The Explosion of the Steamer W.E.Carter. CINCINNATI, Feb. s.—The steamer Carter exploded her boilers when tldrty-five miles above Vicksburg, at o'clock on Friday morning. The .bollers passed through the forward part , of the'cabin.: After the explo sion the boat took lire and continued .to burn until .7 o'clock, compelling 'all who • had escapid death by explosion, to jump into the river. The boat soon after went down. Captain Hurd had just gone off watch when the explosion occurre' and was_ not afterwards seen. The .'.steamer Evening Star picked up all the survivors floating in the water and carried them to Vicksburg. ...It is not yet known how many lives here The Naval Beat Race. NEW Yong..; Feb. s.—The sea race be tween the Algonquin and Winooski will begin to-morrow, if the weather permits. There, is much ice in the bay, and this seems now to be the only formidable obstacle; but it is thought the receding tide will leave the bay clear. The course of the race lies between Throg'e Neck and Faulkner's Island, a distance of 100 miles. The boats will run five times around the Island and return, making a total sum of 1,000 miles, which will complete the contest. Texas. CINCINNATI, Feb. sth.—A special despatch to. the Commercial, dated at Austin, Texas, on the Ist, says the President of the Texas secession Convention has been elected to preside over the Convention just assembled here to reconstruct the State Government. A large majority of the delegates to the. Convention are secessionists: State Panties. LOCK HAVEN,. SENATE.—Mr. Doolittle (Wis.) stated that he would have voted for the bill to guarantee civil rights, had he been in the Senate on Friday, when the vote was being taken. Mr. 'Wilson (Maas.) presented the petition of General Sheridan, and other officers, ask ing for an increase of pay. Referred to the Committee on Military Affairs. MR. Howard (Mich.) presented the peti tion of the citizens of Detroit, asking for a protective tariff. Referred to the Finance Committee. Mr. Chandler (Mich),frons. the Committee on Commerce, reported the House bill to prevent the issue of American registers to vessels whose owners procured foreign re gisters during the war, and asked that it be passed immediately. Mr. Sherman (Ohio) asked that it lie over until to-morrow as it was a very important measure. So ordered. CAUGHT trz THE ACT.—This morning, about one o'clock, a colored man named Daniel Brown, was arrested by Officer Bringhurst and private watchman Carter, while in the act of stealing from the window of the store of B. W. Barka, Jr., No. 533 Arch street, He had broken the large glass, which was worth about $2O, in order to get at the goods. The accused was taken before Alderman Godbou, and was held in $l,OOO bail to answer. This morning there were not over half a dozen awaiting an interview with his honor; There are but few vacan cies existing in the force at present and there is probably twenty applicants for every po sition: IDENTIFIED.—The saddles which were found on Saturday in possession of a colored man named Samuel Brown, were identified as having been stolen from a Club Stable in Camden. Brown was-taken over to Camden, and was committed by Justice Cassidy to await his trial.
