Delinquents Compelled to Attend. FR OM WASHINGTON. From South and Central America. Nnw YORK, Feb. 21.—The steamer Henry Chauncey, from Anpinwall,on the 13th inst. arrived at this port this morning. She brings advices from. Panama to January 12th. Mosquera is endeavoring to put the Panama Railroad on the British market in an endeavor to obtain more than was given by the present company. The steamer Henry Chauncey brings a million and a quarter in treasure. • Several miners, from California, have ar rived at Panama on their way to prospect the gold mines of Choco and Barbacoas, some forty miles from Pumaco. 'A rich gold field is reported to have been just discovered about eighteen miles from Panama, and two miles from the railroad. The miners pronounce the developments exceedingly rich. The trial of Bradley, for robbing Pay master Rittenhouse of $15,000, has been postponed. Valparaiso dates to the 17th day of Janu ary, and Callao to the 28th, confirm the declaration of war by Peru against Spain, but hostilities had not yet commenced. The blockade of Caldera has been raised and the Spanish squadron is concentrating at Valparaiso. , Five or six sailing vessels have been burned by the Spaniards. The Chilean coast is now open to trade. Several vessels from Europe have been warned away from Valparaiso and gone to other ports. The Peruvian squadron has been sent to join the Chilean squadron. All the Span iards in Peru are given a certain time to register their names; failing in which they will lie treated as spies. Internal reforms are being initiated by the Peruvian Dic tator. The Tennessee Legislature. NesnvlLLE, February 20.—The Speaker of the House has ordered that the absenting members will have to be brought into the Legislature by force if they will not come voluntarily.. The - session to-day was ; one of stormy arguments and angry discussion, caused by the compelled, attendance of several members of the - Conservative party, who, it was alleged, purposely stayed away to prevent the House havina a quo rum. It was reported in the House * to-Flay that Colonel Shafter, COmmazding the post, would, if the absence of members con tinued, use military force to compel their attendance. - • An unknown manwas found dead this af ternoon in Frontstreet. The Coroner's jury returned a verdict of death from exposure. From Washington. Wesimmorr, Feb. 21.—A lagre delega tion of merchant tailors are here, from Pennsylvania and Maryland, joined by some of the trade of Washington to appear before the Committee of Ways; and Means, with a view to obtain an amendment of the Internal Revenue law. They say that they are now required to pay $6O on every $l,OOO gross re ceipts, but are willing to pay what is re commended by the Treasury Commission, viz.: $5 on $l,OOO. • Consuls Recognised. HOUSE.—Mr. Garfield (Ohio) caused to be read a telegram from Columbus, Ohio, giving the resolution of the .caucus of the Union members of the Legislature recog nizing in the action of the Union Represen tatives in' Congress an exposition of their principles, etc. The House, by a vote of 108 against 37 nays, laid on the table a motion to recon sider the vote by which the House yesterday passed a resolution, to the effect that no Senator or Representative shall be admitted into either branch of Congress from any of the late rebellious States, until Congress shall have declared such States entitled to such representation. Mr. Dawes (Mass.) called up the contested election case from Indiana, as reported by the Committee on Elections, concluding with a resolution that Daniel W. Voorhees isnot entitled to the seat now held by him, but that Henry L. Washburne is entitled to the seat. Fire at Alton, Illinois, ST. Louts, Feb. 20th.—The tobacco factory of Myers & Drummond at Alton, Illinois, and one or two adjoining stores, were burned on Saturday last. The loss amounted to about $30,000, on which there is an insur ance of $14,000. The President's Veto. PENNSYLVANIA HORTICULTURAL SOUR- Ty.—The monthly meeting and exhibition of this Society was held last evening. The room was perfectly crowded with visitors, and the tatiles with the finest specimens of rare, exotics. Azaleas dazzled I with their brilliance, and Camellias charmed with the purity of their spotless white. The display of floral designs, baskets, hand And button hole bouquets, &c.. was so great that the Committee had great difficulty in making the awards of premiums. Mr. Hibbard, gardener to Fairman Rogers, Esq., and Jas. McDonald, had choice collections of twenty four plants each. Mr. Joyce, gardener to M. W. Baldwin, Esq., exhibited some rare air plants in full bloom; Mackenzie dr, Son, a superb display of Camellias; R. Buist, some very interesting new plants; Mr. O'Keef, hand and button hole bouquets; Mrs. G. Harris, a bridal bouquet and funeral chap let of dried flowers, most beautifully and naturally preserved. There was also ex hibited four oil paintings, by George Lamb din, of Magnolias, Calas, Azaleas and Wis terias, which were muc admired for their beauty and natural effect. Among the business transacted was the adoption of a resolution in reference to the building of the New Hall, and the subject is to be finally acted on at an adjourned meeting to be held on next Tuesday evening. HOUSE ROBBERY—ARREST OF THE THIEVES.