SAN FRANCIS co, March B.—Advices from 'EI Paso, Mexico, bare been received. The _Republican Government was still located -at El Paso. Juarez had learned the French would soon leave Chihualua in the hands of the Mexican garrison, then the Republi cans Will ' , have no trouble in recapturing the city. Advices have also been received irom Sonora., stating that Pesquira had re resumed military, operations. His force had been augmented by a large force of Americans. The Republican General Ca rona, with one thousand eight hundred men, had won .a victory over the Imperial ists at Llamo, in Santa Cruz. General Morales was collecting a large Republican force for immediate operations. The Liberals complain that officers of the United States are under too strict orders to show courtesy to Maxinailian's officers, even permitting them to send marauding parties across the border to interrupt and rob neu tral travelers. The Overland mail, with New York dates to the 9th tilt., has arrived at San Francisco. The Mexican Republican General Alva rez under date of Providencia, February 22d, writes that affairs at Acapulco are un changed. The invaders are continually harassed and pretty well worn out. General Diaz has inaugurated a success ful campaign in the State of Oajaca. Colonel Fegeira, after defeating the Im perialists at Tehuantepec, moved toward Tehann. The Imperial forces in Vera Cruz have - resumed active operations in that quarter. The War Claims of Pennsylvania—Veto of the Philadelphia' and Erie Railroad Bill. HAIMISErIier, March 12.—Governor Cur tin and the State Treasurer will go to Wash ington to-morrow for the purpose of press ing the passage of a law to reimburse Penn ,sylvania for the amount of money expended for the recruiting and equipment of troops during the late war. This claim has been in Congress during the entire present ses sion, and it would be well for the people of the different Congressional districts through out the. Commonwealth to urge on theirrep resentatives the necessity of securing the immense amount of money now due to the State. The veto of the Philadelphia and Erie Railroad bill, with which measure the peo ple of Philadelphia are acquainted, will be sent to the House of Representatives to night. The veto takes the ground that the privilege accorded the Philadelphia and Erie Railroad is an infringement of private rights, and that its operation would be con • ducive to the fostering of monopolies instead of the promotion of the general prosperity. From St. Louis• ST. Loins, March 12.—A letter, dated at the camps of the Amapahoe and Cheyenne Indians, at Bluff creek, south of the Arkan sas river, March 3d, says Major Wynkoop's mission to the hostile Indian,s has been en tirely successful. Ho his removed theoi all below the Arkansas river; and got an agreement from the chiefs and head men to abide by the treaty made at the mouth of the Little Arkansas river last October, thus securing the safety of travelers across the plains. Elections in Maine. BELFAST, Me., March 12.—lion. Nehe miah Abbott was re-elected Mayor to-day, without opposition. At Biddeford, Charles A. Shaw (Dem.) was re-elected Mayor. At Bangor, Me., A. G. THE INTERNAL REVENUE LAW.—The _President has approved the bill declara tory of the meaning of certain patis of the internal Revenue Act of June 30," .1864. By this the 120th section applies the duty of .five per centum to all dividendein scrip or ;money, wherever payable, and all:stock holder's policy, policy-holders, depositors, -or -:parties whomsoever, including non residents, whether citizens or aliens. The .122 d section, as amended, declares "Stock holders in, any railroad, canal, turnpike, -canal navigation,• or slack water company," to mean all persons or parties whatever -that are or may be stockholders, including :non-residents, whether citizens or aliens; -rand the words "all suchinterest or coupons, -dividends or profits, whenever the same :shall be payable," are declared to apply to -all such interest or coupon, dividends or profits wherever,the same are or may be payable, and to whatsoever party or person the same are or may be payable, including non-residents, whether citizens or aliens,• - whenever the rates and amounts contained in the lists or returns shall be stated "in coined money." it is made the duty of the .assessor receiving the same to reduce such rates and amounts to their equivalent in - legal tender currency, according to the value - the coined money, in -the currency, at the ' time when and the place where the lists are _receivable; and which value the assessor shall determine. The former part of this new law is to reach a large'class of persons who have heretofore been exempt from the tax, and the latter to meet cases where per sons have made their returns according to a specie instead of a paper basis. Sentence of Jack Shepard, Jr. BosToN,March 12.—1 n the Superior Court to-day, John Wood, alias Jack Shepard, Jr., was sentenced to six years' imprison ment in the State Prison for larceny. He has also lour years of an tmfinished term to serve in Sing Sing, from which prison he recently escaped. THE ARMY.—Lieutenant General Grant has issued a General Order, requiring com manders of military departments, as ra pidly as possible, to cause all rented build ings to be vacated and the troops and offi cers remaining in their commands to be collected in the regular military posts the property of the United States. The allow ances of barracks, quarters and offices are to be strictly limited to the schedule made in paragraph 1008 of the Army Regulations, and whenever Quartermasters return hired buildings, they will report to the Chief Quartermaster of the Department their or ders, and the, reasons therefor. Inspecting Officers will give their special attention to this subject, will call the immediate atten tion of all commanding officers to the absq lute necessity for economy, and will em brace it in their official reports to the re spective headquarters. THE PACIFIC RAILROAD.—A message from the President communicated to the Senate yeSterday, inclosed a memorial of the Legislature of Colorado, with a letter trom Governor Cummings praying an amendment of the charter Of the Pacific railroad, -to secure its location on the Smoky 'Hill route, via Fort. Riley, Denver and Salt Lake. It represents that this route is two hundred miles shorter, with a present population of fifty thousand, the most feasible pass through the mountains, while the other is an unpeopled Wilderness for a distance of one thousand miles. THE Team.—Representive Morrill, in reporting adversely yesterday on a resolu tion proposing temporarily to increase the duty on imports fifty per cent., said it was the intention of the Committee of Ways and Means to take up the subject of the tariff at an early day, hence it was not ex pedient to takft action on the resolution in advance of this fact. THE SMALL-PDX IN SOUTH CAROLINA.- The Surgeon- in- Chief of the South Carolina District of the Freedmen's Bureau has writ ten to the Chief Medical , Officer .of the Freedmen's Bureau for a supply of vaccine virus, as the small-pox is spreading with considerable rapidity in some portions of that State.
