.Exp:osion on a Steatn•tne
NEW YORK, January 3.—The steam-tug
Neptune exploded her boiler in the bay to
day. Eight persons were wounded—the
captain's son being the only one who escaped
injury. The wounded were placed aboard
the tug Resolute, to be taken to the city,
when she burst some part of the machinery,
and the uninjured person from the Neptune
was the only one hurt.

NEW YORK, Jan. 3.—Capt. Campbell, of
the steamer Britannia, was lost overboard,

Samuel Taylor, Esq., formerly an Alder ;
man and School Director in the old District
_of the- .Northem Liberties, and father of
Major Taylor,of Major-General Hobker's
staff, died at ids residence at an early hour
this morning. The deceased filled several
offices of trust and , responsibility, •and in
his public relations and private life, bore
the character of an honest and estimable
man.

Heath ,orof a kind equal to them in all respects. tor
the purpose intended, which equality will be deter
mined by a Board appointed by the Sebretary of the
Navy after the reception of the bids.

It is to be delivered in lumps ofsultrible size for naval
steamers, clean, of unlibmo quality, selected free from
impurities. unmixed, of whims the contractor shall be
requi ed to furnish such evidence as will be satisfac
tory and be subject to such inspection as to quality
ann quantity as the Department may direct. The c
must, in all respects, be satisfactory to the Inspector
or inspectors to be appointed by the bureau, who will
has e the right of peremptory rejection.
The coal is to be delivered on board vessels, at such
place in the port of New York as may be designated by
the Bureau, and in such quantities and at such times
as, in the opinion of the Bureau, the exigencies of the
service may require; commencing when the vessel is
reported ready to receive cargo; furnishing, if de
manded, not less than 1.000 tons per day, CO ne distri
buted to each vessel, as may be directed, untit ; the load
ing Is completed.
In the ease of failure to deliver the coal in proper
quantity, of the proper quality, and at the proper time
and place the Bureau will reserve in the contract the
right to purchase forthwith,at Lbe contractor's risk and
expense, that which may seem necessary to supply the
deficiency.
Any demurrage or other charges to whims the Navy
Department may be subjected from delay in the
soompt delivery of the cual by s the contractors wilt oe
deducted from their bills.
The price must be for the coal delivered on board
veseels, on the terms and conditions above stated, at
the contractor's risk and expense, and without extra
charge of any kind.
Thu offer, as required bylaw, must be accomparil
by a written guarantee. signed by.one or more respon •
sible persons, to the effect that they undertake that
the bidder or bidders will-if his or tneir Milne accepted,
enter into obligations, at such time as may be pre
scribed by the Bureau, with good and sufficient seso
rates, to ftunish the suppltea proposed.
No proposition will be considered unless accompanied
by snub guarantee; and the Department ruse! yes tae
right to reject all the offers, if considered to be to use
interest of the service to do so.
Two or more sureties each in a sum equal to the
amount specified to be paid, will oe required to sign the
contract, and their responsibility will nu certi tied by a

As additional and collateral security, twenty per
cent. will be withheld from the amount of all pay
ments, which reservation is not to be paid except by
authority of the Secretary of the Navy, until the con

that may be due upon each bill, will, when a proper
certificate is furnished by the inspector, and the bill
approved by the Bureau, be paid' by scam navy agents

It will be stipulated in the contract that if derault be
made in the nelivery of the coal—in the quantity or cue

zignidateci damages, a sum of money nut exceeding
twice the contract price, which may be recovered from
time to time, according to the act or acts of Congress
in that caseprovided.
Bidders, whose proposals shall be accepted, and none
other, will be notified and, as early as practicable, a
contract will be transmitted to them, which they will
be required to'execute within ten days utter Its receipt
at thepost office or navy agency named by them.
