that they will never regret it. THE CAMPAIGN LEADER. The National Union party is fortunate in having secured Col. Frank Jordan, of Bedford county, as the Chairman of their State Central Committee. 'Those fami liar with party politics know that an election is often jeoparded and some times lost by the inefficiency or bad judgment of the person filling this post. There need be no fears of Col. Jordan, however. He has experience, intelli gence, energy and thorough devotion to the principles of the party. His selec tion gives great satisfaction throughout the State, and under his leadership,with General Geary for _the candidate, the National Union party will be sure to win a glorious victory in October.
