The Moravian arrived at Liverpool on

- GREAT' BRITAIN.
The Atlantic Telegraph'meeting has
:unanimously approved the arrangements of
- tlae'directors for laying the cable this year.
' In the House of Commons, on the 7th, the
:annual bill for the'abolition of church rates
was debated. Messrs. Bright and Glad
stone spoke., in favor of .the question being
.compromised in some way' or other. The
bill was pasied to a second reading by 285
to 252. The announcement was received
with load cheering. It is thought that the
'vote indicates an early solution of the ques
7tiO4, although the present bill will doubt
less be rejected by the House of Lords, as
- usual. . -
The owl' says the American Government
has intimated that it is in possession of full
information as to= the movements of the
Fenians in the United State's,. and will 'not
permit - any acts obnoxious to the British
, Government, of -which its laws - can take
cognizance. Fenian affairs are unchanged.
:Important arrests continue. The Dublin
.Euenan,g Mail says the number df prisoners
committed in Dublin sinc,ethe,suspension

The Morning Herald says a meeting of
the supporters of Lord Derby was to be
held, on the Bth inst., at the residence of the
Marquis of Salisbury, but the Morning Post

D'lsraeli had proclaimed amongst his
friends Ids' rea.dinese to assume the Govern=
,meat, with the obligation of bringing in
his reform bill.
The 'Post now says that D'lsraeli had
made no such announcement.
Official returns of British exports for
.Jinuary show any increase of twenty-seven
per cant: over those of January of last year.

- to the pretensions of Prussia in a somewhat

The Paris Moniteur says a majority , of the
_plenipotentiaries have already been invested

The Turkish corps pf observation on the
Danube is stated at over twenty-two thou
sand men. The reserve corps, eighteen
thousand men, is to be stationed at Sebumla.

•derstood would be fixed after Easter, the
party would consider what course should
be pursued, and Lord Derby would :take
:another opportunity of meeting his sup
porters.
The Post asserts that public feeling. is
•-dead about reform. •

.dealing with parliamentary reform and
leaving untouched small sores. . -
Sir John Grey's motion for the Irish
Church has been fixed for Tuesday. The
resobition proposes that the Church estab
lishment in Ireland is a grievous wrong to
the people of that country,and its continued
maintenance prevents them from having
-confidence in the justice or in the wisdom of
the government.
Of those arrested in Ireland under the
:suspension of the habeas corpus,-forty-two
axe - Irish-Americans, of whom four have
,been discharged.
The Times says the English funds look
weak,,the market being in fl uenced at

. sent by the results of the difficulties of the
the Joint Stock Discount Company, with
regard to which nothing further of a definite
,character has yet transpired. The discount

landlords the right of appeal.

Mr. Weiser presented an act allowing the
Lehigh Crane Iron Company to rains - coal:

the Germantown Club, also, the Mount Airy

,NEw Yonir, March 19.—The steamship
Manhattan has ,arrived, with Vera Cruz
dates of March . 9, via Havina.March 15. •
The schooner , Mathilda, with three hun
dred and seventy-five negroes on board,had
been,• captured and - brought into Havana.
They had been to Cape San Antonio, and
one hundred of them had been sold as
slaves.. Some twelve- hundred slaves had
been recently landed there: The mortality
amongst 'them was quite heavy, and it is
reported that some eighty bodies were lying
at the Cape, food for carrion crows.
General Dulce hatisent his resianatisn as
Governor. General of Cuba to Spain.
&counter decree of that which required
all captured slaves to be sent to Fernando
Po, has been issued.
The advices 'from the City of Mexico are
10 the list inst. The Belgian Minister sent
to inform Maximilian of the accesion of

The gunboat Rhode Island was at St.
Thomas. The gunboat De Soto was at Cape
Hayden. A French bark had arrived at
Havana with two hundred coolies from

A conspiracy to burn down the Saglo
newspaper in Havana, on the ,night of the
12th, was frustrated by the pollee• guards.
