T-1. s plan of operation was rather novel. He first hired 'a horse and wagon, and then made his appearance in front of the leading hotel in[ the borough. There he commenced scattering five and ten cent notes among the assembled- crowd. A ten dollar bill 'was then pulled out and of fered for five dollars, and in turn the five dollar note was sold fors2 50. The next move was to produce a lot of finger rings which were disposed of at nominal prices; and the purchasers r in addition to receiving the rings, were handed back their money. Some medallions were sold in a similar manner. The people became excited. Such a business had never, been carried on before in that ancient borough. Buyers, upon such liberal terms were plenty and the stock'of medallions was soon. closed out. Then another lot was brought forth. These were represented as being of afiner They were sold for $lO each, and the seller remarked—"l don't say that I would give you yoqr. money back on these." He pocketed the proceeds of the sale, and left town on the: next train. It was soon dis covered that the medallions were bogus, and tliat about $BO had been realized - by -the sharp individual in his transactions. 'The police of this city were telegraphed to, and the alleged swindler was arrested upon the arrival of the train from West Chester. He was arraigned before Alderman Davis last evening, when some of his victims appeared against him. _Others he satisfied previous to the hearing, by returning the money he had received from them. The accused was committed to answer. Alexander Henry, Mayor of Philadelphia.— SIR: I have the honor herewith to present a brief report of the operations of my de partment for the twelve months ending December 31, 1865. The year 1865, has been remarkable be yond precedent for fires, not only in the tTnited States, but all over Europe. The losses in our own country have been frightful. The terrible coal oil conflagration in the Second Ward, on the Bth of February, in volved a loss of nearly a quarter of a million of dollars. This sad disaster led to the pas sage of the Petroleum Law, an act that was framed by your Honor. The operation of this law has already demonstrated the wisdom of its enactment. While it has in sured public safety, it has not worked the detriment to trade that was predicted. On the contrary, the commerce in petroleum in Philadelphia—the natural outlet for the article—was never so large and so flourish ing as at the present time. Very respectfully, ALEX. W. BLACKBURN, Fire Marshal.
