FrOm - Was - hiter,ton. WASHINGTON, March llth.—The United States Consul at Liverpool informs the State the that the rinderpest is still on the increase. No remedy has yet been found that meets with any general confi- deuce, although there, are several that promise well The official report for the week ending'Feb. 17; states the number of new cases to be 13,000. This is an increase of 2,437 over the number reported last week, and 3,848 over the' number reported as hav ing been attacked the week before last. The United States Consul at Gibralter re ports in his despatch to the Department of State, dated Feb. 26, the wreck of the Ame rican coasting schooner Edwin Reed, of Boston, Mass. She sunk on the 12th inst., in lat. 35 deg. 7 min. north, long. 69 deg. 6 min. west, in a few minutes after her crew were taken off by the Hanoverian brig Berge; Captain Hinrichs. The Edwin Reed‘was from Philadelphia, with a cargo of coals for Boston. She was blown to sea and lost her sails spars and boats. The master and crew wereall saved, together with the ship's papers. The Presidept has pardoned fourteen hundred and thirteen individuals in the State of Alabama since the publication of the Amnesty proclamation under the $20,- 000 clause. The number pardoned under the thirteenth section in the berder States is yery low. Most of those who have been , liardoned came under the tenth exception. 't The Assistant Conimissioner of the Freedmen's Bureau informs General How ard"that _ the number of helpless poor in Arkansa.s - and Missouri that will be depend ent on the Government for support during the next three months will be about four Thousand. They are without money or means to procure food from a distance, and there seems to be no alternative but to sup ply the helpless women and children from the commissary stores, or leave them to starve to death. • In obedience to instructions from the War Department, the military districts of South ern, Northern and Western New York have been discontinued. The receipts from customs at tne port of Charleston last month were $31,618 71. The Redemption -Bureau last week stamped as counterfeits 418 fifty-cent notes; 8 twenty.fives; 17 ones, and 1 fifty dollar and 1 ten dollar note. Total, $29,245. The Comptroller of the Currency last week issued as circulation of the National banks $2,123,960. The Secretary of War has issued orders to all the various military commandants that they must see that in their departments such vigorous sanitary regulations are adopted as will, if possible, prevent any visitation of the cholera. ,Aniong the papers left by the late Henry Winter Davis is a manuscript speech in his own.. handwriting, advocating universal suffrage for the South as the only guaranty that can be relied upon to secure peace and prosperity for the future. It will be pub lished soon. Governor Boutwell and General Banks are,going to Connecticut to stump for Gen. Hawley.:Senator Nye, now in New Hamp shire, will stop there on his way back and make several speeches. .Nearly all the New Hampshire men re sident here have gone home to vote. Infor mation received here is to the effect that Goverribr Smythe and the whole Union ticket' will be elected by a handsome majority. , The Canadian Lobby here to secure legis ' ';?.;lation to protect their interests /are very -much outdone at the high tariff put on bituminous coal, and will make vigorous efforts to get it reduced. They threaten also that if the duties are not reduced on fish, they will exclude all American vessels after March 17th. An effort will be made to get Congress to pass the National Insurance act, similar to the National Banking law, the basis of which shall be a requirement that all the insurance companies shall invest their cap ital in national bonds, or, at least, a large proportion of their funds. The Treasury disbursements for the last week were, War Department, $3,984,454; Navy Department, $1,140,330; Interior De partment, $408,814.
