PORTLAND, Me., March 19, 8.30 P. M.—
The steamship Peruvian arrived here to
;tight, with Liverpool advices of March, Bth,
via Londonderry, March 9th.
The Moravian arrived at Liverpool on
:the Bth, -the City of Baltimore arrived at
Crookhaven and the Bremen at Sonthamp
ten, on the 7th. ,
- GREAT' BRITAIN.
The Atlantic Telegraph'meeting has
:unanimously approved the arrangements of
- tlae'directors for laying the cable this year.
' In the House of Commons, on the 7th, the
:annual bill for the'abolition of church rates
was debated. Messrs. Bright and Glad
stone spoke., in favor of .the question being
.compromised in some way' or other. The
bill was pasied to a second reading by 285
to 252. The announcement was received
with load cheering. It is thought that the
'vote indicates an early solution of the ques
7tiO4, although the present bill will doubt
less be rejected by the House of Lords, as
- usual. . -
The owl' says the American Government
has intimated that it is in possession of full
information as to= the movements of the
Fenians in the United State's,. and will 'not
permit - any acts obnoxious to the British
, Government, of -which its laws - can take
cognizance. Fenian affairs are unchanged.
:Important arrests continue. The Dublin
.Euenan,g Mail says the number df prisoners
committed in Dublin sinc,ethe,suspension
.Of 'the , ; habeascorpue, is one hundred and
seventy-three.
Satterthwaitiiestcircular of the evening of
March 7th, says the 'dealings in American
securities have,been on a somewhat limited
scale. Towards the close of last week there
was a strong disposition to buy Five-Twenty
bonds, and our Saturday prior to the Aus
tralasian's news, they were , bought up to 71,
but have since receded' on - sales' to realize
Profits, dosing at7ol. Railroad shares have
sympathized in the downward movement.-
Illinois Central dosing at 771@781, and
Erie 53/@541.
The Morning Herald says a meeting of
the supporters of Lord Derby was to be
held, on the Bth inst., at the residence of the
Marquis of Salisbury, but the Morning Post
-contradicts this announcement.
D'lsraeli had proclaimed amongst his
friends Ids' rea.dinese to assume the Govern=
,meat, with the obligation of bringing in
his reform bill.
The 'Post now says that D'lsraeli had
made no such announcement.
Official returns of British exports for
.Jinuary show any increase of twenty-seven
per cant: over those of January of last year.
_Ambrica took: by by far the largest portion
of the increase..

The'Frefich Government has 'issued a cir
cular-to all the maratime powers of Europe,
requesting their support to the exhibition of
fishing boats and implements, to be held at
Archacon, near. Bordeaux, in September

GERMANY.
The London Owt,says a German crisis is
imminent. The Prussian 'Government has
41espatched to Vienna a:summons in respect
to Holstein which is as 'peremptory in its
tone as its demands. Bismarck is ready to
lace a war and its consequences, and Austria
must at once take up the
. ga . untlet or yield
- to the pretensions of Prussia in a somewhat
ignoitunious manner.
The Paris Moniteur says a majority , of the
_plenipotentiaries have already been invested
with the necessary , powers to 'attend the
conference relative to the Principalities,
-about to be held in Paris.
The Turkish corps pf observation on the
Danube is stated at over twenty-two thou
sand men. The reserve corps, eighteen
thousand men, is to be stationed at Sebumla.
It is stated that Austria will probably take
,precautioi:uuy military measures in Tran
sylvania and Bukovina (1)

- "We have reason to believe that at the
meeting of the Conservative party, held
_yesterday at the house of the Marquis of
tialisbury, it was resolved that no opposi
tion should be offered to the introduction of
the Reform bill on Monday next, but dur
dng the interval between its introduction
and the second reading, which it was tm
•derstood would be fixed after Easter, the
party would consider what course should
be pursued, and Lord Derby would :take
:another opportunity of meeting his sup
porters.
The Post asserts that public feeling. is
•-dead about reform. •
The 2imes continues to protest against
.dealing with parliamentary reform and
leaving untouched small sores. . -
Sir John Grey's motion for the Irish
Church has been fixed for Tuesday. The
resobition proposes that the Church estab
lishment in Ireland is a grievous wrong to
the people of that country,and its continued
maintenance prevents them from having
-confidence in the justice or in the wisdom of
the government.
Of those arrested in Ireland under the
:suspension of the habeas corpus,-forty-two
axe - Irish-Americans, of whom four have
,been discharged.
The Times says the English funds look
weak,,the market being in fl uenced at
,pre
. sent by the results of the difficulties of the
the Joint Stock Discount Company, with
regard to which nothing further of a definite
,character has yet transpired. The discount
-demand at the Bank of England continues
.heavy, all other establishments being dis
posed to restrict their transactions within
.the most coutious limits.

third reading a bill compelling the aban
.o.ioned oil and salt wells in Venaugo, War
. ren and Crawford counties to be tubed or
plugged.
Mr. Landon read a bill allowing the Courts
tto receive certified copies of military re
, cords in evidence.

One authorizing the Managers of the
:House of Befbge to receive children con-
Nricted of misdemeanor or criminal offence
in the Courtof Quarter Sessions in the East
ern District of Pennsylvania.
Another regulating the mode of elections
in this State.
Another relating to goods, ware and mer
chandise in store and transit, and to make
receipts in bills of lading therefore negotia
ble.
HOUSE.—The following bills were intro

One by Mr. Tho'mas, allowing the Mana
gers of Girard College to indenture lads to
parties residing :outside the State, and to
commit them,, when incorrigible, to the.
House of Refuge. Also, allowing the Judges
to appoint relations of other Judges as Au
ditors.
Mr. Ruddiman presented a bill giving
landlords the right of appeal.
Mr. Sterner, one incorporating the Clear
-Creek Mining Company.
• Mr. Thomas presented a petition, signed
by one hundred and fifty-five pe rsons, in
• favor of the South Street Bridge over the
Sohuylkill river.
Mr. Weiser presented an act allowing the
Lehigh Crane Iron Company to rains - coal:
~Mr. Wallace presented a bill incorporating
the Germantown Club, also, the Mount Airy
!Hail Association,-which passed.
Mr. Weiser presented resolutions request
. lig Congress to equalize taxes on cigars. _

Fronk Cuba and Mexico.
,NEw Yonir, March 19.—The steamship
Manhattan has ,arrived, with Vera Cruz
dates of March . 9, via Havina.March 15. •
The schooner , Mathilda, with three hun
dred and seventy-five negroes on board,had
been,• captured and - brought into Havana.
They had been to Cape San Antonio, and
one hundred of them had been sold as
slaves.. Some twelve- hundred slaves had
been recently landed there: The mortality
amongst 'them was quite heavy, and it is
reported that some eighty bodies were lying
at the Cape, food for carrion crows.
General Dulce hatisent his resianatisn as
Governor. General of Cuba to Spain.
&counter decree of that which required
all captured slaves to be sent to Fernando
Po, has been issued.
The advices 'from the City of Mexico are
10 the list inst. The Belgian Minister sent
to inform Maximilian of the accesion of
Leopold was shot while riding in a dili
gence.
The gunboat Rhode Island was at St.
Thomas. The gunboat De Soto was at Cape
Hayden. A French bark had arrived at
Havana with two hundred coolies from
Macao.
A conspiracy to burn down the Saglo
newspaper in Havana, on the ,night of the
12th, was frustrated by the pollee• guards.