—This morning, about seven o'clock, the dwelling of Mr. Samuel Col houn, No. 1204 Olive street, was entered by forcing open the back door. Mr. Colhoun had been absent a short time, engaged in feeding his horse. As he was returning he observed two men emerging from the alley. He then discovered that his house had been entered, and the upper part ransacked. He followed the men to a lager beer saloon in the neighborhood, where he se zed one of them, who gave his name as Wn. Wilson. The other was captured by snot er citizen. His name is JohtaFerguson. Upon Wilson $64, which had been stolen fromlthe house, was found. A $2O gold piece,in i t portion of an envelope, was also recovered . This en velope had been sent by Mr. Colhoun while in the army to his mother, and the other portion of it was found on the sheet, being d i s thrown away by the thieves. A small box, containing some coin was found on the ac cused, and likewise a screw iver and a stone-cutler's chisel. While in the house the rascals attempted to destroy ome deeds and a receipt book. Ferguson and Wilson had a hearing before Alderman Massey,and were committed in default of $1,500 bail to answer at.COUrt. A MAN STABBED AND ROBBED.—A man named Fleet, belonging to Weal Philadel phia, came into the city, last evening, to attend a ball. He got mto a den on Dock street, near Spruce, and while there got into a fight with a man named Trainer. The latter is alleged to have drawn a knife and cut Fleet across the breast, causing a severe Wound. Fleet was taken to the Hospital. Trainer escaped. During the fight Fleet gave his coat and vest to John Woodward, the barkeeper in the establishment, to hold for him, and when the coat was afterwards obtained by Fleet's wife, it is alleged, $23 were missing from one of the pockets. Woodward was arrested on the charge of having stolen the money. This morning he was arraigned before Alderman Beitler and was committed for a further hearing. ROBBING A POLICEMAN'S HOUSE.—Yes terday afternoon the dwelling house of K. Jones, a police officer, No. 1028 Ogden street, was entered during the labsence of the family. The thieves pried open the back gate, and then crawled through the cellar window. The house was ransacked, and about $l2 in money were stolen. The movements of the robbers were observed by some boys, who gave the alarm. The thieves then ran out the back way, and were pursued and captured by officers Graef and Richards. They gave the names as John Kugler and Chas. Haines. The stolen money was thrown away during the fight, The prisoners had with them a small "jimmy." They had a hearing this morning before Alderman Massey,and were committed in default of $1,200 bail for trial. WANTED A NEW SIIIT.—A young man named Richard Moore went into Lazarus's clothing store, No. 104 North Second street, yesterday afternoon, and fitted himself up in an entire new suit of clothing—shirt, pants, coat, vest and overcoat. While Mr. Lazarus was engaged in packing np the dis carded clothing, Moore made a sudden exit from tlte establishment and ran. An alarm was raised, and thefugitive was pursued by Officer McNamee to Water and Race streets, where he was captured. Alderman Godbou held Moore in $BOO bail to answer the charge of larceny. A series of resolutions have been intro duced into the New Jersey Legislature, hailing any Congressional action which will give the colored soldiers the right to vote. We wish some company would do the streets of Philadelphia, They 'are awfully muddy. The "British Almanac and Companion," which claims to be a standard compendium of statistics and facts, and is published in London under the authority of the "Society , for the Diffusion of Useful Knowledge in London," says that General Sherman "marched without obstruction from Ala bama in Georgia to Savannah in North Carolina," and that the assassination con spirators were tried and hanged in New York. No cards. An advertisement appears in the London Times offering one pound reward to any person who slept in the shed as a "casual" at the time and place described by the au thor of "A Night in a Workhouse," and who will call at a certain address. The choice between a pound and the "casual" pen is too small to make it an object. very serious complaint" is being made aginst the French soldiers in Mexico. It is said they are eating up all the cats. Cer tain to produce a serious complaint of some kind. The Boston Traveller says: "Last week some fishermen on the North Carolina coast took six tons of rock bass at one haul of the seine. Some of them weighed over seventy tons each. NISI Pnrus.