PLE OP WEST vIiEsTER WERE SWINDLED.
—A young man:who gave his name as John
Smith, was arrested 'in the Twentyrfourth
Ward, in accordance with a telegraphic-de
spatch received from West Chester ; where,
it is .alleged he had been swindling .the
people. T-1. s
plan of operation was rather
novel. He first hired 'a horse and wagon,
and then made his appearance in front of
the leading hotel in[ the borough. There he
commenced scattering five and ten cent
notes among the assembled- crowd. A ten
dollar bill 'was then pulled out and of
fered for five dollars, and in turn the
five dollar note was sold fors2 50. The next
move was to produce a lot of finger rings
which were disposed of at nominal prices;
and the purchasers r in addition to receiving
the rings, were handed back their money.
Some medallions were sold in a similar
manner. The people became excited.
Such a business had never, been carried on
before in that ancient borough. Buyers,
upon such liberal terms were plenty and
the stock'of medallions was soon. closed out.
Then another lot was brought forth. These
were represented as being of afiner
They were sold for $lO each, and the seller
remarked—"l don't say that I would
give you yoqr. money back on these." He
pocketed the proceeds of the sale, and left
town on the: next train. It was soon dis
covered that the medallions were bogus, and
tliat about $BO had been realized - by -the
sharp individual in his transactions. 'The
police of this city were telegraphed to, and
the alleged swindler was arrested upon the
arrival of the train from West Chester. He
was arraigned before Alderman Davis last
evening, when some of his victims appeared
against him. _Others he satisfied previous
to the hearing, by returning the money he
had received from them. The accused was
committed to answer.
REPORT or THE Fran MARSHAL.—
Mayor Henry, just previous to his retire
ment from office received the following
report from Fire Marshal Blackburn:
PRZELADELpRIA,J . anuary lat, 1866.—H0n.
Alexander Henry, Mayor of Philadelphia.—
SIR: I have the honor herewith to present
a brief report of the operations of my de
partment for the twelve months ending
December 31, 1865.
The year 1865, has been remarkable be
yond precedent for fires, not only in the
tTnited States, but all over Europe. The
losses in our own country have been
frightful.
The total number of fires in this
city was, . . . . . 438
The estimated loss was, . . $1,269,499
Insurance . • . . . 809,870
Loss over Insurance, . . . 459,629
The whole number of arrests on
the charge of arson and suspi
cion of arson, was . _ .
The terrible coal oil conflagration in the
Second Ward, on the Bth of February, in
volved a loss of nearly a quarter of a million
of dollars. This sad disaster led to the pas
sage of the Petroleum Law, an act that was
framed by your Honor. The operation of
this law has already demonstrated the
wisdom of its enactment. While it has in
sured public safety, it has not worked the
detriment to trade that was predicted. On
the contrary, the commerce in petroleum in
Philadelphia—the natural outlet for the
article—was never so large and so flourish
ing as at the present time.
Very respectfully,
ALEX. W. BLACKBURN,
Fire Marshal.
LODGERS IN THE POLICE STATIONS.—The
report of the Chief of Police shows that
during the year 1865, 36,828 persons were

April, • 2,828 October, 3,186
May, 9 ,589 November, 4,699
June, 2 143 December, 5,355
Of the whole number 22,865 were white
males, 11,339 white females; 1,641
black males and 983 black females.
The nativities of the lodgers were:

mony, 2,884, England, 1,248; Scotland, 259;
Wales, 10; France, 118; Spain, 12; Italy, 8;

A SCANDALOUS OUTD.AGE.-031 Wednes
day last a respectable colored girl, having
in charge an invalid child, the daughter of
one of our most estimable citizens, was, to
gether with the child, forcibly ejected from
the cars of the Seventeenth and Nineteenth
Streets Passenger Railway. This morning
the conductor, Robert Cromy, was taken
before Alderman Pancoast, who bound him
over to appear at the next term of the °our
to answer for the outrage. The man had
been in the country just four weeks.
ILLNESS OF JUDGE THOMPSON.—Hon.
Oswald Thompson, President Judge of the
Court of Common Pleas, had a paralytic
stroke this morning, about nine o'clock.
He was taken ill at Rising Sun Village,
while in the cars on the way from his resi
dence at Germantown to the Court House.
He was carried into a hotel, and medical
aid was soon at hand. Judge Thompson
had a similar attack some time since and
had not yet fully recovered from it.
LARGE CARGO OF PETROLEUM.—The ship
Lancaster, Captain Decan, which sailed this
morning for Antwerp, in tow of the City
Ice Boat, takes out the largest cargo pf
petroleum, which we have yet noticed as
leaving any port in the United States. The
cargo was placed on board by the extensive
shippers of oil, Messrs. Baeer It De Vertu,
and consists of 8,703 bbls. containing 27011
gallons refined, and 96,118 gallons crude o ,
and,is valued at over $200,000.

SLIGHT FLEE.-Last night, about ten
o'clock, an alarm of fire was created by a
dense smoke issuing from'a colored church,
on Seventh street, below Shippen. Several
fire companies were soon upon the ground,
but found that their services were not re
