The bill from Common Council relative to unfurnished business was concurred 1 - Mr. Barlow called up the deferred 'ordin ance framed by the last Council reorganiz ing the Department of Street Cleaning. The modifications in its improvements are that the Mayor is relieved from any charge con cerning it, and the Chief Inspector is made its absolute head. Mr. Barlow said that he had consulted Colonel Gray, some time ago, as to the im provements required in the bill. The reply was that the bill gave him no power what ever. He was simply in the position of a clerk. The sole control of the matter was in the hands of the police, who, of course, obeyed only the Mayor, and declined to respect any orders received from him. • The bill,provides for the keeping clean of the paved public streets of the city. Mr. King moved fOr the present to post pone. This was voted down, and the Chamber went into Committee of the Whole. Mr. Smith, of the Twenty-second Ward, said that until the Board of Health some time ago pronounced some of the streets of Gerivantown to be nuisances they had ;lever been cleaned. He protested against the discrimination which neglects the suburbs. Mr. Cattell spoke to like purpose. The word paved was finally stricken out. Mr. Ritchie moved to strike out that part of the bill providing for the removal of ashes at public cost. He thought that pri vate means should do this part of the work. This amendment was lost. The commit tee then rose. Mr. King now offered, as an amendment, another bill creating a Commission, con sisting of William Neall, John Price Wetherill. John M. Maris and Thomas Pot ter, who shall have entire control of the cleaning of the streets. Mr. Smith opposed the bill. His expe rience had been that Councils were always jealous of any power being taken out of their hands, and he could not vote for the amendment. The amendment was lost by a vote of 14 to 6. The discussion of the original bill was then resumed. After a long debate, the bill was recom mitted. RThe bill authorizing the Germantown ailroad Company to erect small wooden buildings on the line of their road was concurred in. Also, the bill granting the same privi lege upon Lowry's wharf, Schuylkill. Adjourned. COMMON BRANCH Michael Mullen,/of the Seventeenth Ward, appeared, presented his credentials, and was qualified. Tragedy In Massachusetts, [From the Boston Post.] The citizens of Worcester were startled out of their propriety yesterday on account of the discovery of the death of a man named Artemas Ward, and wife, who re sided at No. 91 Main street. The bodies were discovered about 7 o'clock yesterday morning by the oldest of their five children, who immediately went to the next door neighbor, Mr. J. H. Raymore, and informed him of the fact. The father was found par tially lying on his bed, and the mother was dressed and lying upon the floor near the bed. Word was at once sent to the autho rities, and in about half an hour Dr. Wood ward, city physician, made his appearance, and remarked that the unfortunate parties must have been suffocated from the coal gas, as there was a hot coal fire in the room. The windows were immediately thrown open, but all attempts to resuscitate the man and wife were unavailing. The bodies were cold in the embrace of death, and of course it was impossible to tell how long life had been extinct. In an adjoining room a ser vant girl and two of the children had slept upon the floor during the night; but it ap pears that the coal gas had had no effect upon either of them, although the two chil dren, we were informed,-were taken with slight vomiting about the time the discovery of the dead father and mother. The re maining children slept in an upper room, and escaped the influence of the gas. But the fact that the two children and the servant girl were not seriously affected by the coal gas, and other circumstances which hang ar the affair, would indicate that it was aver the intention of some fiend in human form to noison the whole family. As it was, the perpetrator, whether living or dead, was partially successful. It was also discovered that i•ometime during the night the woman was beard to vomit, which circumstance is a very' suspicious one. Other eminent phy sicians soon made their appearance in the room where the dead parents lay, among them Dr. 0. Martin, who also agreed with Dr. Woodward that the deceased probably died from the effects of inhaling the gas. General Pillow's Experience With the Tennessee and Arkansas Freedmen The rebel General Pillow has been doing admirable service in the difficult work of systemizing labor in Tennessee and Arkan ,as, and the following letters from him and the Commissioner of Freedmen, General Fisk, in Tennessee, give the present status of the freedmen and the labor question in that region. I have given, in all cases, the freedmen a part of the crop of cotton, and I allow them land for the cultivation of vegetables and corn for their own use without charge therefor. I could have engaged one thousand la borers if I had needed that number. My brother, who adopted my plan of work, succeded in engagin g laborers for three places he is working. I have put one large plantation under white laborers from the North, upon precisely the same terms on which 'I engaged freedmen. I feel anxious to try the system of white labor of that character for the plantation.