—Justice Strong.—The Com mercial National Bank vs. Wayne and others. Before reported. This morning the counsel argued the case to the jury. The defence contended that the defalcation of Mr. Clark took place long before the date of the bond in which suit was brought, and therefore the defendants were relieved of all liability. • It was also contended that the' officers of the Bank neglected their duties, because an examination would have brought to light the fact and extent of the defalcation. On trial. QUARTER SESSIONS Judge Ludlow. James Cameron was convicted of a charge of secreting his property with intent to de fraud his creditors. Joseph Hinckle pleaded guilty to a charge of assault and battery. Sentenced to pay a fine of $l5 and costs and give security in $5OO to keep the peace for one year. Michael Kennedy was convicted of a charge of larceny. Williath C. Dixie was acquitted of a charge of assault and battery. George Gibbons was acquitted of a ehnrge of assault and; battery. PENNSYLVANIA MANUFACTURES FOR THE Sol:rm.—Says the Pittsburgh Gazett,e; The opening of navigation will call forth from our capacious warehouses, immense stocks of Pittsburgh manufactured articles, which are so much needed in the South and Southwest. The boats now loading at the wharf for Cairo, SL Louis, Nashville and other points, are receiving heavy shipment of glass, glassware, iron; -nails, plows, wagons, carts, etc. There have been plow enough delivered on the wharf during the past few days, one might suppose, to "plow up all creation," but we are told that the few thousands now shipping, are but a trifle compared to the tens of thousands which are to follow. Many of these are the light cotton plow, used in the Southern cotton fields, and the use of which, it is hoped, will ere long bring down the price of cotton goods. There are large numbers of light levee carts, wagons, plows, harrows, and other agricultural implements being shipped for Cairo, with the intention of having them reshipped thence to New Orleans. We believe there are as yet none of our steamers loading for New Orleans direct, owing to the uncertainty of getting paying trips back, although they would have no difficulty in getting as much as they could carry down at good rates. The tonnage, however, is ample for all the. business which may offer in the spring, and our merchants and manu facturers will have no difficulty in shipping their goods. THE CITIZENS OF ALTOONA and vicinity are agitating the subject of being incorpo rated into a city. A commitee has been appointed to prepare a rough draft of the city limits. The Allentown people are also discussing the same idea. The Stock Market was quite heavy this morning, and with a marked downward tendency in all the speculative shares, but as the day advanced there was a better feeling, With some reaction in prices. Govern ment Loans were without quotable change. State Fives were steady at 8.5%, and City Loans at V% for the old, and 92 for the new issues. Reading Railroad was the most active on the list, and about two thou sand shares changed hands, opening at 50, and then selling dOwn to 49%—a decline of %, but at the .lose 49% was bid. Catawksa Railroad Preferred sold at 36@36,41, a decline of %; the Common stock closed at 25%. North Pennsylvania Railroad rose .4, and Phila delphia and Erie Railroad was a shade lower. Canal stocks were heavy. Lehigh Navigation sold at 92% ■ 0 52%. and Snagnehanna.carial at 123.1@12%—the latter a decline of %. In Bank shares tie only sale was of Girard, at 12. [Special Despatch to the Bulletin.] WesamiexoN, Feb. 21.—A delegation of fifty Merchant-Tailors from Philadelphia, Baltimore, Harrisburg and Lancaster, were before the Ways and Means Committee to day, to urge the adoption of the recom mendation of the Tax Commission, chang ing the present mode of taxing six per cent. on gross sales to a license for the amount sold. The Committee were favorably impressed with their request. The House Naval Committee have still under consideration the question of accept ing League Island, but have arrived at no conclusion. , It will probably be a week or ten days before the matter will be finally acted on. Reports are again rife of changes in the Cabinet. One thing is certain, no resigmv Lions have been sent in and none will bs sent in. The Fenian Congress at Pittsburgh.
