From Washington. !Special Despatah to the Bulletin.] WASHINGTON, March I.—The convention of American Iron and Steel manufacturers from Pennsylvania, New Jersey, New York. and Ohio, whb have been in session here for some days, have completed their labors and accomplished the object for which they met, which was to urge upon Congress a further increase of the duty on foreign manufactures and a reduction of the inter nal revenue tag on the domestic manufac tures. To-day they are to call upon the President in a body, to ask his concurrence in the furtherance of their objects and pur poses. It'is alleged that the prompt admission of the Representatives from Tennessee by Congress will tend greatly to the healing of the breach between the President and that body. In this view of the case, it is not improbable that the measure may be brought forward in a short time. From Mexico NEW YORK., March I.—The steamer Eagle from Havana with dates to the 2:3th Tilt has arrived. The French steamer Louisiana had brought Vera Crnz dates to the 13th, and city of Mexico advices to the 10th ult. Three thoUsand Juarists are reported de feated in Michoacan. Many were killed, 660 captured and ;he rest dispersed. Two hundred/and sixty Guerillas were dispersed at Pesquira Grande with the loss of 40 killed and wounded. Pedro Martinez was defeated in an attack on two squadrons of the Empress.regiment on its way to•Saltillo. Six hundred insurgents were defeated in Saltillo ' with the loss of one hundred and twenty killed and wounded, and one hun dred and twenty muskets captured. Canto, with four hundred men, suffered severely in Tacombaro, Michoacan, with the loss of several killed and thirty-four prisoners. These successes are all reported on Imperial authority. Guadaloupe statistics to January Ist show eleven hundred deaths from cholera. Ad vices to the 17th ult. say that the pest is de creasing, but it had made its appearance in Dominica. Two American war steamers were at St. Thomas. Two others were expected. News from,.Hayti says that GeffrarAvas making anfesdursion along the coast, stop ping at all 1114 ports, in anew war steamer. The appearance of the cholera was feared at Bavaria. X - scrt of cattle disease had ap peared at Sierra Morena. Large numbers of oxen had die‘within 24 hours. The small pox was increasing at Regla. Three escaped convicts from Tortugas were picked up in a small boat at sea. One was a negro named Jeff. Berry, and two whites named Adair and Swinton. The names however, are snpposed to be false- They were returned to Key West. It was at first reported that one of the whites was Spangler. They intended to sell their col ored comrade. Regulating the filing and collection of Municipal claims. Fining violators of the act relative to the manufacturing of fireworks. fifty dollars. Fixing the number to constitute a quorum of the Apprentices' Library Company, of Philadelphia. Giving the Managers of .the Jewish Fos ter Home the guardiariship of certain chil dren, with power to hind them out as ap prPntices. HOUSE.—The act allowing the city of Phi hudelphia to sell her loans below par was opposed by Messrs. Quigley and Donnelly, ancl.amended by Messrs. Davis and Raddi man, and passed as follows: It shall be lawful for the city of Philadel phia, whenever necessary, to defray muni cipal expenses, to issue bonds to the amount of five millions of dollars, in sums of not less than one hundred dollars, each payable at such times as may be directed by Councils, and bearing interest not exceeding 7 3-10 per cent. per annum, and to sell the same in open market to the highest bidder; provided, that none of the bonds shall be sold for less than the prin cipal sums named therein; and &provided, that the city shall have the option at any time after five years from the date of the bonds and not exceeding twenty years from date of the same to reduce said interest to the legal rate or pay the principal. On the final passage of the bill, the vote was 73 ayes, to 17 nays. All the Philadel phia pembers voted in favor of its passage except Messrs. Quigley and Donnelly. (Arrival onhe City oilltanchester. The Royal assent has been given to the bill suspending the habeas corpus in Ire land. Upwards of a hundred arrests were made in. Dublin, on the 17th, principally strangers. Among others, Colonel John Wm. Byson, of the Federal army. More arrests were expected. It is reported that the Emperor of Austria was willing to furnish Maximilian any troops that he required, on condition that they be incorporated in the Mexican army and their expenses paid. Diplomatic relations have entirely ceased between Russia and the Papal Court. The uigent haste in the passage of the bill repealing the habeas corpus in Ireland was owing to the reported departure of a Fenian privateer from America, which since has been known here as a hoax. The story ap plying even by name to the steamer Cuba, now running between Baltimere and New Orleans. The Latest. The steamers Hibernia and Glasgow ar rived out on the 16th, and the Java on the 18th. CommoN PLEA s—Judges Allison and Peirce.—Yesterday, after our report closed, the testimony in the contested election case was continued, the respondent directing at tention to the Seventh Division of the Fourth Ward. As in the Sixth Division search had been made for those who voted in the pre cinct, and a witness who canvassed the pre cinct testified to the names of those who could not be found at the residence given at the polls. This morning the case was resumed. Wm. Donald testified that he voted in the Sixth Division of the 'ourth Ward; voted for Mr. Given. Daniel Hatfield testified that he voted in the Seventh DivisiOn for Mr. Given. George -B. Finney, the Canvasser of the Seventh Division, was recalled, and his ex amination resumed with regard to the efforts made to find certain persons; he gave the names of those who could not be found at the residence given at the polls at the time of voting. UNITED STATES DISTRICT COURT—Judge Cadwalader.--Robert Keefer was put on trial, charged 'with forgery. Ere is charged with forging "a final statement' in order to draw the back pay of one Edward Jordon. On trial. SUPREME COURT— Chief Justice Wood ward and Justices Thompson, Strong, Read and Agnew.—The Court re-assembled for the purpose of hearing certain cases ordered for re-argument. As a specimen of the weather in South Africa, the Graham's Town Journal, Dec. 14th, 1865, states that at noon the day pre vious, the thermometer was 136 in the sun, 103 in the shade, 92 in a room, and 77 in the coolest cellar, A duck's egg had been roasted by the sun. The parent duck was, it seems, foolish enough to lay the egg right in the eye of the sun, and hence the conse quence. IN consequence of the alarm about the pork disease, the pig dealers of Vienna have telegraphed to their agents in Servia and Hungary not to send them any more ani mals for the present, as most of the hotels have suppressed all preparations of pork in their bills of fare. AN enterprising colored man,. who had been ejected from a street railroad car in St. Louis, has brought an action agaitist the Company for $20,000 damages, and has en gaged eminent lawyers to carry on the suit. CHARGED WITH _LARCENY. William Dougherty, the proprietor of a. tavern at Sixtlrand Shippew streets, was Wore Al derman Tittermary this, morning, upon the charge of larceny. It seems that a colored man who had lately arrived in the city, Purchased at a store on Shippen street, some clothing, and received' in change a three dollar bill. He had some doubt about the genuineness of the note and go the storekeeper to mark it. He then wen over to Dougherty's place and asked him if the note was good. replied in the a ral - ative, but instead of returning the bill, it is alleged, substituted a confederate five dol lar note. The colored man did not-take particular notice of the bill and when he at tempted to pass it was handed over to a policeman. He explained matters and pointed o4t Dougherty as the man who had given him the note. The accused was held for a further-hearing. You TH FUL LABS. —Michael Mcßride, alias John Adams, aged 16 years, and James Hagan, 19 years old, were arrested last night about twelve o'clock, by Officers M. Murray and Ahern, of the First District Police, on the charge of burglary. They were found in a lager beer saloon on Eleventh street, below Christian, which had been broken into. The prisoners will have a hearing this afternoon before Alder eman Beitler at the Central Station.
